Commissioner Jose asked the Planning Director to initiate Resolutions of appreciation for past years of service on Commission for Commissioner Little and Forman .............................. PUBLIC HEARING OPENED: Case No. SP-159 and CT 74-11 - Harold J. O'Brien: Donald Agatep, Planning Director, said the Staff is recommending that this item be continued to July 23, 1974. He gave two .reasons for the continuance. (1) The Staff and City of Carlsbad have no assurance that the San Dieguito Union High School District can provide facilities concurrent with need at this time. (2) There is Park problems that have been created with La Costa Val e Unit No. 2 final map approval, and it is not desirable to process this application at this time. Commissioner Jose made motion to continue this case to July 23, 1974. Case No. PP#OO and CUP-97 - Maurice Stonebreaker: Donald Agatep, Planning Director, said the Shell station where this diesel fuel and tire service facility is to be placed, has been closed for a number of months'. The Staff is recommending-the application be approved on some 10 conditions. City Council Ordinance No. 1327 aliow! for a freeway normal service facility. He said there is no major diesel service between Los Angeles and San Diego and thought this would be desirable in that location Condition No. 2 recommends masonry or a wooden fence no :? higher than 6 feet. The Municipal Code indicates wooden fences would not be a suitable fence because of its flammable nature and a masonry wall would be somewhat restricting. He proposed first sentence of the phrase be reworded to require a solid wall or view obscured fence or landscaped hedge no higher than 6 feet. Commissioner Jose asked if we were going to place a time limit on the Conditional Use Permit. I ., PLANNING Commissioner Little asked what type of tanks would be plac.ed in. this facility, and wanted to know if they would be fuel storage tanks 'under the ground or on surface. He was told they would all be underground. Patsy Stonebreaker, Applicant, 3376 Adams came forward to state she would be happy to answer questions from Commission. Comnissioner Wrench asked whether the im- provements presently around the business are in the con- dition they plan to leave it. She stated their plan is to paint the existing fence around property the same color as the building, and would plant shrubs along the fence. The Planning Director told her the Conditional Use Permit and time 1 imit is to make sure she has com- plied with landscaping, fencing and things of that naturc Mr. Agatep explained that all 10 conditions would have to be met. Mrs. Stonebrea ker asked the meaning of Condition No. 10. Mr. Agatep told her the landscaping coverage was 3%. She stated the adjoining property was in bad condition and belonged to the State of California. She asked how should this situation be handled. The Planning Director advised her to write a letter to the City requesting the state property be cleaned up. Commissioner Wrench stated his concern for abandoned service stations. He also felt the intersection of 1-5 and Palomar Airport Road was a well )defined service area. Commissioner Jose asked about using Condition No. 2 for Conditional Use Permit time limit. The Planning Director thought Condition 11 would be more appropriate. Chairwoman Casler asked that time limit MC niade for a period of 5 years commencing from the time City Council amends its resolution. Gommissioner Jose stated he would have to agree with ComnisSioner Wrench .that foilage growing along the . fence would reduce the noise level. Commissioner Little wanted an Engineer to check out the turning radius for the large rigs. coming into the area. .Mr. Flanagan, City Engineer, told the Commission he had not run truck templets on service stations, however he said they are designed to handle turning the truck anc trailer gasoline deliveries. He said he did not see a pro bl em. Commissioner Dominguez-stated he thought the Commission could hold this up until July 23rd meeting. He felt the templets should be checked along with on-street parking when entering the facility. There could be a problem in running rigs. on industrial road or using Burroughs parking lots for turning. Commissioner . ~ Dominguez made a motion to continue this case to July '23, 1974 meeting and the Staff to report radiuses and on.' street parking, and 'add an additional condition for time period of 5 years for Conditional Use Permit. Case No. PP#20 a'nd CUP-98 JAY HOFFMAN: Donald Agatep, Planning Director said the Staff is requesting tabling this item for several reasons which follow: (1) To encourage and assist the applicant in filing a tentative map to enable him to have legal lots - 2- COMMISSIONERS Motion Absent Ayes + _. A concurrent require- ment was that the tentative map filed with the City and a parcel. map was never approved. The Planning Depart- ment personnel recently met with the applicant and suggested a program for him to create legal lots to provi the necessary public improvements so that he can proceed with the revision to the Precise Plan and the applicant agreed to do so. This case will be renoticed when. tent- ative and parcel maps have been completed. Mr. Jay Hoffman was not present at the meeting. Commissioner Jose made a motion that this item be tabled for the above reasons. """"""""""""""""""""""""""""""- Case No. ZCA 63 - ZONE CODE AMENDMENT Commissioner Wrench excused.himself from his Commission seat and seated himself in the audience, because he is employed by the company that is involved. The Planning Director stated that at the June 11th meeting there was a direction for the Staff to prepare a report that would lead to a Zone Code Amendment which would revise parking requirements in the Planned Industrial Zone. He stated the report shou,ld be more in line with actual requirement for any industrial activity. He recalled to the Comnission, the application of the Assistance Capital Corporation. at Hughes that requested relief from the P-M Parking dtandards was one of the issues that prompted the Conimission to take this action. In the intervening one month period the staff conducted a program which took into account parking surveys at local industrial facilities including Hughes, Beckman and Burroughs and contacted' three other area industrial parks mainly in the San Diego area and reviewed standards employed in ' industrial and planned industrial in other cities and counties. As an analysis of the report, the Staff is of the opinion that the existing is one space for every 250 square feet of gross floor area and would recommend that a change be made because of it being somewhat restricthe. . He said the only true measure of parking needs for industrial use is that for ratio. Another standard that has been employed popularly in the past is peak-shift employee parking stall ratio. Peak-shift implies there is going to be some measurable standard by which an applicant or particular industrial user is going to be guaranteed to the City or public that will only employ 215 employees as an example for the highest working period in the day. In discussing this with the City Attorney, there is no - qual tative way that it can be done without going through affidavits and other kinds of legal documents which seems to be out of character when starting to assess parking requirements for land use. After discussion with the attorney, the staff has come to the conclusion that staff report was completed prior to some of the assessments being made. The only real way of measuring is that of area ratio, recommended by the Staff at this point, is valid and the real necessity of having a - 3- .PLANNING - ., . - COMMISSIONERS Motion Ayes Absent : CITY OF CARLSBAD MEETING OF : CARLSBAD CITY PLANNING COMMISSION DATE : July 9, 1974 neither/nor situation which would include the peak-shift employee parking stall'ratio. An additional part of the survey was that a substantial number of the driving . public is utilizing compact cars, heretofore the City of Carlsbad has not seen fit to include it in the parking provisions for compact cars. ,It is recommended by Staff. that Planning Commission approve the proposed amendment. Since the proposed parking standards would more adequately provide for the needs of the P-M Zone and wou' eliminate an additional condition. The recommended amendment to the Planned Industrial Zone 21.44.160 would be that off-street parking should be provided for 1 space for each 400 sq. feet of building area. The last clause which states that one employee ' on maximum working shift, whichever is greater would be appropriate wording for ordinance. Secondly, that no parking shall be allowed in front, side or rear yard and allow for 25% reduction for foreign car parking spacc Reduce in size to accommodate compact cars with 4 provisions of standard performance which are placed on the applicant. Compact cars should be located in separate pa.rking racks The'isles for compact cars should be clearly marked with some signing program other than pavement signs with . pavement paint because the paint wears off. Two addi- tional standards that are employed are size standard and location of compact car spaces in relative close proximity to the working facility. Mr.' Agatep summarized. letter from Cabot, Cabot and Forbes regarding the P-M Zone Parking Standard revision. He said after review of Cabot, Cabot and Forbes ihrough- out the country, and usage in. parks in San Francisco, Los Angeles, Compton, San Diego, Arizona and Washington D.C. they concluded the parking standards were not based on the kind of use, but said for a given office or professional use there would be one parking space for 250 sq. feet net office area. Cabot,Cabot and Forbes are recommending that the City become more specific in its parking standards for P-M Zone and pointed out in cor paring the standards outlined in their letter to our existing M Zone Parking Standards, they are not based on use,'but are not too far off in what we require in the M Zone, not the PM Zone. The Planning Director told the Comriission the Staff is recomnending 1 space for every 400 sq. feet. He said if it is necessary to make provisions for wholesale distribution for those kinds of facilities when there would be an additional portion parking requirement per floor area availability, then the normal process would be to build into the ordinance a provision for variance exception or an exception and if that is appropriate, then the staff would recommend that the Commission do'that. If the Commission feels. Cabot, Cabot and Forbes' letter is of such same substance, he stated he would recommend the Comnission send it back to the Staff with specific instructions to become more specific in the Planned Industrial Zone. Commissioner Dominguez moved to adopt Case No. ZCA 63 revision standards and for purposes outlined for Planned Industrial Zones and for purposes outlined in Staff Report. He recommended by memorandum that the Commission ask the Council to authorize the Pldnning Staff to initiate the.ful1 zone code revisions for all parking standards under various zone codes. - 4- PLANNINti fl COMMISSIONERS Motion Ayes Absent X \r PLANNlNG CITY OF C-lRLSBAD MEET1 NG OF : Carlsbad City Planning Commission DATE : July 9, 1974 Case No. CT 74-9 - John Crehan The Planning Director explained to the Commission that Mr. Crehan has not provided Staff with evidence that public facilities can be met. It is Staff's recommendatil that this application not be heard until that evidence is available. Commissioner Jose asked the Planning Director if the bedroom count would be available at that time. The Planning Director said it could be. Commissioner Dominguez asked the Planning Director how long this case had been on the books. The Planning Director answered he could not answer that. Dana Hield told the Commission July 23rd will be the forty-ninth day.. The Planning Director stated he must make presen- tation to the Planning Department showing they have met the Public Facilities requirement, or agree to continue unti.1 he gets it, and communicate to him by letter that if he has not met the pub1 ic facilities requirement at that time, the Planning Commission will deny it. Commissioner Jose made a motion that CT 74-9 be conti-nued until July 23, 1974. """"""""""""""""""""""""""""""- Case No. CT 74-8 - John McCoy: Request for a Tentative Map for a 10-lot subdlvision on property zoned R-1-7500, located on the east side of Valley Street between Oak Avenue and 'Bonita Lane The Planning Director gave staff report stating applicant proposed building a subdivision on 2.3 acre parcel. Applicant has complied with all subdivision requirements plus he is _in conformance with existing general plan and City Public Facility Policy. Staff is recommending approval subject to'some nine conditions. Under normal circumstances, in the City of Carlsbad a parcel of the subdivided 7500 square foot lot plus, would yield net density of about four dwelling units per acre. He said in this .particular circumstance the net yield is 2.3 acres and five dwelling units per acre. If new general plan density ranges are approved - this particular application, even though it meets the 7500 square foot requirement, would exceed the low end of density Scale ' 0-4 which is implied single family detached housing. range. The only thing he has to provide in ten acres is a very short cul-de-sac which serves 10 units. Commissioner Jose asked if this reduced the 7500 sq. ft. lot. Mr. Agatep stated Mr. McCoy would drop one unit per acre. John McCoy, 992 Elm, Carlsbad, representing S. L. 81 B. Corporation, answered a question for Commissioner Wrench stating it is not possible for him to change street over to Oak. He said the reason it has not developed in the past is because of the sewer situation. The sewer location on Val 1 ey and Bonita is only . approximately five feet deep. Mr. McCoy stated he picked up a little height in going up the street but could not make it up and around the corner and back out again. He mentioned building up the lot along Valley to enable them to have fa1 1 out so they could run sewer to. cul-de-sac. The Planning Director statal he was aware of the deletion and wou-ld be handled by the staff at this point. Mr. McCoy said all other items were.accepted. Commissioner Jose asked Mr. McCoy what the bedroom density would be. Mr. McCoy stated three'and four bedrooms in neighborhood of 14-16 hundred feet. Chairwoman Casler asked Mr. McCoy if these homes were similar to homes on Bonita Lane. He stated he did not know the size of those on Bonita but said they were similar to homes on Chinqua- pin. The public hearing was closed. There was no opposition from the audience. Commissioner Jose moved to approve Case No. CT 74-8 based'on findings of staff report and exception of item 8 which is to be deleted .""""""""""""""""""""""""""""""- Tim Flanagan, City Engineer gave a report on the Beach Access Stairway at Grand Avenue. He said this was a Capital Improvements project funded one-half by revenue sharing and one-half by Parks Department Park in-lieu fees The first of three or four anticipated public access to the beach. Cle have been before the Coastal Conmission and have a permit for this project. He said he was presenting a copy of the past ordinances to the Planning Commission before going to City Council. City Council will then be asked for authority to go to bid. It is anticipated to be a $10,000 project. It is a 6' wide concrete? stairway with pipe railings, landscaping and 1 ighting will follow. There will be an asphalt approach at the top to conform with existing paved area. Commissioner Jose asked if provisions had been made on the asphal t-portion for those people who may be handicappe and have to utilize a.wheelchair. Mr. Flanagan told the ' Commission no provisions for wheelchairs had been made, but there are other areas where wheelchairs can have access to the beach, primarily at Tamarack Avenue. He stated wheelchairs would need an 8% slope and generally for any length at all, a 4% slope is necessary for them to maneuver. The slope here is in excess of that. """""""""""""""-""""""""""""""" LATE ITEMS Growth Monitoring Program The Planning Director presented the report on the proposed Growth Monitoring Program which is to be included in the Land Use Element of the General Plan. The Growth Monitor- ing Plan was left out of'the Land Use Element that was forwarded to the City Council until the Conmission could' finalize recommended wording. The Commission, after discussion of the Growth Monitoring Plan and minor re- visions to the wording, moved to forward the Plan to the City Council, at the Council's July 15th public hearing on the Land Use Element. Charwoman Casler made motion that the Growth Monitoring Plan be approved by the Planning Commission and forwarded to City Council for incorporation into the General Plan specifically deleting Table 3. ,""""""""""""""""""""""""""""""- - 6- 0 Motion.
