PLACE: COUNCIL CHAMBERS , ~ 1 In an informal discussion prior 'to the meeting being 1 called to order, Assi.stant Planning Director' Bud ~' Plender explained that.what the Commission had before them was a complete new draft of the Sign Ordinance, .inasmuch gs trying to incorporate changes the Commis- s%oners wanted led to other changes through'out and it was easier to just redraft the entire ordinance.. In answer to a.question, Mr. Plender stated that amor- tization is a section which will need to be'a,d'ded to this draft ordinance. It was hds suggestion that they . -complete the ordinance first; then decide just how they wanted to handle amortization, including the' public hearings and ramifications of -enforcement. Building Department Director Dick Osborne explained that as far as enforcement of present nonconforming signs, such signs cannot be repaired or altered.. The question of legality of amortizations might' be checked with Mr. Biondo prior to starting this section. CALL TO ORDER . The Planning Commissiqn meeting of July 2, 1975 was called to order .by Vice-chairman Jose at 6:40 P.M. ROLL. CALL Commissioners Fikes, Jose, L'Heureaux, Packard ::- ' 1 Present xxxx Commissioners Dominques, Watson . Absent' X X Vice-chairman Jose explained that Commissioner Wrench .is no longer on the Commission, having resi.gned to accept a promotion which will require he leave the City. The motion was made and unanimously approved t.0 prepare an appropriate plaque and resolution 'for Mr. Wrench. Staff was asked ,to find out when would be a , convenient time to -present these items;. prefera.bl.y at a public meet!ng such as the City Council or Planning Commission meet4ngs. In the event one of these times is not convenient for Mr. Wrench, Commissianer Fikes of.fered his home for the presentation. In the text under freestanding-signs, (c) states -- . "there shall be a clearance maintaihed under the sign. of not l.ess thbn.10 feet." indicates that this is a 'legal sign. The Commissioners wanted it understood that this type of sign is not legal when it overhangs a public sidewalk. The suggestion was made that per- haps this could be included in the list of signs, . prohibited. If you do permit one hanging over the sidewalk, you have to emphasize the size. .\ .Sign Area Cornputation.should consider directional , signs, espe.cially as they.apply to the 3/4 mi.llion. tourists in this 'country, ,permitting signs that every- one can understand. The.re.i.s a definite'need to conform to international signs. . Message Boards should per-haps incorporate a portion of '* the definition from the original draft, which Mr. Plender read. The Commission wants. it stated some way so it is understood that this cannot include an electronically changing sign; they must be hand changeable. Also prohibited would be wind activated. .. These signs should be-by Conditional Use Permit only-and should include no other advertising. There should. also be standard regulations for the Conditional Use Permit. Community Identity sign programs should be encouraged, There may be some conflict, however, on what consti- tutes a commu-flity-identity sign. The Commission felt the working of "community identification sign program' is permitted provided......"; the balance of that sentence should be reworded. An example was given of 'Koodbine'; the sign indicating Woodbine is a communi; .identity sign; the directional signs w'ithin are not. If it is to be a,permanent community identity sign, the approval must bec.ome a part of the master plan. In the subdivision process, the location and height dimensions could be shown, or by the Conditional Use Permit process. .Dick Osborne indicated it is admin- istratively diffi.c.ult to require a conditional Us.e Permit .requirement 'for. so many things. He indicated he would like st.aff to research this and find out what other soluti.ons would be available. The' Commission in'dicated they would start on, Page 12 under Real Estate Signs on their sign ordinance daraft at the next workshop meeting.
