Harmon, t :. letter p'rior to the hearing on the school board ; i (b) Repairing of automobiles in R-1 Zones. : The.Commission discussed the fact that it is a . i difficult problem to enforce. : The Chairman expressed strong feelings about the i I need for an ordinance regulating repairs in t t ; residential zones that can be understood and I i enforced as there have been a large number of ; complaints received on the matter by the Carlsbadi : Police Department. The complaints charge home ; i mechanics with treating unsightly conditions in i I neighborhoods. I t The Building Inspector explained thatthis matter; ; was brought before the Council about three years ago and the difficulty arose in distinguishing : : between minor and major repairs and proof that i work is being done on. cars that do not belong to : i the owners of the property. He pointed out that i : on checking some of the cars being repaired, some; i of the properties have a number of cars register-! : ed to the same owner and parked in their back ! yard. He stated he felt that if painting and i body repairs were eliminated entirely in residen-: i tial zones it would solve some of the problems. i ; He also suggested that homeowners be required : ; to come to the City Hall for permits to overhall i their 'cars in residential zones. This would be : : a way of keeping a record of the cars repaired. i i MR. JOHN FOX, ,4215 Harrison St. , pointed out thad ; painting cars and body work cause considerable : I unsightliness and Se?t'this work should be en- I closed as it looks bad from the street. 8 i MR. EUGENE WERNIdGK, 4264 Highland Dr. stated i 1 that he felt the City can amend the ordinance so i i that persons can take care of their own automo- ; : biles but cannot work on their neighbor's car. ! : I I Carlsbad Union School District, would send a 1 'I t i meeting. This gentleman takes the owners of the cars into the house so. he cannot see if they pay him for the work or not. He Objected to the hammering and grinding of the body repairs He stated these fellows do not get permits or licenses and probably do not pay income taxes on these repairs. a* There was considerable discussion on the fact that if repairing of autoinobiles in residential zones was prohibited entirely, ‘it would be cur- tailing a.person’s liberties and would hinder youths from learning to repair their own cars; that the ordinance should be written to be not too restrictive so that it can and will be en- forced. The Chairman requested the City Attorney to work with the Planning Director and Building Inspector to formulate a proposed ordinance for the Com- mission to study. ADJOURNMENT: .
