Mr. Jamts Hagaman, Planning Erector - Introduced the City's Redevelopent Coordinator, Mr. Jack Henthorn and made a brief introductory statement. Mr. Jack Henthorn, Redevelopnent 'Coordinator .- Gave a brief historical introduction ot the City's past efforts regarding redevelopnmt of the duwntm area. He then presented a map of the council designated survey area and indicated that staff was recmwnding that the council narrow the area to a mre concentrated form. The Coordinator then outlined the process which should be followed in adopting redevelopment plans and opened the presentation for questions and answers. carmissioner -tis - InTired as to the'relationship of the CBD, the study area andthe survey area. . Mr. Jack Henthorn - Responded that the CBD and the study area are parts ot the survey area and that the ultimate project area may or may not be coterminous with any of the designated areas. , comnissioner Jose - Inquired as to the response frun property owners. Mr. Jack Henthorn - Indicated that on the amunity metings held to date was attenhed by about 50 persons. He further noted that he had no idea as to what percentage of attendees were property owners. In addition he noted that the tenor of the meting was of frustration and skepticism. . ' comnissioner Watson - Inquired as to timing of the City's effort. .. Mr. Jack Henthorn - Indicated that the timing of projects is never an easy question to answer; it may have been right ~ . 10 years ago or it may be right 10 years frun now. comnissioner Watson - Indicated that this is a very significan undertaking. Mr. Jack Henthorn - Agreed with comnissioner Watson. He hrther indicated that the alternative to positive action now is to neglect the situation and allow a dcrwrrward trend to continue, hoping that sooner or later ecdcs will take care of the situation. The question that remains is simply "do you wish to pay that price?". Discussion ensured relative to timing and ingredients for success of any proposed project. comnissioner L'Heura - Questioned whether the City should act first or whether private invesmt should occur first? Jack Henthom - Respanded that normal public improvement types of investments are permitted. The quality of the public spaces normally has a lot to do with the existing are&.'visual amenity. ccnmissioner Fikes - Inquired as to the effect upon property values and taxes. Mr. Jack Henthorn - Responded that values and t&s may go up as related to property valuation and tax rate,.but not as a direct function of redevelopoent. conmissioner L'Heureux - Inquired as to the ability to control lease rates. m. Jack -thorn - Indicated that this could be handled entered into by the Agency and Developer upan. individual pro j ect approval. ough a Developnent and Disposition Agrement, which is carmissioner L'Heureux - Inquired as to rehabilitation of downtown buildings. Mr. Jack Henthom - Indicated that an analysis is currently being enducted by the Building Department. k camnissioner Fikes - Inquired as to the ability to waive building code requirmts. ~*k. Jack Henthorn - Reqmnded that this can be done and that statt is currently checking into it. camnissioner L'Heureux - Questioned as to &en speckEic planning activities muld be mderway . Mr. Jack Henthorn - Indicated that this item wuld be uqderway tollowing council designation of a concentrated study area and appointment ,of an interim advisory cdttee. conmissioner Fikes - Inquired about the effect of the sewer mratorim. Mr. Jack Henthom - Indicated that re-use-which does not intensify the sewer burden could be approved. Larger scale projects wuld need to be addressed on a case by case basis. camnissioner L'Heureux - Inquired .as to agency ability to make low interest loans. Mr. Jack Henthorn - Indicated that he is attenrpting to get an opinion on that issue from a financial consultapt. Mr. Jones - What is the project area camnittee? Mr. Jack Henthorn - 'Ihe project area camnittee is a project area representative group charged with reviewing plans for dormity with-existing state law.
