ROLL CALL Present: Chairperson Montgomery, Commissioners Anderson, Black, Rodman and Segall Absent: Commissioners Goyarts and Siekmann Staff Present: Don Neu, City Planner Heather Stroud, Deputy City Attorney Farah Nisan, Administrative Secretary Paul Dan, Associate Planner Corey Funk, Associate Planner Daisy Hernandez, Senior Office Specialist Michele Hardy, Senior Office Specialist Jason Geldert, Engineering Manager Chairperson Montgomery directed everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA None. PLANNING COMMISSION PUBLIC HEARING Chairperson Montgomery opened the public hearing and asked City Planner Don Neu to introduce Agenda Item 1. 1. CDP 16-29 (DEV16035) -LINCOLN RESIDENCE -Request for approval of a Coastal Development Permit to allow for the demolition of an existing single-family residence and construction of a new 3,772 square foot two-story single-family residence, a 1,262 square foot basement, an 884 square foot attached garage, and a 280 square foot roof deck within the Mello II Segment of the city's Local Coastal Program located at 5198 Shore Drive within Local Facilities Management Zone 3. The project site is within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(a), construction of a single-family residence, of the state CEQA Guidelines. Mr. Neu introduced Agenda· Item 1 and stated Associate Planner Paul Dan would make the staff presentation. Mr. Dan made the presentation and stated he would be available to answer questions. Planning Commission Minutes March 21, 2018 Page2 Chairperson Montgomery asked if any of the Commissioners have ex parte communications to disclose for this item . Seeing none, he asked if there were any questions of staff. Seeing none, he asked if the applicant wished to make a presentation. Dave Firth, 349 Third Street, Laguna Beach, stated that he would be available to answer questions or concerns. Chairperson Montgomery asked if any member of the audience wished to address Agenda Item 1. Seeing none, he closed public testimony. MOTION ACTION: Motion by Commissioner Rodman and duly seconded by Commissioner Black that the Planning Commission adopt Planning Commission Resolution No. 7291 approving Coastal Development Permit CDP 16-29 based upon the findings and subject to the conditions contained therein. VOTE: 5-0-2 AYES: Chairperson Montgomery, Commissioner Anderson, Commissioner Black, Commissioner Rodman and Commissioner Segall NOES: None ABSENT: Commissioner Goyarts and Commissioner Siekmann Chairperson Montgomery closed the public hearing on Agenda Item 1, asked Mr. Neu to introduce the next item and opened the public hearing on Agenda Item 2. 2. ANNUAL HOUSING ELEMENT PROGRESS REPORT FOR JANUARY 2017 THROUGH DECEMBER 2017 -An informational presentation on the status of housing production and Housing Element program implementation for Carlsbad during 2017. Mr. Neu introduced Agenda Item 2 and stated Associate Planner Corey Funk would make the staff presentation. Mr. Funk made the presentation and stated he would be available to answer questions. Chairperson Montgomery closed the public hearing on Agenda Item 2. COMMISSION COMMENTS Commissioner Rodman stated that she will resign from her position as Vice Chair. CITY PLANNER COMMENTS Mr. Neu notified the Commissioners of the travel log to the conference. CITY ATTORNEY COMMENTS None.
