Osburn APPROVAL OF MINUTES: The minutes of the regular meeting of December 12, 197 were approved as corrected. WRITTEN COMMUNICATION: Secretary Dominguez read l'etters from - 1. Andrew McReynolds re: Extension of Conditional Use 2. Seely Associates offering services. ORAL COMMUNICATION: None PUBLIC HEARINGS: Permit for Mobile Home Park; (a) Continued - ZONE CHANGE 81 SPECIFIC PLAN - .Request for. reclassification from R-A to R-3 and adbption of a Specific Plan on property located northerly of Ocean Street and Southerly of the Carlsbad- Oceanside City Limits. Applicant: Mid-Continent Properties ........................... Mr. Agatep pre.sented the Staff report requesting con- tinuance of this hearing to the meeting of January 30, 1973, to allow for review of the impact statement and the proper notification of the statement. He advised that the applicant had been notified of this recommen- dation. Mr. Flanagan of the EngQneering Staff reported that a parcel map was being processed through the Engineering staff, and suggested that the Planning Commission and Staff should discuss parcel splits at some future session to set guidelines re: parcel splits. The motion to -continue this hearing to January 30, 197 carried. (C) Continued - CONDITIONAL USE PERMIT - Request for a .- I' - C.U.P. . to allow the utilization of a modular offic building as an interim addition to the existing profes-sional building at 2965 Roosevelt Street. . The report set out their recommendation for approval based on the reasons and conditions outlined in the report, and con tained environmental impact information placing em- Dhasis on circulation problems. Secretary Dominguez reported that three letters of pro test, one letter of recommendation and four petitions If protest containing some 260 signatures had been re- :eived. There was also a letter from the Citizens for 'lanning Growth of Carlsbad, and a letter from Pannoni [nvestment Corp-. written by Mr. J. Rash, representing Hillside & Highland Dr Fire Chief Anear cited recommendations of t4e departme with regard to the most favorable access to the.propos devel opment. Yr. Lee Barlow, 701 Magnolia, Carlsbad, came forward Mith questions regarding services and improvements for the proposed development and who would be responsible for cost of same. Yrs. There was a leagthy discussion of the proposed project by the Commission with traffic circulation the main ob ject of concern.:;Staf'F agpeed to the change in Con- dition No. 12 deleting the "60 days" time limit and adding "prior to approval of final map". Developer agreed to the addition of Condition No. 15 re: school sites. The Commission agreed. tedconsider both the Zone Change and Tentative Map at a later date, in order to allow time for staff to prepare a traffic circulation study and to discuss this study at an adjourned meeting befo making .a::decfsionson;the-eeqclest. It was the opinion of the Commission that the information at this point was inadequate and that a m.ore definitive explanation was needed. A motion was then made to continuepi-is itpr t,: the meeting of January 23, 1973 and to discuss the circu- lation problem with staff at an adjourned meefi-ng on Friday, January 23, 1973, to be held at 9:00 A.M. in the City Council Chambers /Managers Conference Room. I. . c * . -, -. ..- The Commission was th-en reminded that action was re- quired on the Tentative Map and a motion was made to continue this item to the meeting of January 23, 1973. The developer concurred with this action and the motion carried. At this point in the meeting, a ten minutes recess was called. (10:45 P.M.) The meeting reconvened at 10:55 P.M. and all those present at the time of recess were again present. NEW BUSINESS: (a) TENTATIVE MAP - Request for approval of a Tentati Map for a 23-lot subdivision located southerly of Chinquapin Avenue between Highland Drive and Adams Street .. Applicant: Ritter & Law - Owners California Property Brokers - Subdivider """"""""""""""""""""""""""" Mr. Agatep presented the staff report outlining recom- mendations for approval of the application.Al1 require menks for the Tentative Map had been met. There was no discussion by the Commission. The applicant, Mr. John McCoy, 14022 Ramona Blvd., Baldwin Park, California had a question regarding the setbacksron two lots recommended to be changed by staff. He concurred in their findings. (b) REPORT - San Dieguito General Plan Amendment for La Costa to County ........................... Mr. Agatep made the staff report on the amendment to the San Dieguito General Plan. This amendment requirc review by the Planning Staff and it was their decisior that the proposed differences between San Dieguito G.F and the La Costa Private Development Plan of 1971 was not significant and they recommended that the Commissi by minute motion, approve the proposed amendment and that the letter from San Diego County, and notice of Planning Commission action be forwarded to the City Council for simllar action. The Commission concurred and the motion made to this effect carried. (c) REPORT - Request to initiate Zone Code Amen*dment providing for Revision of Side Yard Setvacks appl- cable to the R-A, R-1 and R-2 Zoning Districts. Resolution of Intention No. 88 by Staff """"""""""""""""""""""""""-. Mr. David-Meyer, Assistant Planner, made the staff report setting forth their reasons for recommending that the zoning code be changed in this regard. The Planning Commission agreed and the Resolution of In- tention setting out a date for public hearing of this matter was adopted. (d) REPORT - Eugene M. Cbbppee Appeal to City Council for Conditional Use permit to allow establkshment of an Auto Yard business in the Ponto Area. """"""""""""""""""""""""""-. Mr. Agatep presented the report on action taken by thc City Council with regard to the appeal of theiplannin! Commission's earlier decision to deny the C.U.P.. The Commission again reaffirmed their original decision and recommended that this decision be conveyed to the Council along with their recommendation that the City Council require that the application be approved by the Coastal Zone Commission as per Prop. 20. Motion made to this effect carried. (e) Mr. Agatep requested that this item (Work Pro- gram for General Plan Revision) be deferred to the en( of the meeting and request was granted. (f) REPORT - The temporary use of trailers or mobile homes for commercial offices. """""""""""""""""""""""""". The staff report was presented by Mr. Agatep.
