I Chairman Sutherland asked Planning Director : Schoell to review some of the thoughts pertain- i i blr. Schoell, the City Planner, stated we have had : a thorough economic study made. If we took all : I the freeway area and made it commercial it would i i be more than the City could use. This goes back : I as to the qual i ty of town we want, and tllis is i ! why we need a Aaster Plan to determine how much : : commercial, residential, etc., is needed. Plr. I Schoell pointed out that two of the greatest : natural assets that can nlakc this town unique I are the lagoons. This is the only town up and i down the coast that you cross over two lagoons ; driving along the freeway. 'de are in hopes of i : having one of the finest parks by developing the: I Buena Vista Lagoon into a water-oriented open i I space area. If at the same time we can develop : : a harbor in Agua Hedionda Lagoon imagine the I nunber of people that will stop in this area. : The Civic Center located in a park like setting i midway between the two lagoons along the freeway i I will provide the cultural and civic heart of I Carlsbad where people can see it and use it. Th$ : freeway as the connecting avenue between our two : i lagoons cBn be made in a beautiful, tree lined i highway though the joint landscaping effort of : : the State and the City. We are trying to pre- : i serve the qualities and values now known in Carl& : bad while preparing to double and triple our * i population. Within three years there will not i I be any billboards, and then we can qualify for i a landscaped freeway. The City along with the : : State can plant along the freeway, which will i become a buffer from noise and dirt and a visual : : asset to Carlsbad. Through the economic study i made by DdJil, the red area on the map indicates : : the amount of commercial area needed within the i next 20 years. It has been distributed to meet : the economic and physical needs of the community.: i i4R. PAT ZAHLER stated he has seen this town : damaged. He do need a buffer area, however, he i disagrees with the Planner. Ye need a park-like : : area along the Freeway. He disagrees that there i i should be residential along the Freeway. This : : planting cannot be done just on the Freeway rfghq- I I I I I I I I I I I I I 1 I I I I I I I ing to the Freeway.
