Motion carried 7 /0. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None PLANNING COMMISSION PUBLIC HEARING: Chair Anderson directed everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. Chair Anderson opened the public hearing for Item 1. 1. CDP 2019-0027 (DEV2019-0187)-FLOWER FIELDS RESTROOM -Request for approval of a Coastal Development Permit to allow for the construction of a 640-square-foot restroom building located at 5704 Paseo del Norte within the Mello II Segment of the city's Local Coastal Program and Local Facilities Management Zone 13. The project site is not within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(e) -New Construction or Conversion of Small Structures -of the state CEQA Guidelines. City Planner Neu introduced Agenda Item 1 and stated Associate Planner Danna would make the staff presentation (on file in the Planning Division). DISCLOSURES: Commissioners Geidner, Lafferty, Meenes and Chair Anderson disclosed they drove by the site. Associate Planner Danna gave the staff presentation. Chair Anderson asked if there were any members of the public who wished to speak on the project. Seeing none, she opened and closed public testimony.at 6:09 p.m. Planning Commission Minutes Jan. 15, 2020 Page 2 Motion by Commissioner Luna, seconded by Commissioner Meenes, to adopt Resolution No. 7356. Motion carried, 7 /0. 2. CUP 2019-0005 (DEV2019-0053) -JACK SIMON VINEYARDS -Request for approval of a Conditional Use Permit to allow for the conversion of use and operation of wine production and tasting, occupying 2,940 square feet of a 6,225-square-foot building, located at 3135 Tyler Street, within the Pine-Tyler Mixed-Use District of the Village and Barrio Master Plan, and within Local Facilities Management Zone 1. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Sections 15301(a), interior and exterior alterations of an existing structure, of the state CEQA Guidelines. City Planner Neu introduced Agenda Item 2 and stated staff is recommending that the item be continued to a date uncertain. Chair Anderson asked if there were any members of the public who wished to speak on the project. Seeing none, she opened and closed public testimony at 6:13 p:m. Motion by Commissioner Merz, seconded by Commissioner Stine, to continue the item off calendar. Motion carried, 7 /0. PLANNING COMMISSION REPORTS: Commissioner Lafferty provided an update from the Historic Preservation Committee, where she serves as an ex-officio member. CITY PLANNER REPORTS: City Planner Neu shared the Housing Element Advisory Committee will be meeting on January 16 for the first time and the joint meeting with City Council and other boards and committees will be on January 21.
