HomeMy WebLinkAbout2020-02-05; Planning Commission; MinutesPLANNING COMMISSION Feb.5,2020 CALL TO ORDER: 6:01 p.m. City Counci l Chamber 1200 Carl sbad Village Drive Carlsbad, CA 92008 ROLL CALL: Anderson, Geidner, Lafferty, Luna, Meenes, Merz, and Stine PLEDGE OF ALLEGIANCE: Commissioner Geidner led the Pledge of Allegiance APPROVAL OF MINUTES: Motion by Commissioner Stine, seconded by Commissioner Meenes, to approve the Jan. 15, 2020 meeting minutes. Motion passed 7 /0. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None PLANNING COMMISSION PUBLIC HEARING: Chair Anderson directed everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. Chair Anderson opened the public hearing for Item 1. 1. SDP 2018-0022 / HDP 2018-0006 (DEV2017-0225) -RESORT VIEW APARTMENTS -Request for approval of a Site Development Plan and Hillside Development Permit to construct a four-story, 26- unit residential apartment project which includes four inclusionary housir:ig units, on vacant property generally located along the west side of Viejo Castilla Way between Navarra Drive and Pirineos Way within Local Facilities Management Zone 6. The City Planner has determined that this project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15332 "In-Fill Development Projects" of the State CEQA Guidelines and will not have any adverse significant impact on the environment. City Planner Neu introduced Agenda Item 1 and stated Senior Planner Jones would make the staff presentation (on file in the Planning Division.) DISCLOSURES: Commissioners Merz, Meenes and Stine disclosed they walked the site. Commissioner Geidner d.isclosed she walked the site and looked at it on google maps. Chair Anderson disclosed she has driven by the site numerous times. Senior Planner Jones gave the staff presentation. Planning Commission Minutes Feb. 5, 2020 Page 2 John Allen, applicant, gave a presentation on the proposed project. Chair Anderson asked if there were any members of the public who wished to speak on the project. She opened public testimony at 6:50 p.m. Claire Cote, resident who lives near the proposed project, wanted to know who will be voting on the project. She asked who has visited the site. She stated the project does not belong in that area of town. She is concerned that the project will affect surrounding property values , decrease sun exposure to neighboring properties, and increase traffic. Maureen Watte/et, resident who lives near the proposed project, stated her community was not part of the outreach the applicant did. She is concerned about parking, the density, and the building heights. She stated her complex was developed in the early 1970's and they only have one assigned parking space per unit. She stated that most residents have more then one car and rely on street parking for their second vehicle. Megan Ling, resident who lives near the proposed project, stated the assisted living facility in the area does not have adequate parking and they utilize street parking. She is concerned the project will increase traffic in the area. Nicole Connors, resident who lives near the proposed project, stated the neighborhood is full of cars parked on the street. She stated the parking study did not cover peak parking times. She stated the neighborhood cannot handle the additional parking and she is concerned about evacuation in the event of an emergency. She stated she would like to see a smaller project and for the commission not to grant the density bonus that the applicant is requesting. Chair Anderson closed public testimony at 7:03 p.m. COMMISSION DISCUSSION Chair Anderson, Commissioners Meenes and Stine shared that State law is taking away more local control in relation to density unless the project fails to meet specific health and safety issues. They shared with the public that the city is bound by the regulations set by the State and that the applicant has the same opportunity to develop the parcel as others in the area. Commissioner Luna stated she has not heard any testimony that would adversely affect health and safety and pointed out the applicant made some concessions as a result of public input. Motion by Commissioner Luna, seconded by Commissioner Stine, to adopt Resolution No. 7358 Motion carried, 7 /0. PLANNING COMMISSION REPORTS COMMENTS: Commissioner Lafferty shared that the Historic Preservation Commission discussed the budget which included a 3rd grade art program and plaques that highlight cultural resources in the city. She shared an informational handout about sober living and group homes from the city workshop she attended. She shared The San Diego Organization Project will be holding an informational session on Affordable Housing and Legislation on Feb. 11, 2020 in Oceanside. Planning Commission Minutes Feb.5,2020 Page 3 CITY PLANNER REPORTS: City Planner Neu gave a brief overview of the travel plans for the upcoming planning commission conference in Sacramento. CITY ATTORNEY REPORTS: Assistant City Attorney Kemp gave a brief overview of the 34th annual UCLA Land Use and Planning Law Conference he recently attended.
