Motion made to this effect Carrie ~ (b) To consider Environmental Impact Report for ~ Larwin "Tanglewood" and the Alignment of I- Elm Avenue. Chairman Jose opened the public hearing at 7:38 to consider the Environmental Impact Report on the Larwin "Tanglewood" development and the proposed a1 ignment of Elm Avenue. Planning Director Donald Agatep gave a summary of the Environmental Impact Report to the Planning Commission. The report contained an assessme of TaRgPewood and its potential effects on the environ mental system in the neighborhood as well as the com- munity. In addition, the, potential 66 the extension of Elm Avenue was discussed, as it relates to the pro- posed extension of Marron Road. PR AB M A 1 .N A I I !It I- The report indicated in conclusion that the singular affect of the Tanglewood development wou1d:n:ctt effect a significant impact. However, accumulative effects of similar types of residential developments tradi- tionally surrounding commercial developments indicated that there could be a significant effect on- those activities in the four quadrants of Highway 78 and El Camino Real. The most important impact of the Larwin proposa1,including the alignment of Elm Avenue, would be the extension of Marron Road and Elm Awenu-ealignment. That extension would provide for public services to be placed adjacent to areas currently not ascessible to said services. The significance of this consideration . would be the potential .of premature development on lands currently under County jurisdiction, and the potentia.1 elimination of lands currently used for agri- cultural purposes. Chairman Jose asked for any questions of the staff by' Commission prior to hearing from the applicant or other l interested parties. Commissioner Norman requested that, in future, environmental impact statements, or the i summaries of those statements, be included as part of , the packet distribution because it was difficult to i hear an assessment without first having read a report. i ESEN SENT OTIO YES OES BSEN COMMISSIONERS i c c CITY OF CARLSBAD Mr. Chuck Solazzo, representative of Larwin-San Diego Inc., spoke on behalf of the applicant, and concurred with the findings of the staff. He requested a favor- able decision on the part of the Commission. Mr. , Attorney, La Jolla, questioned the imDlication that Larwin, bv itself, did not repre- sent significant impact on suriounding-properties.' HE stated that if, in fact, the alignment of Elm Avenue would have a detrimental impact on the surrouddigg properties, h.e would be opposed to the project and thE final report. Mr. Agatep clarified the statement that the impact of the Elm Avenue alignment was not direct€ to surrounding properties in the immediate area as muc as teh extnesion of Elm Avenue providing access to prc perty currently in the County. .Mr. further stafed that if that was true, then he would have no objection to the ap.plication nor the Environ.- mental Impact Report. Chairman Jose a'nd Mr. Little commented on 'the intent of the environmental impact statement as it related to a proposed development. There ivassno one else present to speak in favor of, ov in opposition to, the application and the public heari was closed. Without further discussion, Commissioner Norman moved that the Commission reaffirm the Elm Avenue alignment and the motion carried. A motion was then made to accept the Environmental Impact Report on the Larwin development and tRd:motibr carried. The meeting was adjourned at 8:11 P.M.
