CITY COUNCIL CHAMBERS ROLL CALL: City staff members present: E. J. OLINGHOUSE, D. A. AGATEP. 1. Planning Commission reply to City Council re: denial of PC ZONE chanae reouested bv BeeCee Con- struction Company. Mr. Agatep presented a Planning Staff draft of a memorandum to the City Council re: Council denial of a proposed zone change from R-1-7,500 to Planned Community submitted by BeeCee Company. Chairman Little recommended the letter be rewrittento improve the overall theme. Commissioner Palmateer suggested that a paragraph be included summarizing the intent of the Planned Community Zone and at the same time the inclusion would indicate a basis for Planning Commission decisions recommending zone changes from conventional residential zoning to a more progressive quality oriented residential zoning ordinance. 2. Staff report on meeting with Mr. Bob Vogel, Landscape Architect, California State Division of Highways, re: Landscape plans for the Carls- bad section of Interstate-5. Mr. Agatep introduced the item by stating that Commissioner Palmateer and he had attended a meeting June 9th concerning Landscaping of the Carlsbad por- tion of 1-5. The results of the conference were; landscaping of the Carlsbad section is currently budgeted for the 74-75 fiscal year and attempts would be made to advance budgeting to the 73-74 fiscal year Chairman Little felt that progress in landscapeplan- ning should be pushed to achieve the earliest possi- ble landscaping. Chairman Little also recommended that a letter be sent to the City Council asking for their support in trying to achieve an earlier budget- ing and the accereration of a landscaping program. Mr. Agatep brought a concept of a Historical Corridor along El Camino Real to the Commission's attention. The Commissioners felt the timing was appropriate since, as Commissioner Dominguez stated, improvements along El-Camino would be completed in December 1971, and would open the properties along El Camino Real to immediate development. The Corn- mission directed staff initiated studies that would consider the concepts to be used along the corridor. For example: Landscaping Plans, Land uses, points of access, design, zoning and street furniture. Mr. Olinghouse recommended that local and regional his- torical societies be contacted and be solicited for their ideas and assistance in the Historical Corridor Program. The staff will make periodic reports as to the success and progress of the Historic Corridor Pla COMMISSIONERS PRESENT ABSENT CITY OF CARLSBAD -2- 4. Staff report on the Plan for Community Livinq and the Goals Program for Carlsbad. Mr. Olinghouse introduced the conceptual frame- work of a program designed to solicit opinions and establish attitudes of the citizens of Carlsbad, with respect to their perceptions of the community. The information would enable the City to establish a system of goals for the community that is qualitative and embraces individual values of the community's residents. Mr. Olinghouse also stated that a reply to the Goals Statement requested by the Goals Com- mittee of the CIC should possibly be delayed. The Commission felt that they would rather defer a res- ponse until the survey that is part of the Plan for Community Living is completed. Mr. Olinghouse spe- culated that the survey would be ready for analysis in the early fall. 5. Environmentil Impacts of S.D.G.&E. proposal for potential power generating site. Commissioners Dominguez and Palmateer reported on a meeting held Friday, June 25, 1971, at which re- presentatives of S.D.G.&E. stated their position on requirements for power in San Diego County in the future. Commissioner Dominguez stated that the Integrated Regional Environmental Management Program funded by the Ford Foundation had hired a number of engineers and was in the process of retraining them to evaluate impacts on the-environment. It was sug- gested that attempts be made to find an engineering/ environmentalist trainee that may live in Carlsbad. The individual would enable the staff to draw upon his background and expertise if needed. ADJOURNMENT: The meeting was adjourned at 9:30 P.M. with unanimous voice vote app.rova1.
