The Planningi ; Director stated this Company has a batch plant in: i the Ponto area and would 1 i ke to come into the : in Mission Valley for about 20 years, and has one: i by Vista and would like to have one in Carlsbad. ; They are operating under a conditional use permit; now in the County next to property that is zoned ; : "M" in the City at Ponto Drive. It is on Railway: right of way property. They would like to be able to expand so are looking for 'a site where they i -., . i could expand and be able to stay a long time and ; : be in harmony with the community. The Planning : i Director stated there are 3 problems involved I i with this type of plant. They are under very .strict ; restrictions regarding dust. Height problems I 1 * have to be considered also because of residential: areas nearby. San Diego Consolidated Company is : working with a desi.gn consultant to reduce this ; i problem. Noise also has to be considered as they! ; have to start operating at 6 in the morning and ; j'work until 6 at night, Monday through Saturday, 'I ; ; as they have to be at the construction job at 7 : i or 7:30 A.M. There is the problem of the noise : of the heavy trucks travelling out so they will : i not interfere with residential areas.. The /- ; City of Cavlsbad. The Company does i not Feed to be near the railroad. The Planning Director reported considering the following sites Along Vista Way where there is a plant operating i a conditional use permit; the Kelly property tha was prezoned; and the parcel next to the Joint I Sewer Treatment Plant off Avenida Encinas. This i last site would be separated from-residential i 20 acres there and the Company would like about areas by the railroad and freeway. There are abo 3 to 5 acres. I 1 : The Planning Director asked the Cornmiss-ion to . study this so he could write a letter after the next Planning Commission meeting advising the i consultant of the Commission's opinion of a possibly suitable location.
