ORAL COMMUNICATIONS': .. (a) Chairman Jo'se reported on his attendance of t.he San Diego Planning Congress luncheon of Apr.il.16, 196 and advised the.Commission they would be receiving invitations to a meeting scheduled for Saturday, May 24, 1969 from 9:00 AM to 1:15PM, in the Student Union Building of San Diego State Col]e'ge.-. No luncheon is planned for this Saturday meeting. (b) Regarding Buena Vista Lagoon- Specific Plan .and correspondence received at the Commission meeting of March 11, 1969, Planning Director Olinghouse reported he would submit a Progress Report on this matte'r at the regular :meeting of May 13, ,7969.' . PUBLIC HEARINGS: A 'letter to the Cammi si.on dated Apr-i1. 18; 1969., from David.F. Dawes, Presi i-e nt of.Western Land & Develop- me,nt Company, requested that the application be con- tinued until the next meeting date, May'l3, 1969. This.letter was acknowledged and the public hearing has been set for the date requested. (b) CONDITIONAL USE PERMIT - To consider.an,APDl.ica- The Planning Director r'ead the. Planning Department re port 'dated April 14, 1.969, wherein the 'facts surround ing -this r'elocation request we-re cited"and approval of the application was recommended. .The department s.ketch (Exhibit A) defined the present 'location and proposed relocat-ion,. as well as the..s.ign's proximity to the Elm Avenue freeway entrance. The Chief Build- ing Inspector revamped the circumstances of'the initi s.ign 1.ocatio.n and h-eight (58 feet) and .discussion followed regarding the new SQn Ordinance having had its second readfng April 15, 1969, making it effectiv in thirty days, or May 15, 1969.. Applicant: aul and Magdalena Ecke. he Planning Director read the department report dated pril 11, 1969, setting forth the facts of the resul- ant investigation. Item C of Section 3 of this pecific Plan allows all uses set forth in the C-2 oning, except automobile-related uses, including re- airs and service, unless planned in a regulated man- er. The department layout (Exhibit B) showed the pro- osed service station's location and it's relationship o the rest of the property adjacent. here being no one present desiring to speak in favor. r in opposition of this application, the discussion ollowing covered the approval of the original Specific lan, the effect of this usage on surrounding property nd the number of service stations already in the area ollowing a question and answer period, a motion was ade to adopt Resolution No. 613, denying Amendment to pecific Plan, Ordinance No. 9230, on property located t the Southeast Corner of Lowder Lane and Palomar Air. ort Road, for the following areasons: 1. (b) Letter from-Chief Bui-lding -1.nspector and Plann.ing Director dated April 21, 1969, regard-ing, investigati.on of 'packing sheds- (accessory bu?ldings')-within the .City as requested by the €ommission at t.he last meeting. The particular building requesting a permit to build a packing and sorting shed of 4,320.squar-e feet is in a .R-1 zone and utilized by the bird-of-paradise flower grower's cooperative, located at Magnolia and Valley. As a result of this investigation, the letter submitte two recommendations as criteria for future requests of like situations: (1) Packing or sorting sheds in. exces of 600 square feet would require a conditional use per mit. (2) The plastic-covered commercia1:growers. that have areas i.n excess of 2,000 square feet would requir a conditional use permit. MR. RALPH E. DEWEY,.Manager of Cal-Birds, Inc., was on hand to answer questions regarding the growerfs pro-' posed operations and necessity of excessive-sized accessory building for these operations,. A letter .fro the grower's coop was read by the Chief .Building Inspe tor, reiterating the facts of intended'operations, past op.erations over .the 15-year pertod they Rave been in the City, and someqf the-unusual requirement,s of their'operation with these fl-owers. Two motions were made in this matter: (1.1 Recommending that.Building Department gr.an-t the request for build- ing permit to Mr. Edwa'rd Sexton, for a packing and sorting shed of 4,320 square feet, on property located at Magnolia and Va-l.ley Streets, Carlsbad, .with th'e sti ulations that: a) this building. shall not exceed- the. 4,320 square feet nor approximately 12 feet ir) height; b) this building will be painted the color.gr.een, to blend with the surrounding area. ('2.) Palmateer .gave. a -'report on thi p'rogr of the .Wildlife Conservation'Agency's efforts and f.utu plans for .Buena Vista Lagoon, summarizin'g.on how this land came into the Agency's program and citing some .of the fine work to .date ,in esta.b.lishing this area .as a wildl.ife santuary.and undisturbed ec-ological area: TheXhairman thanked, Commissioner Palmateer for his reports on this project. -. . .. .. Report..from his department dated.Apri1 21, with- .attached Support Document to the, Housing Element, wh.ich set forth the various. projects presently in-work. He .further. dis- cussed approximate completion dates a,nd explained how such items as "Status and Progress Report of the General Plan, Housing Element, Special Census, Workabl Program Application and Land Development Controls - Review" affected one. another as to input of certain in formation, program review, ultimate goals, etc. The Planning Director also had the f.ir$t ~"unoffi'cial" field count .figures from the ,ju.st-cornple$ed Speci'al Census, as fo1l.ows: Population - 14,.150;.Total' Number of Dwelling Units - 4,874; Total Units Vacant - 331; Vacant Rate - 6.7%;.Persons Per Dwellfng 4ni.t - 3.11. (this figure is much- higher than County avera.ge). A later summary. of all data receive-d will .be f0rthcom.i-ng in June 1969. Director Olinghouse d.iscuss'ed the possibility of -Work: shop Meetings (possibly on weekends), or adjourned meetings to allow the bommiss.i.on an oppo.rtunity to re- view the Planning projects a.nd discuss objectives and' goals of land development controls related to the Gen- eral -Plan, Ordinance review-, C.ity design features and the Commission's role in any planned changes. €mn. Palmateer indicated field- tri'ps might be helpful to p0in.t up some of these items.
