PLACE: COUNCIL CHAMBERS CALL TO ORDER The workshop was called to order at 4:45 P.M. ROLL CALL xx xx - Absent xx PLANNING DEPARTMENT WORK PROGRAM - JULY 1976 Chairman L'Heureux opened the meeting and indicated that this was a workshop to discuss the proposed Work Pro- gram submitted by staff, and that the intention 0°F this workshop was for staff to explain briefly each item on the Work Program. Chairman L'Heureux turned the meetinc o*ver to Planning Director Agatep. Don'Agatep said that after review of these items, the Planning Commission should then discuss the priorities of the items. Assistant Planning Director Bud Plender said that as each item was being discussed, the Planning Commission should feel free to ask any questions. NOTE: Minutes to reflect only those items on the Work Program that the Planning Commission discussed. (1) ZCA-71, Residential Density Consistency - The' Planning Commission noted that prior to this item being scheduled for public hearing, that the Plan- ning staff should provide a good public relation I type of explanation of this item. The consistency of zoning with the General Plan is a requirement of State Law, but the general public does not unde$ stand all the complexities of this matter. The Planning Commission felt that if the general public understood Assemby Bill 1301, the hearings would be much more effective and efficient. Staff should write a report explaining this item and submit to the Planning Commission, City Council and newspapers. (2) ZCA-81, Home'Occupation - The Commission suggeste,d that garage sales be made part of this code amendment and that specific review of home auto mechanics should be made. (3) Block Study - The Commission felt that the B1oc.k Study should be used as a guide and that the report from the staff on this item should contain a procedure for using the Block Study as an infor- mation source instead of a study of specific plans for streets. On an unrelated item, but one of interest to the Com- mission, staff was directed to submit at the next Plan- ning Commissing meeting, City Ordinances regarding stree, trees. After reviewing these Ordinances, the Commission will consider the possibility of requesting the City Council to consider some changes to these Ordinances - especially regarding the location and species of trees. Mr. Plender noted that it was 6:30 p.m., the time the workshop was scheduled to end, and he suggested that the Commission continue their discussion till the end of the Planning Commission Meeting to be held on August 11, 1976. At that time, the Commission will then discus the priorities of these items. Furthermore, Mr. Plender suggested that the Commission study these items and list the priorities prior to the meeting, and for those that may not be able to attend if they would submit their Priorities to the staff, they would be incorporated into the discussion.
