Zander APPROVAL OF .MINUTES: The minutes of the regular meeting of January 23, 197: were approved as corrected. WRITTEN COMMUNICATION: A letter was presented and read from Kampgrounds of America re: renewal of Conditional Use Permit. ORAL COMMUNICATION: None PUBLIC HEARINGS: (a) Continued - VARIANCE - Request to allow tandem parking on the existing drive behind cars that will be parking in new carport on the corner of Garfield Street and Normandy Lane. Appl i cant : Chandler B. Edwards """"""-"""""""""""""""""""" Mr. Agatep presented the staff report outlining their recommendation for approval of this request. The Commission discussed parking problems that might occur;-and any possible widening of Normandy Lane in the future Mr. Chandler B. Edwards, Los Robles Dr., Carlsbad, tht applicant was present requesting approval of the vari- ance. Mr. Byron Whitehead, 943 Home St., Apt.3, Carl! bad also requested to be heard at this time. There was no one else in favor of, or in opposition tc this request and the public kearing was closed. Without further discussion, a motion was made to read the resolution by title only and motion carr.ied. A motion was then made to adopt Resolution No. 43 and the motion carried. (b) Continued - ZONE CHANGE & SPECIFIC PLAN - Requesi for @classification from R-A to R-3 and adoption of a Specifk Plan on pr.operty located northerly of Ocean Street and southerly of the Carlsbad- Oceanside City Limits. (c) CONDITIONAL USE PERMIT - Re-application by Andrew McRevnolds for use permit to allow mobile home park 0; property generally located south of Palomar Airport Road and east of Lowder Lane. Appl i cant: Andrew McReynolds """"""""""""""""""""""""""- The staff report, made by Mr. Agatep, outlined histori cal information on this re-application for a C.U.P. bj the applicant and the advice of staff to applicant the the infocmation submitted for review by staff indicate the proposed development could 'have significant impact on the environment and for this reason adequate infor- mation (soil stability, flood control, social impact, etc.) would have to be submitted for revie.w by the City, and other agencies, before any action could be taken on this item.Continuance to Feb. 27 was request€ Eir. Andrew McReynolds, Calle Chiquita, La Jolla, the applicant was present to'make a presentation to the Commission. A motion to continue this item to the meeting of Feb. 27, 1973, was made following discussion by the Com- mission. Chairman Dominguez moved to amend the motior before the Commission to make this the last continu- ance. Dr., MeReynolds requested to be heard before the vote was made on the amended motion and motion to continue the public heating. He explained that the project was ready to begin with the approval of a C.U.P., that he was of the opinion that all environment requirements had been met until letter was received from Planning Department to the contrary. After a lengthy discussion, and with no one present tc speak in favor of, or in aoopposition to, the proposec request, the public hearing was closed. City Counsel at this time.that this item be tabled anc dropped from the public hearing scheduleriuntil the ap- plication (dated Jan.29, 1973) is complete and all requirements of the City with regard to environmental impact have been met. At this point, the initial motions were withdrawn and motion made to table th,e item and drop from the publac hearing schedule. The motion carried. Some of these changes had been discussed at the earlier adjourned meeting of the Commission an( it was their decisdon at this meeting to return the By-Laws for modification and return for the$$ review at the regular of February 22, 1973. The motion made to this effect carried. (b) WORK PROGRAM FBR GENERAL PLAN - Plannina DeDartment . .. This request was approved NEW BUSINESS: (a) ENVIRONMEN.TAL IMPACT REPORTIPLAZA DEL NORTE - PLANNING DEPARTMENT (b) ENVIRONMENTAL IMPACT REPORT/LAGUNA RIVIERA - PLANNING DEPARTMENT """"""""""""""""""""""""""- Mr. Agatep requested continuance on these two items to the regular meeting of February 13, 1973 to allow timeifor prciper .advertising. Motion made to this effect carried. (c). PARK AREAS - PARK DEDICATION/IN LIEU FEES .. CITY MANAGER """"""""""""""""""""""""""- The Staff Report,prepared by Mr. Arnold, City Manager was presented by Mr. Agatep. Information was provide to the Commission regarding the establishment of sev- eral large park areas, along with some smaller parks, instead of the many small neighborhood parks which ha been approved by the City Council in April , 1967, wit in the General Plan area. It was explained that thes proposed park area had been previously approved by th Parks &. Recreation Commission. ' It was the opinion of the City Manager that a limited number of park areas would allow maximum flexibility in future park and open space planning and development. A motion was made endorsing the plan as presented by Mr. Arnold an recommending its adoption to the City Council. At this point in the meeting members of the Commissio, requested to Be made aware of changes in the law by City:.; Attorney Biondo(i.e.Change in Variance Law by State). Information re;liability of public officials with regard to decisions was also requested. Commissioner Jose advised the Commission that a joint Commission and City Council meeting had been telrtativl scheduled for Friday, February 23, 1973 at 9:00 A.M. and that this date would be checked and reported on a. the meeting to be held later this month. All other Commissioner! present at the recess were again present. (6b) WORK PROGRAM FOR GENERAL PLAN - Planning Department The Work Program and Agreement with Lampman and Assoc< consultants,"and$the City of Carlsbad, for Revision 01 the General Plan, was discuseed at length by the Com- mission and Staff. Mr. Agatep-dxplained that the re- vision was to be accomplished in two phases -(I)- To satisfy the maddates o€ State Law and (11) Those other items wfttten into contract (12 month). After dis- cussion by Staff and the Commission re: cost, staff participation and method of payment, it was agreed by the Commission that they should advise the City Councf that the Commission ap.proves the Work Program for the General Plan in concept and reconman4 its approval. Motion was made to this effect, and the motion carriec .- ADJOURNMENT: The meeting was adjourned by proper voice vote at 9:45 P.M.
