I Commissioner Palmateer asked the Planning Direc- i tor what he suggested for a time limit. 8 : The Planning Director stated that the property I is extpemely valuable as it is in a proposed I ! industrial zone, therefore, if a time limit were i set he suggested a limit not less than five years: : for this conditional use permit. b : Commissioner McComas suggested a .five year limit i i and then if they wanted to-renew the use permit : : in five years thhy could do so. He also ; indicated that a zone change was not requested, : i but a lot split of two parcels. He stated that Lowder Land i classified in the General Plan is now eight four i ; feet (84') right of way in width and sixty eight : :.feet (68') roadway in width. He also stated that! i Eckes interest have widened Lowder Lane on the : : West side to conform to the General Street Plan; : I and the East half side is only the forty foot (40!) i pavement. He pointed out that the lot split re- quirements of Lowder Lane have an extension of the whole width of Parcel B of 260 feet. Mr. Lill I read the Engineer's Report. I 8 i ! I I ! . ~ Parisi stated in his opinion there is little or no use in the i-ndustrial and subdivision zones : with-out parking lots. I I , Chairman Li,ttle indicated that people should not i walk on the roadways in an industrial area and : that he was in favor of sidewalks, I : 1 I, I I JOHN CALLAHAN, President of Cal-Mill Plastics I ; Products, 324 South Cedros, Solana Beach, indic- ! I ated that his basic products are helmets, plastic&, ; flight suits, etc. He also pointed out at the ! present time have thirty (30) employees. He i stated that he proposed to build a 17,500 sq. ft.! I building on three acres. I I 8 I ! b ; Chairman Little stated there will be sidewalks I : all the way to Palomar Airport Road in the future;. : Since Lowder Lane is desi-gnated as a major col- I lector, sidewalks will be necessary along the : Easterly Side. ! t I @ t I ! He also stated that a street opening i means a new street is to be dedicated to the City! : Commissioner Palmateer pointed out that the app- I licant owned 18 acpes bf land and by splitting ; : the .lot, developing and putting in improvements, i he is benefiting the rest of his. propetty as : well. He pointed out it would be logical that he! [ make a s-treet development on both sides. The Planning Director i : explained that the.subdivision is predominately : i forty feet (40') wide lots. : It was also explained by the Planning Director i that though there is sufficient area for : (4) units, there is not adequate lot width for i four (4) parking spaces. He explained that the ; : side yard requirements are four feet (4') add garage wal Is, there would only be thirty one (31 )i : feet left for a garage. The minimum requirment i ; per city ordinance is eight and one half feet : i (81/2') per parking space width or a requirement i : of thirty four feet (34'). for four parking spaces: I The Planning Director pointed out that people I i wi 11 be applying for variances. He felt that I I : if variances were to be considered that there could be a requirement to change the front yard ; setback from ten feet {.lo') to tw-enty feet (20') : i so there will be additional room for off street . : parking. Due to the nature of the area and the ; i fact that there are rolled curbs, someday when i ; the area is fully developed there will not be ; i room for street parking. i Chairman Little stated that the front yard set- ! : back was studied at the time the ordinance was i set up. He also stated that it would only be i ; compounding a problem by changing the require- ; : ments, and that he would not be in favor of i giving them additional variances. I l e I b b.
