COUNCIL CHAMBEFS CALL To ORDER - The meting was called to order at 7:OO P. F43U CALL - Connissioner L'Heureux arrived at 7: 07 P. M. Pm OF ALLEGIANCE APPm OF MINUTES (1) The Minutes of July 13, 1977 were appraved with the following corrections: Reference Page 1, Minutes of June 29, 1977. Show "at Highway 78" (last sentencc Page 9. Correct mtion on SP-41 (A) to. shm Comnissioner Fikes and Rnnbotis abstained. (2) The Minutes of June 22, 1977 were approved. FEsoLurIms (1) Resolution No. 1383, Case No., CT 74-26(A) Sarita Fe Ccanpany was approved with the follming addition: Condition "C" to first page - "All fees paid for this application shall be applied to an application for a IEW tentative map (CT 77-12). (2) Resolution No. 1387, O'Hara Fence was approved. Mr. Bud Plender, Assistank Planning Director, added the following addition to the agenda: (5) Carlsbad Unified School District's request for findings of General Plan consistency on tm parcels they wish to transfer; to the City; (a) site presently used for little league baseball, and (b) proposed site for the municipal swimning pool. Mr. Mike Zander gave the staff report. He said the remrd should show that the followinq tm conditions will be added to the staff report: Gndition No. 21: "The applicant shall construct carrplete half street improvements along Palamar Airport md, including offsite transitions. These inproverrents shall constructed to the ultimate centerline alignment .and grade. Such improvements shall include a permanent Tnedian curb. Construction of these improvements shall be made/ concurrent with each unit of developt. bbdifications to this constuction phasinc may be approved by the City Engineer where such consmctic conflicts with traffic safety on the existing Palmar Airport, €&ad traveled way. The developer shall bond for the construction of a traffic signal at "A" Street and Palamar Airport lbad as a condition of unit 1 and a traffic signal at aB" Street and Palm Airport Fbad as a condition of Unit 4. There will be three traffic signals within approximately a mile, and only tm required for the industrial area. Mr. Gabrielson said the grading will be done in Phase One first, rather than grading -all four phases at once. This was in response to concern that graded areas that were not developed irrmediately muld serve as a detriment to the area. Page 3 - Correct spelling of IIfinal" in last sentence Item 2, Item 3 to be added to Item No. 16 as 16 (e) . Delete No. 7. Page 4 - Itam 12 and 13 to be deleted. Item 14, insert "comnercial" in last sentence. Page 5 - Item 18, add "The grade would "ION X have to be acceptable to the City Ebgineer." Itgn 20 should read "The applicant shall supply Carlsbad Municipal Water District with a......" .Add Conditions 21 and 22 listed above. Mr. Mike Zander presented the staff report. Mr. Wayne Cbssett, owner of the property, indicated he was in agreemnt with the staff report. Amtion was made to approve V-269 based on the findings and subject to the conditions of the staff reprt dated July 27, 1977 with the following dfications and additions: Page 1 (a) - hge adjusting to adjoining. Add the three basic, findings - (1) Consistency to General Plan, (2) Public Facilities and (3) EIR firdings. Wsolution No. 1392. NEW BUSINESS (4) Resolution of Intention No. 158 - C-2 Building Height. Mr. Bud Plender gave the staff reprt. A mtion was made to adopt Resolution of Intention 158 to hold a public hearing. (5) Carlsbad Unified School District's request for findings. of General Plan consistency on tm parcels they wish to transfer to the City - the site presentll used for little league-baseball and the proposed site for the municipal swimning pool.
