Commissioner Jose asked the Planning Director to adopt a resolution of appreciation for his past service to the Commission. ,"""""""""""i---""""""""""""""""""" PUBLIC HEARINGS: . The Planning Director suggested taking the Professional Administrative Zone out of sequence and discuss as Item 5. Place Case No.: ZC-140, EIR-234 and MP-153 - Valle Verde (Loker Property) as Item 2. 1. CASE NO.: ZCA-62 - PROFESSIONAL-ADMINISTRATIVE ZONE: Consideration by Planning Commission to add P-A (Professional-Administrative Land Use to adopt resolution recommending to City Council adoption of Professional-Administrative Zone submitted by the Staff, for reasons set forth in staff report. Commissioner Jose asked Staff if they wanted the Commission to take into con- 'sideration the second part of motion. The Planning Director answered yes. Motion was made that the Planning Comission recommend to City Council that the Professional-Administrative Zone be added to the Carlsbad Municipal Code. In order to implement the Professional-Administrative land use category of the City's General Plan, the matter will be noticed for June 5, 1974. .""""""""""""""""""""""""""""""- 2. CASE NO.: ZC-140, EIR-234 and MP-153 - VALLE VERDI (Loker Property) : A request was made for a change of zone from R-A-10 (City) and A-1 -8 (County) to P-C & P-M (Planned Industrial), certification of final Environmental Impact Report, and adoption of a Yaster Plan, to allow construction of approximately 1500 units on 186.9 acres of land generally located on the north side of Palomar .. Airport Road between El Camino Real and Rancho Santa Fe Road. The Planning Director gave Staff Report. The Staff and 'applicant requested that the Valle Yerde Zone Code be 'continued for a period of two weeks. Case No. SP-155 and Tentative Map CT 73-59 Pacesetter Homes: It was explained to the - audience that public hearings were closed and the Commission could not accept any further testimony on this matter. Since there was nothing further for the applicant to appeal, the Commission stated the proper course of actio1 would be to consider action again and attempt to find some motion that will carry.. Motion * was made to approve this case on May 14, 1974 with a 3-3 vote, however, since the 3-3 vote constituted no action, this matter was returned to this meeting for a firm Planning Commission action. After discussion by the Staff and the Commission, a motion was made requesting that the matter be returned to Staff for're-designing circulation and to rezone properties indicated a recreational and open space use and open space zoning. The matter wi 11 be renoticed by the Planning Director at 'such time that it is ready for pub1 ic hearing. 4'. .Case No.: 6T 74-5 - John E. McCoy (S.L.&B. Service Corp.) as'ked for consideration of a Tentative Map for a 30 lot single-family sub- division located on property at the northeast corner of the intersection of Appian Road and El Camino Real, Zoned R-1-10,000. Motion was made to approve.CT 74-5 - a Tentative Map for a single-family subdivision. One question was raised regarding sewer capacity. The Planning Director explained to the Comnissiol would investigate a1 ternative matters to provide sewer service, which would be presented to Council. This item should be scheduled for City Council on June 18, 1974. 5. Case No. :. Parcel Spl it No. 140 - Andrew McReynol Considered a Parcel Map to create three parcels on property located easterly of and adjacent to Lowder Lane (Paseo del Norte) , zoned P-C and R-1-10,OOO. The basic request was for the Plann- ing Commission to approve a three-parcel lot split creating on the McReynolds property Parcel A¶B¶ and C. COMMISSIONERS ITY OF CARLSBAD CARLSBAD CITY PLANNING COMMISSION May 28, 1974 6. Case No.: GPA-28 - Land Use Element: The P1,anning Commission was presented a staff report and accepted considerable pub1 ic testimony regarding the proposed Land Use Element revision. Issues raised by the public were: 1. Density reductions west of freeway and in the downtown area. 2. Specific land use recommendations along Roosevelt south of Elm. 3. Land Use recommendation along Pi0 Pic0 between Elm and Los Flores. 4. Land use recommendations and densities along north shore of Agua Hedionda Lagoon, The following persons gave testimony: Mr. Bruce Stallard, Real Estate Consultant and Appraiser, stated he was very much in favor of what Staff felt densities should be. He said he planned to recommend to Land Use Committt Staff 's recomnendation be approved. Mr. A1 Kern, Solano Beach, representing Loker Property spoke in regard to densities and felt the people should support Staff's recommendations Mr. Von Herzen, Attorney and. property .owner in this area for over 20 years, stated' he had not heard all the information given by Staff and ' Commission but appeared to him that this was a desirable basis -on which to regulate land use. He would like to see a higher type of development such as one home per acre but could not afford to -live in this type situation but felt the Staff's recommendation is a reasonable one. Mike Straub, Carlsbad, stated he was not speaking or agreeing with the density. ' He stated if we limit densities to 10-20 or 20-30, he feels developers will not build in the area. Mr. John McGill, Highland Drive, Carlsbad stated he would like a more detailed hearing on part of the area. Would like to see more advertising and adopt uses to specific area of community. He stated he was representing 24 home owners who specifically address themselves to problems of density. Mr. John FncCoy,. 592 Elm, Carlsbad spoke in regards to densities now in City. He wanted . . the Commission to think in terms of what was recommended (35 units per acre) and stated projects already completed had 20 units to the acre. Stated as far as schools are concerned units average 8/10 child per unit. He said 3-bedroom units would carry a higher average of children' (1 5-20 children) 7600 to school district vs. 3900 on 10 units. - 3- \ I PLANNING -. COMMISSIONERS . CITY OF C-ARLSBAD CARLSBAD CITY PLANNING COMMISSION May 28, 1974 Mr. John McGill , 4340 Highland, Carlsbad gave a second testimony after Chairwoman Casler asked if anyone in the audience wished to bring up a different area than previously discussed. His request was that he wished to recommend 10-1 6 units per acre in downtown. Mr. Jack Kubota, P. 0. Box 1095, Carlsbad, stated he had directed a letter to the Planning Director dated May 20, 1974, It was a two-page letter and he wanted it entered into the record as part of all other deliberations on the Land Use Element. Mr. Byron White, Attorney, 2300 First National Bank Building, San Diego,' asked for clarification as to proposal vote. He asked if those persons cou9d make some kind of presentation before final vote. It was explained that no vote would be made during this meeting and that he would have an opportunity to make other presentations. Mr. Oakley Parker, 3215 Maezell, Carlsbad, spoke on change of zoning downtown. Felt the dawntown property owners did not know the City's pTans. He said zoning was already set there and should remain the same. He stated land that is now legal ly possible to have 10 units per acre on it is going to have 4 units per acre on it. Mr. Ronald Navarez , 3147 Roosevel t, Carl sbad, spoke regarding property. on Oak & Roosevel t to Chestnut. He told the Commission he had held three meetings with residents in that area and that they were in . unity in wanting to keep the area zoned Commercial. Mrs. Soledad Dav.ila , Roosevel t St. , Carl sbad, gave testimony regarding her business on Roosevelt. She was very concerned about a change of zone. She stated it was her only means of support and did not want the area changed from Commercial zoning. Public hearings were closed and a motion was made to have a Special meeting to consider specific items with public hearing to bring up any new items; then to have Land Use Cornittee make further study, publish notice in newspaper and continue the meeting to Thursday, June 6, 1974 for study of this item only; then follow this adjourned special meeting with item to be scheduled for next regularly scheduled Meeting on June 11, 1974.
