PLACE: COUNCIL CHAMBERS CALL TQ., ORDER: The meeting was called to order at 7:lO P.M. ROLL CALL: All present with Commissioner Watson arriving at 7:15 P.M. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: II ._ Minutes of January 5, 1977 were approved.with the change that they should reflect makers of motions. WRITTEN COMMUNICATIONS: Resolution of Intention #137 for a General P1 qn, 'Amendment will be Item #3 .under New Business. PUBLIC HEARINGS: (Cont i nued (1 ) Case No. CT 76-5, Rancheros de la Costa, La Costa L) tentative subdivision map. Acting Planning Director Bud Plender spoke for the staff, indicat.ing that there probably would be no formal action taken on this item at this time. Fred Morey, Vice President, La Costa Land Company, after detailed discussion about certain conditions requested by the city for this project announced that they were withdrawing their application, but would probably be re- applying at some future date. Although the application would be withdrawn, the Commission a3 lowed Mr. Morey to delineate some of the areas where the City and La Costa were most apart. I Sidewalks, lighting, noise, road a1 ighment were some of the areas discussed by Mr. Morey. He stated that they were not withdrawing their application because of the conditions requested by staff, but merely to "polish up" the project. . Mr. Morey also stated that no matter what happens to this project, they have or will convey to the City of Carl sbad certain lots in San Marcos Canyon to be used for primitive park purposes. Those lots are F , C and K. Those lots wi 11 be maintained by the City, but the other half of the Canyon is adjacent to the Rancher.os proposed project and .will be used as a park also, but will be maintained by the Homeowners I Associ ation of the future Rancheros Project. The Commissioners agreed that a future workshop would be helpful to work out some of the areas of concern with La Costa. Mr. Morey, in conclusion,. stated that on behalf of the La Costa Land Company he was withdrawing' their application on CT 76-5. A Minute Motion was made to accept the request for wi thdrawa' I_ NEW BUSINESS: (2) Master Archaeological Survey for La Costa, La Costa Bud Plender gave the staff report on this, stating'that staff finds this report to be very detailed and thorough. COUNCIL CHAMBERS Charles Bul I!, RECON, 5620 Friars Rd,. , San Diego, CA 921 10 noted that this Environmental Impact Report will take care of any major archaeological reports required in the future. Future developments I EIR's wi 11 , however, have to contain mitigation measures for preservation of these archaeological sites. This will be the master EIR, to serve &"a guideline for future EIR's. The RECON survey was 100 percent and does identify a1 1 the sites at La Costa. He noted that special programs will be developed by the City for each one of the listed sites as they come before the City. RECON will bring to the attention of the P1 anning Commission any archaeological sites that come up as part of future devel opmen t . 1. adequate to meet the La Costa Environmental Impact Report and that the City take the mitigation measures necessary, as out1 ined in Sections H & I of the EIR;* a1 so w3 th the condition that 'Shall" be used instead of Itcan" in recommenda- tion 3 of the Staff Report. (3) Resolution of Intention No, 137 - Request to Amend the Land Use Element of the General Plan for properties located on the north side of Laguna Drive east of Pi0 Pic0 Drive. Other- wise, the Commission would not be able to consider the request, as it would have been too "spotty." City cannot consider 1 block at a time on General Plan amendments .- A motion was made to accept Resolution of Intention No. 137.
