The City Attorney, Vince Biondo, was asked :o give an opinion on the legal requirements of the State law re- lard ing Scenic Hi g hways .
'he Planning Director, Don Agatep, outlined the Commission's
Ibliga-tions with respect to pub1 ic testimony, stating that inasmuch
IS the meeting.was a workshop and that only three Commissioners
\ere then present, discussion should be confined to that of the

'he Planning Director out1 ined the content and the intent of the roposed 'Scenic Highways Element by stating that the Element was ntended to set a process for developing a Scenic Highways program .
