Kelsay, Chief Plannet ;in charge of the project, and Mr. John W. Johnsoni' i of the San Diego County Planning Department. I I :MR. ROBERT G. KELSAY explained that Mr. Dan Cherrier was on,vacation and could not be present; ::I::: : at this meeting. I 4:;:;: I I 1 :a;:;: I ::;:;:. ! Mr. Kelsay stated that he would. be happy if the i ,:,I i cities would annex more property as the County i i:: ::i : has no business in City Planning. The County has: :i:::; i to be concerned with County-wide sewers, flood ;:;I*$ $8::: ; control, roads and water. He remarked that the ; i County is changing rapidly, but not incorporating! 4:;;: ; rapidly. The Planning Department is working with: :@;Ill ::;:;: i the Local Agency Formation Commission to work out! ;: 1;::;; I(* ; some proposed boundaries. I ;*l:l@ I f I 6 I I 8 I I I I 4 I 1 f * 6 I I 4 I I IO 1 I In discussing the preliminary plan, the Chairman : ; suggested that the blue for industrial develop- I ment be placed around Palomar Airport, and that : : the blue be moved and placed between the freeway : and railroad in accordance with Carlsbad's Genera! ; Plan. I MR. KELSAY stated there was an error in the map I t as it should be blue between the freeway and rail+ road. A new map with the corrections made on it i i will be prepared before it is presented for the : ; public hear-ing. i In discussing the agricultural areas Mr. Kelsay I I 4 4 1 I I I I I pointed out that when subdivisions are constructe# in agricultural areas, the taxes increase on the i : agricultural land also. Some consideration may ; i be given for legislation to relieve the farmer so! : his taxes would not be increased when a subdivi- ; i sion goes in. He stated that it costs a lot to :. bring sewer lines out to the subdivision. It doe$ not cost-the subdivider to bring the lines to the: : subdivision but it does cost the public to bring i the lines there. I i The Planning Director inquired about the methods : ; the County may use to keep developrhent out of the! area east- and west of Palomar Airport which the : : County shows as green land on their plan. : MR. KELSAY stated the people would have to be i i kept out of that area if possible and the County : : would do their best to keep it open. The City of! i San Diego has an ordinance on Height Limits around : airports, but the County does not have one. It i I might be advisable to recommend an ordinance to i : make it impossible to build more than a one-story! i building in the airport approach. People should ; ; be made aware of the plans to enlarge the airport: I so they will not build in that area. I I MR. KELSAY stated he felt the North. County was i : doing well in the number of parks shown on the I i park plan. There is no real regional park in the: ; north part of the County at present. He believed! i Guajome, with its rolling hills, should be made ; : into a park more like Balboa Park. I { When questioned regarding the priority system of I i the parks, Mr. Kelsay stated that because of the ; ; public ownership, he believed they can make lease$ i on 34 of the parks. They are not considering the! ; purchase of any of the parks. This does not mean: : that each of these parks will be owned by the I I County, as some will be City or school owned park$. : The Committee felt this was a political decision.: i He stated that Buena Vista Lagoon holds a priorit! : spot in the County Plan as a park and wild life ; I sanctuary and is expected to receive a share of ; : the County's $4.8 million in State park bond monejl i and federal grants which is received on a per i ; capita basis, if the regional plan is approved. ; i He felt that the acquisition of this property fori i a state park has been more difficult b-ec-duse the ; ; Cities of Carlsbad and Oceanside are going it-alote : without the help of the County. The difference between the! i State and County's acreage for the Buena Vista ; ; Lagoon as a State Park was that the County is i including part of the Hosp Grove for the park. 1 I * * I He felt the Buena Vista Lagoon should be a state park and recommended that the Cities keep working! The P'lanning Commission agreed with the plan that: Buena Vista Lagoon should all be under public 4 ; on this matter. KELSAY reported that the County had their lask meeting that morning and are sending a letter to the San Diego County Transportation T.echnica1 I I Committee, endorsing the Agua Hedionda Lagoon as i a State park. There are private plans for develop- ment of the Agua Hedionda Lagoon and Batiquitos ! Lagoons for boat harbors. He believed the Bati- ;\ quitos could be combined for park and boat harbor! and still have enough left for private ownership.: If they can get public access to the lagoon, they! can get the Army Corps of Engineers to do the I I channelizing which is done by the government. The major dredging would not be done by a private: firm. Mr. Kelsay believed, however, that Batiquik tos would be on the bottom of the priority list. ; 8 * I I I The Chairman questioned Mr. Kelsay regarding the i : development of the Agua Hedionda Lagoon, as the i North shore is in private ownerships, and the : South Shore belongs to the San Diego Gas and i Electric Co., who he did not believe would sell i ! the property as they need the water and would i i need the land for future development. i MR. KELSAY reported meeting with San D-iego Gas i : and Electric Company officials the week before i I and they indicated they are in favor of a long ; I I I I I I 1 rc : range lease agreement for development of a park : for tax purposes. This would be with the full : knowledge that if the SDG&E needed the land that : i the lease could be canceled. He stated he felt iIt : would be better for the State to work with the : i SDG&E on this matter. He stated that the Agua : : Hedionda Lagoon is proposed as a state park projekt : the park bond funds rather than from the County'q i $2.4 million allocation. There are three funds ; ; for development of parks. I i The Chairman questioned Mr. Kelsay regarding the! i proposed annexations and school-parks, and Mr. I : Kelsay stated that school-parks were not the I i function of the County Planning Department. i When questioned regarding the access to Calavera4 ; Lake, Mr. Kelsay stated it would be on a priorit$ : basis when the plan is adopted. It is a compre- i I hensive plan and the property is not in public ovjn : ship. They would have to get a road declared a i public right of way. KELSAY stated the County is working toward i : the adoption of the plan in December, and if the : Planning Commission approve of the plan, they I I : could pass a resolution, if they wish. The Plan-: : flexible and subject to change. .I ning Commission was assured that the plan was $ I & I + I I I i After further consideration a motion was made to I recommend to the City Council that the San Diego : County Preliminary Regional General Plan be approied :i; i and endorsed as follows: I Ill :;: I ::;::: : The Planning Commission has reviewed the General !Smith i : ;xi Ill ; : Plan as presented by the County.
