HomeMy WebLinkAbout2019-11-06; Planning Commission; MinutesPLANNING COMMISSION Nov. 6, 2019 6 p.m. CALL TO ORDER: 6:01 p.m. City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ROLL CALL: Luna, Anderson, Geidner, Meenes, Merz, and Stine Lafferty absent PLEDGE OF ALLEGIANCE: Commissioner Meenes led the Pledge of Allegiance PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None. PLANNING COMMISSION PUBLIC HEARING: Chair Luna directed· everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. Chair Luna opened the public hearing for Item 1. 1. CDP 2019-0016 (DEV2019-0112) -BERGER ADDITION -Request for approval of a Coastal Development Permit for a 404-square-foot, one-story addition to an existing 2,440-square-foot, one-story single-family home on property located at 4981 Via Marta within the Mello II segment of the city's Local Coastal Program and Local Facilities Management Zone 1. The project site is within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Sections 15301(e){1) - Existing Facilities. City Planner Neu introduced Agenda Item 1 and stated Associate Planner Harker would make the staff presentation (on file in the Planning Division). Associate Planner Harker gave the staff presentation. DISCLOSURES: Commissioner Geidner stated she drove by the site. Commissioner Meenes stated he drove by the site and there was one individual on the sidewalk who made a comment to him, and he said he was just looking at the site. Sam Wright, the applicant, spoke and said he is available to answer any questions the Commission has on the project. Chair Luna opened the duly noticed Public Hearing at 6:07 p.m. Seeing no one wishing to speak, she closed the Public Hearing at 6:07 p.m. Planning Commission Minutes Nov. 6, 2019 Page2 Motion by Commissioner Geidner, seconded by Commissioner Anderson, to adopt Resolution No. 7350. Motion carried, 6/0/1 {Commissioner Lafferty absent). 2. CDP 2019-0019 (DEV2019-0126) -BODINE RESIDENCE ADDITION -Request for approval of a Coastal Development Permit for the addition of 216 square feet to an existing single-family residence located at 525 Chinquapin Avenue within the Mello II Se~ment of the city's Local Coastal Program and Local Facilities Management Zone 1. The project site is within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15301-Existing Facilities, of the state CEQA Guidelines. City Planner Neu introduced Agenda Item 2 and stated Associate Planner Danna would make the staff presentation (on file in the Planning Division). Associate Planner Danna gave the staff presentation. Chair Luna opened the duly noticed Public Hearing at 6:13 p.m. Seeing no one wishing to speak, she closed the Public Hearing at 6:13 p.m. PLANNING COMMISSION DISCUSSION: Commissioner Stine commented he is in support of the project. Motion by Commissioner Stine, seconded by Commissioner Meenes, to adopt Resolution No. 7351. Motion carried, 6/0/1 {Commissioner Lafferty absent). PLANNING COMMISSION REPORTS COMMENTS: Commissioner Geidner commented the minutes format is too abbreviated and it does not seem to capture the amount of discussion that took place. City Planner Neu shared that staff has been working with the City Clerk Services Manager on transitioning to summary minutes. He stated all the Boards and Commissions have been asked to move to summary type minutes. He also stated that if the commissioners have specific things they would like added, staff could consult with the clerk. Commissioner Anderson thanked the Carlsbad students for coming to the meeting. Commissioner Meenes encouraged the students to come back. Chair Luna commented she provided a San Diego Union Tribune article to the Commissioners regarding the City of Encinitas limiting the location of 5G cell antennas in fire hazard areas, residential zones, and school areas. Planning Commission Minutes Nov. 6, 2019 Page 3 City Planner Neu stated staff is working on City Council Policy 64 the Wireless Communication Facility Policy. The council policy is being updated to reflect the federal law changes and will return to council. He stated that the City Attorney's Office does consult with Attorney Robert Tripp May who has a specialty in this area, and he is mentioned in the San Diego Union Tribune article. Commissioner Stine asked if the Wireless Communications Facilities Policy will come before the Planning Commission for review before it goes to City Council. City Planner Neu stated that it is a Council policy and it normally goes directly to Council for their feedback and adoption or amendment. He stated staff can come back at a future meeting and provide an overview of the revised policy. CITY PLANNER REPORTS: City Planner Neu reported an overview of the Local Coastal Program Land Use Plan update will be on the Nov. 20 agenda. He stated a final document would riot be complete until the beginning of 2020. He also stated there was a community workshop held on Tuesday, Oct. 29 and it was well attended.
