PLACE: COUNCIL CHAMBERS CALL TO ORDER The meeting was called to order at 7:30 P.M. Mr. Bo.$ La.dwi~g of Ri:c.k Engtneering, Carlsbad read a letter addressed to the Commission from Russell L. KaldenBerg, Associate Envrronmental Scientist/ Archaeologfst, of R.ick Environmental Consultants regarding archaeological Test Excavation at Green Valley Knolls. He also stated that th,ey agreed with the conditions as set. forth in the staff report and that lot 221 would be set aside as a private park site. Mr. Fred Morey, Yike President, La Costa Land Company discussed lot 226 as'an open space area and lot 221 as a possible private park site' availabl to the people in that area. He also said-thatl.:they felt that open space maintenance should be done by taxati'on and maintai'ned 6y the City rather than by tk Romecswner's Assoctatton. He stated that addi- tional park sites and recreational facilities would be added hs there was a need for same. He stated' that at the Commisston*.s meeting of September 24, 1975 a varianc was denied regardi'ng panhandle lots in this area and the Commission asked the staff to study possible rezoning of this area and report bac-k at this time. The staff did a slope study and their analysis plus what some other cities are going (they are allowing less density than Carlsbad) led the staff to state that if there was any rezoning done in this area, they would tncrease the amount of land rather than decrease it. It was felt th.at R-1-15,000 was about as higfi a density as would be desirable. It was felt that this was more of a land division problem tkan a zonl'ng problem. Mr. f. 'E. Liddle of 2475 Jefferson, Carlsbad stated th.at he was quite confused as to how this property ' could be dfvided for development. The €ommission suggested that he get with staff and see what could.. be worked out. This item is merely to inform tfie Commissfon that the Cl'ty of Carlsbad received a format request from a property owner to establi'sh an a.g preserve on a por$ion of his 'property. Because. of this request, 'the staff'has done an exhaustfye search on what we can do and. can't do, wh.etkep we have to joint venture it with t6e County or do tt iJndkpendently. Ne are going to CiTy Counci.1 so that they can adopt the rules and procedures for 4g"preserves. Planning Director Don Agatep advised the Commission that this was a rough cut of the 1975 Special Census data. A lot of the figures have not gone through. a qualitative, statistical analysis and there will be futher refi.nements. He potnted out tkat one trnportant part of this census programwas that all the cities participated in the selecti'on of the questions that were asked. This census was done by tfie County with all of the cities involved. Tkere Were two questi:ons that each city could state that they- wanted included tn their cen- sus and if all cities concurred, then these question laced i:n th.e questtonnaire..
