MINUTES January 25, 1984 Paqe 2 Mr. Griffin reiterated the project net parking requirements without the additional area to be leased fran the railroad. Originally the plan called for nore units, which would have required nore parking, but the olllt>er has been reduced. 'ltle additional parking is opticnal at the present time. Ccmnissiooer Smith expressed ooncern about the safety of any dlildren living in the proposed carplex and wanted to be certain that adequate fencing was oone to protect them. At this point, Olairman Raltx>tis introduced Ccmnissiooer Smith and weloated him to the Planning Ccmnission. Ccmnissioner Lyttleton questiated the necessity of the extra parking on the railroad right~f-way, and asked why the block wall rould oot be noved bad< to the propeny line. Mr. Griffin stated that was an cption. Ccmnissiooer Marcus stated she would like to see as rudl of that area paved as possible to inprove the appearance. Chairman Raltx>tis opened the public hearing at 7:18 p.m. and issued the invitation to speak. Mr. John Pautsdl, 2204 Waterfront Drive, Corona Del Mar, the Applicant, addressed the camli.ssion, explaining the leased area would provide a buffer for this property. HoNever, since this additional parking is oo longer a requirement, Mr. Pautsch stated this parking area nay oot be put in. He added he wanted the approval for the variance in case they did want to put in this additional parking area. Mr. Pautsch stated he did oot want to install a block wall, but would like to be able to monitor that area. He stated it would be easier to oo that with a dlain link fence. Mr. Pautsch stated the lease with the railroad has oot been signed as yet, but the railroad has agreed to the lease. He stated he ct>jected to that stipulation and would like to have the ability to designate the units to be •atfotdable units•. Mr. Jim Cl8ll801'1, 2002 Averoe of the Trees, owner of the project to the wet of the proposed apartmentn, .ukessed the ca.iaaim stating he was basically in favor of the project but had several cx:inoerne. MINUTES P~ CDIUSSICN January 25, 1984 Page 3 Mike Holzmiller, Land Use Planning Manager, stated a letter had been sul::lnitted to the carmission fran the prq>erty omer to the rorth, Mr. Steiner, also requesting a wall or fence. Mr. Pautsch stated he had talked with Mr. Steiner regardi ng an ~e fence betwe-?n the prq>ert ies. Mr. Pautsch stated there would be at least eight dimpsters en the prq,erty, which should be sufficient for the tenants. Since ro ooe else wished to speak en this item, the public testi.m:lny was closed at 7:39 p.m. The letter fran Mr. Michael Steiner, 336 East 17th Street, Costa Mesa, was made a part of the reoord. The Planning carmissioo approved the Negative Dec!aratien issued by the Land Use Planning Manager and adopted the following Resolutions with the changes as prq--Med by staff. Page 4 Charles Grimn, Principal Planner, gave the presentation on this item as rontained in the staff report, using a transparency of the location map showing the proposed site, and a wall map showing the nine wildings prqx,sed for this project. He stated the major problem staff had was the location. In response to a question, Mr. Grimn indicated that the existinq cannercial uses will be rroving out of that area eventually. All of them have been notified they m-e non-conforming uses and have different am,ritization periods. Chaiffllln Ralb:>tis opened the ?Jhlic hearing at 8:02 p.m. and issued the invitation to speak. Mr. Mu Eberhardt, 6405 Cam. Aralimink, La Jolla, the applicant, addressed the camtission descdbing the p~ project. Mr. Eberhardt stated this was not to be a tourist-type of hotel, wt to be for permanent residents. He described in detail the amnenities to be available to the senior residents in this ootel. He also explained there would be a mini-bus available to transport the residents to shopping other than that provided in the <D1plex. 'ttle <n1plex is planned to be self-sufficient and would oot create additional traffic to the nearby grocery stores, as they would have a central dining r<XIII, with oo kitchens in the individual units. In answer to (1lery, Mr. Eberhardt stated the wildings had been placed to help eliminate any ooise or runt>le fran the railroad. flir. Eberhardt stated that according to the staff report, there was a misunderstanding as to the type of project they were proposing. Mr. Bob Royce, 145 Chestnut, Architect oo the project, addressed the ca.nission, using the wall map, to indicate the type of wildings to be wilt, with lower buildings to the west to allow for views to the ocean and the parking lot proposed by the railroad track to act as a wffer. Mr. Don Agatep, 2956 Roosevelt, addressed the Caaiuim, stating senior citizens should be ronsiden!d in all f'0Ur llectims of the City and not just the dolfntown area. He alao stated there would be a oomaercial area at Poineettia and I-5 in the near future, ix-aibl.y before this project would be wilt. Mr. Agatep ooncll.ded, stating he felt the senior citisena llhou1d rot be denied the privilege of living oo the maat. Blnm oo one elee wished to speak m this matter, the public teetiaony wa ooncll.ded at 8:27 p.m. MINUTES January 2c;, 1984 Page 5 The Cannission discussed the proposed project at length, discussing the type of project proposed and the consensus of cpinion was that as described by Mr. Eberhardt tonight, the project ooes oot fit into any category, either as a resort hotel or a senior housing project. The Assistant City Attorney stated they had not reviewed this project, and l«>Uld like to look at the proposed project to determine the type of project. Following the Cannission discussion, the c!R)licant was asked whether he would prefer to have the project denied and appeal to Council, ()[' 1«>Uld he rather have the matter rontinued to oonfer with staff and determine the type of project and study the density problem and the future circulation problem. The c!R)licant stated he would prefer a oontinuance. The Planning Cannission oontinued CUP-239 -PACIFIC RIVIERA to February 22, 1984, to allow staff to have further input and determine the definition for the project, the density and future traffir. circulation, and possible oonditioos. ~TIOO I'l't)I Mike Holzmiller, Land Use Planning Manager, asked the Camdssion to view wall charts on a1 informational item regarding the Vista/Santa Fe project.. The Ccmnissiooers viewed the maps and ananurously agreed there was oo problem with this request to change the lot lines and reduce the size of thP. units.
