CITY COUWCIL CHAMBERS CALL TO ORDER: 9:00 A.M. ROLL CALL: Commissioners Casler, !drench, Forman Jose - were present. ORAL COMMUNICATION City Attorney, Vince Biondo, presented the Commission with the.new Disclosure Statements that must be filed befo April. He briefly explained the attachments, and stated 'the Ordinance had been adopted and would become effective - in about 27 more days. blr; .5iondo said'he would mai.1 out the forms to the Commissioners not present, and stated tha the City'Council, Planning 'Commissioners, some of the Department Heads, and the City's Boards and commissions . would all be required to file these statements. He advise he would be available if anyone had a question on the. .. . stptements. . :. .. .WRITTEN COMMUNICATIONS: .None. .. e .. s. At this point in the .meeting, the Commfssioners agreed to take an item out of Agenda' order ds Mr; Bill Baldwin, .Assistant to the City Manaqer, had to.give a report and .. - return to a.meet.ing. NEW BUSINESS . . .. .. .. (b) Consideration of P.otentia1 James Drive Extension. . 'The P'lanning Director, Donald Agatep, addressed the .. .Commission with the backg'round information :on this . property, stati-ng-,in Jun'e 1973 the Commission ,was aske to evaluate the propased; sale of. the Basswood property : as to its conformity with the Generai Plan. .Resolution . . No. 911 was adopted-. . He .also stated that a few years ago the property owners- in- the area were contacted ' as to'. their' feelings on'-the' ekten.sion of James Drive, . and very few citiz'ens responded. Mi-. Agatep stated- the .City Cqu,ncil has asked- staff -to assess thfs area '' in light, of the 'prices of property, and report back .to the.,City .Council. Commissioner C'asler inqui,red i.f: the property were developed now, would the property . . owners have to pay for the streets and sewers. Nr. . .Agatep advised that that is one. of the alternatives, and there will be more-alternatives that staff wants .. to address.prior to making a .decision as to the sale of this property. . Commissioner Casler also stated she felt the City-should not sell the property and 1 i kewise landlock some of the other propertyowners.: Mr. Bill Baldwin, .,4ssiStant to the City Manager, addressed the Commission with more background.infor- mation on James Drive and passed out a plot'map showing the ownerships of the surrounding properties. He stated at the moment, there are at least four (4) people that he is aware.of, that are interested in this property. Commissioner Wrench stated he had the feeling from staff information that it may be.staff's feeling this street (James Drive) should go through. Mr. Agatep advised in the affirmative. I Y' X' I' ADJOURNED MEETING OF PLANNING COMMISSION March 8, 1974 '. -2- Mr. Baldwin told the Commissioners, if it was their . recommendation that the City retain this property,' then - . . they should suggest that surrounding property owners be contacted so they can be informed of the propos'ed extension of James Drive, as he felt probably most of them-would desire this course .of action. He said . he now feels because of the' reaction by the City Counci' and all the interest in having the street extended, it would be worth further study. """"""""""""""""""""""""""- PUBLIC HEARINGS (a) continued: ZCA-60 - An Ordinance of the City Council of the City of Carlsbad, Amending Tit'le 21 of the City of Carlsbad Yunicipal Code by establishing the AG (Agriculture Resource Management Overlay Zone District) I Chairman Casler reviewed some of the questions that had been submitted by members of the Land Use Committec . Public Hearing was opened, and as there was no one in the audience, the Public Hearing was closed. General Discussion was held by 'the Commiskion on the Intent and Purpose of this zone.and the ownership entitlements as to taxing. Planning Director said he felt there was enough .property in the City to warrant this type of Overlay Zone. He also questioned the need for this overlay zone as he felt the Open Space zone wl accomplish the same intent and. purpose. Commissioner Casler stated if the same end could be accomplished wi the Open Space Ordinance, and people would get a fair assessment on their taxes in this zone, then.she would be willing to table this overlay zone for the time bei 'Motion was made that the AG; Agricultural Resource .Management Overlay'Zone Distrlct, Case No. ZCA-60, . be tabled for further study. .
