HomeMy WebLinkAbout2019-12-05; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: ARTS COMMISSION CARLSBAD ARTS COMMISSION MEETING Thursday, Dec. 5, 2019 City Council Chamber 1200 Carlsbad Village Drive, Carlsbad, CA 92008 CALL TO ORDER: Chair Laurenn Barker called the meeting to order at 9:00 a.m. ROLL CALL: Commissioners Barker, Chamberlain, Markovits, Schmidt, Snyder and White (Jadhav-Absent) STAFF PRESENT: Richard Schultz, Cultural Arts Manager Karen McGuire, Curator Laurette Garner, Community Arts Coordinator Jennifer Davidson, Senior Office Specialist Mimi Kim, Administrative Assistant APPROVAL OF MINUTES: Minutes of the Art Commission meeting of Nov. 7, 2019 Approved as amended, 6/0/1/0 (Jadhav-absent) PUBLIC COMMENT: None. ARTS COMMISSION WORKPLAN 2020 AND ORDINANCE: Manager Schultz requested that the Arts Commissioners review their workplan and ordinance before it goes to the City Council on Jan. 14, 2020. No changes to either document were proposed. MOBILE OUTREACH STRATEGY UPDATE: Manager Schultz reviewed the current staff research on the Mobile Outreach Strategy which was previously presented to the Carlsbad Library & Arts Foundation and the Carlsbad Friends of the Arts in consideration of future funding opportunities. 2020 COMMUNITY ARTS GRANTS FUNDING PLAN: Manager Schultz presented the proposed 2020 Community Arts Grants Funding Plan. Commissioner Snyder requested additional information on the process; Manager Schultz shared the information is available to the commissioners in the Cultural Arts Department. The commission voted to approve the Arts Organizations funding. Approved, 4/0/1/2, (Snyder and White abstained) The commission then voted to approve the Educational Institutions & Affiliated Groups funding. Approved, 4/0/1/2 (Chamberlain and Snyder abstained) Page 2 of 2 Arts Commission Minutes of the Dec. 5, 2019 Meeting CHAIR REPORT: Chair Barker is very pleased and impressed with the work that staff has accomplished this year. She added that there is increased community awareness of what is available, and events are being well attended such as during the guest artist residency with Ken Waldman and the recent Corvelles concert. She is looking forward to next year. CULTUAL ARTS OFFICE REPORT: Manager Schultz briefed the commissioners on a variety of topics: update on the vacant Public Arts Coordinator and Senior Office Specialist positions; meeting with Caltrans regarding public art opportunities; City Hall exterior safety and accessibility project impact on future meetings in the Council Chambers. In response to the ongoing onsite construction, the Arts Commission agreed to meet on Feb. 6, 2020 in the Council Chambers and revisit the topic at that time. COMMISSIONER COMMENTS/ANNOUNCEMENTS: Commissioners spoke of their ongoing community arts involvement and programs. Commissioner Chamberlain suggested drafting a letter to the City Council in support of the venue feasibility study. It was suggested that a letter might be better timed with a future discussion of a new City Hall site. Commissioner White announced that New Village Arts received grant funding for a lobby renovation. ADJOURNMENT: Chair Barker adjourned the meeting at 10:39 a.m.
