He -showed slides of a dewlo-t that the subject property will be modeled after. While the landscaping plans and-the final drawings are not ccanplete, he plans to incomrate important conservation measures in the houses as w11 as the landscaping. He stated that Mr;rDonald's is not a traffic generator but rather chooses an area where there is traffic already generated. He said that the major perceptage of people eating at McDonald's muld be sit-dam rather than: take-out business. He stat& that 70%- 90% of the business caning to McDonald's muld be fm the sbpping center rather than people caning to Mcmald's as the main attraction. . He displayed a rendering of the Scottsdale, Arizoi-m bkmnald': and said the situation at that location was similar to what they expected here except that thee are 30,000 cars daily on that. street which is more than experienced on El cirmino Real at this time. H& feels that all of the traffic problems mentioned can be migitaged. McDonald's stress 1) quality service and cleanliness , 2) good service with proper layout, 3) propr in and out areas, and that it is 4)inportant to be on the far side of the intersection. Mr. Jim Federhart, Traffic Consultant, 5252 Balboa, San Diego, stated he has reviewed this project fm the start. issues : 1) ccknparison of the site at this intersection can- pa&d to along Marron Rmd, and 2) is the street system adequate to accdate it. He showed 1980 projected traffic patterns .at both intersections during peak-. hours and ex- plained that ideally the situation is to balm& the lights rather than have a long line up at me light and not at the next. He disagreed with staff that the location on Marron Fbad entrance would have been the better one w-far as tra€fic is concerned. He revie the left turn lanes? and the nmhr of lanes'of traffic, He CcBnpared the situation on El camin0 Real to various like situations in San Diego. He feels that people.will go in to the shopping center fm whichever the best intersection or entrance is available.. He discussed the intersection inside the shopping center which has been of concern. He &led attbntion to the fact in the layout that there is one lane caning into tsm lanes at this intersection which mans these people have almost a lane to t$emselves ' caning to P4Sonald's. As a Traffic Engineer he stated he had no hesitation in accepting this situation. Mr. Phil Spear again addressed himself to the averall traffic mitigated. Mr. Roberts, Architect for santa Anita.Deve1-t . Corporation, San Diego, stated the total parking is more than adequate. He said they muld ke providing 31 parking . spaces. Landscaping can be worked out with the Planning . Catmissioners and the six foot area of layout beyond the other buildings' can be corrected. Mr. John A. Wachter, 3575 Catalina Drive, Carlsbad stated that as a private citizen he was concerned about.& traffic on El Camino Real and .the nuher of stop lights ncw in operation on both the Oceanside and Carlsbad side of the bridge on El camino.. Wal. He expressed the hope that the tsm cities muld work together on this problem and that the bridge would eventually be widened. . situation, stating that the rest of the issues could be .. &. He expressed that he'had not been able to get good traffic data fm McDonald's although they said tonight that 70% - .90% of their .business would be people already at the shopping center. .. Mr.. William Hughes discussed traffic study in Illhois as well as a.traffic study of the Mcwald's at Conroy taken in August of 1974 as cmparisons. Mr. Tim Flanagan stated that in the future staff .projects 60,000 vehicles on El Camino Real per ,day and that as of i we have 23,000. He stated that the present developer has done an excellent job'of working with staff on many of the problems, The left turns in that area have been entirely funded by . the Santa Anita Developnent Corporation. He also staM that I one of the big problems in the intersectim circulation where' there is a need of 180 Wees to get into the M5bnald1s' ' site, and that he is concerned with the total traffic problfm. ". * .. Mr. Rrm Roberts said there was one other solution that he thinks might be' acceptable; a plan that seals off traffic fran the service statim area. After -discussion of the possible inerits of this n&ly presentec plan, a motion was made to continue the Hearing to April 27th in order for staff -thoroughly review the plan presented tonight by Mr. Roberts. Mr. Michael zander, Associate Planner, gave the s;taff. report remdipg approval of this application. He said Condition NO. 5 under SDP Conditions bas put in'because the 'final Site Developwnt Plan does not again appear before the comnission. Mr. Zander pointed oq the differences on Exhibit A and @hibit B. Developrrent of the. project would begin in 18 . mfhs in the "portion zoned C2 and .36'mnths in the portion zoned R-P. Avenue (extension east of Sierra bkxem) to Ridxmnd Avenue. Mr. Bud Plender made the presentation for staff, He said there was no one lidng on Birch and seven people addressed on . Chestnut. He had received a call fran one homeowner opposing the change. This haneawner indicated others on Chestnut also opposed the change. A motion was mde to appm the application based on the findings and conditions in the staff report dated April 13, 1977 & with the effective date of. the change being 90 days after the final approval.by the City Council. It was requested by the Carmissioners that the Agenda Bill forwarded to City Council show that there were no harneuwners at *e Hearing representing either opposition or approval of the street nam change. Staff recamnends approval as this application minimizes the impact of the office uses on the adjoining land as it will be graded and .constructed jn such a way as to allow the future integration with the property to the east. Mr. Bud Plender, representing staff, said that he had received a letter fran Mr. Dm J. Brcrwn, Executive Vice President, Carlsbad ChnbY of Carmerce, withdrawing the proposed name change of Elm Avenue. The Chamber has asked the Planning canmission to help them seek proper signs for Carlsbad, showing,availability of food, lodging, gas and cle& directions to the "Village .of Carlsbad" on Intershte 5.
