He asked for clarification as far as the sewer connection and referred to pagaes 6 an.4 7 of the Resolution. Mr. Agatep also asked about the traffic signal condition on page 6 of the Resolution, 8':!Ction 31'1. item g. He objected to putting any signal at all, and stated" a fair share" of the signal cost would be acceptable, but not the entire responsibility at •A" Street. Cl~ Wickham Assistant Civil Engineer stated staff felt sewering would be better to calavera Hills, but 1o0Uld like a ,1tudy performed before the project is designed so it will be in conformance with the proper basin. City Engineer ~ Kackley stated at the present time this issue cannot be addressed. In answer to query, he stated that by the time this item goes to Council, p:>sSibly this information would be available. O:mnissioner loltx>tis confirmed that there should be no duplication, but a decision as to which facility the sewer should be connected. He requested staff to answer Mr. Agatep with regard to the signal policy. Cl~e Wickham stated staff felt the signal at "A" was the responsibility of the applicant. 'lllis could be studied at a fut ure time. OJnmissioner Friestedt asked the distance of this intersection ftan the proposed project and was told it was close to a mile. He stated he did not feel a project a mile away fran an intersection would i.npact the traffic eo significantly to be totally responsible for the signalization. Ol&irman Schlehuber stated the cxnHtion could be re«>rded to be determined at the time of developnent and the City would have to justify this rather than saying it nust be done, as shown in the Resolution before the OJnmission this t:-"Jening. Mr. Agatep requested, if the City undertakes a study on the sewring, that this area be given top consideration. Mr. bckley assured Mr. Agatep this would be done. Mr. Steven Bieri, Samuis Corporation, San Diego, aMreued the a:.dssioo, stating they are ll«>rking with the Kelly properties in this area. 'Ibey would like to wr:rk with the City and be part of the input when any study of the area is~. before any official action taken. Ollaiuiooer Friestedt suggested the City and the property owners WOl"k togther on an official O:mnittee. Mr. Bieri aekad to be included on that OJnmittee. Mr. Nick Banche, Oceanside, n!pe'esenting Mike O'Hara, stated he WM in the sane positioo as Mr. Bieri. He stated Mr. O'Hara has spent a great deal of noney and ti.a on engineering and would hate to go back to the dre,ing board at acne future date because of actioo the City took regcding this area, particularly because of arbitrary nllll>era being placed on the density. --- MINUTES June 8, 1983 Page 3 Since no one else wished to speak on this matter, the public testimJny was closed at 7:32 p.m. Call'll.issioner Friestedt expressed concern with the study p:opoeed by the City, and stated two previous witnesses had also expressed concern, he asked the direction this study woulc'l take and the purpose of the study. Mike Holzmiller, Land Use Planning Manager, stated there was no indication the General Plan should be changed in this area. 'lhe concern was whether everyone was thinking along similar lines. 'lhere should not be a rural-type developnent surroonded by areas that "'°'1ld not be oaipatible. O::Jnmissioner Friestedt reiterated that this project is the only R-E zone, which might necessitate the surrcxnUng areas being developed differently. Qmnissioner lbltx>ti.s asked what port.ion of the traffic signal is paid by the public facilities fund, and the City Engineer said in this instance, oone. O'.mni.ssioner lblbotis expressed doubt whether 138 l.D'lits \oOUld justify a signal and asked whether the City "'°'1ld agree to a •fair share• basis for the signal. Mr. Rackley agreed the City would accept that. In answer to query, Mike Holzmiller stated the densities as proposed fit into the General Plan. 'lhis is for the areas surrounding the Mamana project. Q:nmissioner Joee agreed with the awlicant's request regarding the traffic signal, and felt the public input di~"ted by <Dtmcil should be done without delay. Catherine Nicholas, Assistant Planner, gave the presentatioo oo this item as oontained in the staff report, using a transparency to show the project site. O:nnissioner Marcus questioned the discrepancy between the IMp shown oo the transparency and the location map and staff agreed they were different. <:amdasioner Jose questioned whether a 20-ft. setback 1i«>Uld be adequate with the high elevation, as far as a safety factor and the view from the front. Staff said t.hecr e was a considerable distance between the proposed building and the oorner. In answer to query, Miss Nicholas stated there was no provisioo made for street iffl>rovements to be made at this time. ~ added this was a a.JP and only good for five years. Q:mnissioner ~is asked for the height of the building and staff cq:.proximated it was about twelve feet, but stated the applicant oould give the exact figures. Cl\airman Schlehuber opened the public hearing at 7:50 p.m. and issued the invitation to speak. Mr. Michael Inada, 3061 Dl p Drive, Fallbrook, agent for Mr. Yada, addressed the Cannissioo, stating he had no <Xlllllll!nts to make. lie did give the height of the building as just under twelve feet. Since no one else wished to speak on this matter, the public testiD)ny was closed at 7:53 p.m. Cl:adsaioner lolbotis &tated he wanted an additional five feet ldcted to the front setback, making a total of twenty-five feet and a berm to be placed along the road in front of the building. Mr. Inada asked where the berm was to be placed, and Cnmlissioner Aaltx>tis stated at the front of the lot, and perhaps three or four feet high, just to reduce the visual inpact. Mike Howes, Assistant Planner, gave the presentation on this item, as contained in the staff report, using two transparencies, one showing the site and one showing the architect's drawing. 'lhe only concern staff had was with the 70-ft. height of the spire. In order to be consistent with the existing spires, staff r~nded 60-ft. as the height limit for the proposed spire. '1he Camdssion discussed the spire height, stating they did not feel there was anything specific in the ?.one O:x1e stating the spire could not be 70 feet. Mr. Alfonso Macy, 631 -5th, San Diego, the architect, addreSsed the O:mnission, stating there were sane oonditions in the Resolution he wanted to address. a, page 1 , in the legal description, it should read Lots 181 and 1821 on page 2, section c, it should read Leucadia Water District. Mr. Macy had a question on oonditions 17 and 20 under Engineering Department, on page~. He read oondition 17 and asked why that was inclooed and asked for it to be deleted. He asked why oondition 20 was included, as it is an Uli)roVed piece of property. Camdssioner Jose asked about the spire, and Mr. Macy replied they would like to have the 70-ft. spire. Since no one else wished to speak on this matter, the public testiloony was closed at 8:06 p.m. Clyde WicJcham reported that staff felt the traffic iJlpact would be significant to Rancho santa Fe and the applicant should inproye the street adjacent to the right-of-way. It is a half-street with curb and gutter, but no sidewalk, arxl that would be their responsibility. If the City wants to require RV parking oo this project, a condition nust be added. Mr. Louis Strada, Alta Mira, 6571 B Paseo Del ~rte, addressed the Carmission, inquiring about the access to ~ proposed project. Staff pointed out the driveways oo a wall map. Mr. Strada stated he did not object to the building of the project, but felt alternate access should be provided, rather than channel all the traffic onto Paseo Del ~e. Mrs. Strada addressed the Carmission, stating the traffic is too heavy now on Paseo Del ~rte and expressed con<:ern about how the street could handle traffic fran 288 rore units. Clyde Wickham iooicated Paseo Del ~rte will eventually have an 84-ft. right-of-way and measure 64 feet fran curb to curb-four lanes. It is a collector street and at the present time could handle in excess of ten thousand vehicles, including trucks. Carmissioner Jose cxmnented the road was built for the properties to the north as well as Alta Mira.
