Me explained that the appli- : :cants are asking for this variance to have the i /maintenance shop in the background so it would : :not conflict with the residential uses of other i :;l,ll jnearby properties. 11;: !The Building Inspector explained the topography i :and width of the streets and slope And location :of the railroad right of way. :The Chairman announced the Commission would now ! :hear from the applicant or his representative and: jany others t+ho wished to speak in favor of this i jvariance. 1 I jMR. JIM ATKIMSON, Army and Ravy Academy, Business i :lvlanager, stated the request for the variance was : jneeded in order to build on to the existing build; :ing and keep it in the background to avoid build- iing a structure that would be obnoxious to the i :surrounding area. The view of the proposed addi- : ition to the building would be blocked by large i :trees from Flountain View Drive. He explained I ithat the height limit will not exceed 20 ft. and jthere will he a false roof on the Mountain View : :side to keep it in conformance with the existing I :building. The new building will have a nine ft. : :ceiling. The noise factor will be buffered by ithe bridge and railroad right of way. The build-: :ing will be a maintenance shop for the school I jbuilding and facilities and will not be used by i :the students. The present shop is attached to th4 :change in the dining area and the shop building :blocks the entrance to the dining area at the :present time. He stated the presentation drawing :is slightly in error as the new structure will :completely fill in the area s'hown open between th4 iri,ew and existing structures. He reported driving i ion Pacific Avenue for many years and even if the : :entrance to Carlsbad Blvd. is elevated the bui'id- j Iing would still be below the maximlrm height limit: :unless the bridge is reconstructed. The Planning Director stated that an j \application had come in for a zone change on the 4 :property next to the village. The applicant woul~ :like to purchase the Village and tile property to : ithe north and use the property to the north to j :construct a rest home for the Village. The Plan-: ining Director explained the property is R-1 and : i the City does not need more R-3 property for resi; :dential use in this area unless it would be used I jfor a specific purpose so they have requested a : :precise plan with this zone change.
