DRAFT REPORT BY DANIEL, MANM, 30HNSr)N AND MENDENHALL AT THE ADJOURNED MEETING 9N AUGUST 17,1965.
Page 79 - Harbor and Lagoon Development Plan -
There was discussion on the entrance to the harbor being moved south with break waters and jetties south of the present entrance to the lagoon and fjlling in the land where the entrance to the lagoon is now
The Planning Director pointed out that he felt a mistake made in Oceanside was that they did not provide for adequate land for revenue type development around the harbor.
There was discussion on forming a harbor district and the increase in taxes. It was pointed out that the taxpayer eventually benefits from the formation of a harbor district. It was felt there would be a harbor at the Agua Hedionda Lagoon eventually and the question was brought up regarding increasing high density in the area of Highland and Adams if somebody wants to build a hotel there. The Planning DSrector explained there were certain needs required to have a hotel or motel and it would have to be placed where it would meet the needs

The Planning Director pointed out that some developers go into small towns now and build new shopping centers that do not bring new busi- nesses to town but rather 0a.w exftf{figbusinesses away from downtown, and the Planning Commission should be concerned with the downtown areas to see that they are not left vacant.
The Planning Director stated he though that DMJM felt there definite- ly would be a Harbor at the Agua Hedionda Lagoon and the harbor information should be left in the report; that the government will help on certain aspects.

The circulation system should be redrafted to show Chinquapin and State Streets. The last sentence on the page should read "The exist- ing railroad bridge should be relocated and will also have ,to be reconstructed.... . II
Page 81 - There was more discussion on the area around the lagoon and development on the north shore, with nothing down below.
Some of the Commission stated they did not feel they would be able to vote on the Master Plan without first seeing the harbor report.
Page 82 Last paragraph states zoning ordinance was evaluated. -- bas it?
