HomeMy WebLinkAbout2020-02-19; Planning Commission; Minutes City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Feb. 19, 2020 CALL TO ORDER: 6:01 p.m. ROLL CALL: Anderson, Geldner, Lafferty, Luna, Meenes, Merz, and Stine PLEDGE OF ALLEGIANCE: Commissioner Stine led the Pledge of Allegiance APPROVAL OF MINUTES: Motion by Commissioner Luna, seconded by Commissioner Meenes, to approve the Feb. 5, 2020 meeting minutes. Motion carried 7/0. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None PLANNING COMMISSION PUBLIC HEARING: Chair Anderson directed everyone’s attention to the slide on the screen to review the procedures the Commission would be following for that evening’s public hearing. Chair Anderson opened the public hearing for Item 1. 1. CUP 2018-0014/ SUP 2018-0009 / V 2018-0007 (PUB2018-0010) – FIRE STATION NO. 2 & CUP 2019-0034/ CDP 2019-0030 (PUB2018-0010) - FIRE STATION NO. 2 TEMPORARY LOCATION - Request for: 1. Adoption of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program; 2. Approval of a Conditional Use Permit (CUP), Special Use Permit (SUP) and Variance to replace Fire Station No. 2 with a new 10,782-square foot, two-story fire station at 1906 Arenal Road; and 3. Approval of a CUP and Coastal Development Permit (CDP) to install a temporary 1,600 square-foot tent to house the apparatus and ambulance and a 1,782 square-foot portable trailer to house the firefighters, all enclosed by a screened chain link fence at 1775 Dove Lane in the northern parking lot of the Dove Library. City Planner Neu introduced Agenda Item 1 and stated Senior Planner Donnell would make the staff presentation (on file in the Planning Division). Senior Planner Donnell gave the staff presentation. DISCLOSURES: Commissioners Luna ,Merz, Lafferty, and Stine disclosed they drove past the permanent site. Planning Commission Minutes Feb. 19, 2020 Page 2 Commissioner Geldner disclosed she drove by and walked around near the permanent site and watched traffic around the temporary site. Commissioner Meenes disclosed he visited the permanent and temporary site. Chair Anderson disclosed she drove by the permanent site and viewed all Carlsbad fire stations on google maps. Chair Anderson asked if there were any members of the public who wished to speak on the project. Seeing none, she opened and closed public testimony at 7:35 p.m. Chair Anderson and Commissioners Meenes, Geldner, Stine, Lafferty, Merz, and Luna shared concerns about the proposed configuration of the traffic signals. They are concerned about the safety of the fire trucks pulling out onto El Camino Real and that some vehicles may get stuck in between the traffic lights. Engineering Manager Geldert, Senior Planner Donnell, Battalion Chief Evonsion and Transportation Director Frank explained the operation of the proposed traffic signals to include if a car was to get stuck in between the lights during an emergency. Transportation Director, Tom Frank, stated the design of the intersection complies with state guidelines. Battalion Chief Evonsion explained that fire trucks currently back into the bays off of Arenal Road and that it is not ideal. He stated that impatient drivers will go around the apparatus as it is trying to back into the bay creating dangers for personnel who are guiding the truck. He stated the proposed entrance on Arenal and exit on to El Camino Real is a safer design for the public and fire personnel. Commissioner Meenes suggested that highly visible fire station identification signage be installed southbound and northbound in the median of El Camino Real and landscape improvements be installed on the city owned flag lot portions of the site. Commissioner Lafferty shared concerns about the flag lot portion not being developed, the interior design dimensions, materials being used, and the environmental impact the construction will have. Commissioner Geldner, Stine, Merz and Meenes stated support for the project. Chair Anderson stated she cannot make the findings for the variances and modifications that the city is requesting. She stated she does not support the project. Commissioner Luna shared concerns that the station design and location is not reflective of the neighborhood or community. She stated the architecture, livable features, and environmental attributes pale in comparison to others fire stations in the city. Motion by Commissioner Stine, seconded by Commissioner Merz, to adopt Resolution No. 7359, 7360, and 7361. Motion carried, 5/2 (Chair Anderson and Commissioner Luna no.) PLANNING COMMISSION REPORTS COMMENTS: Senior Planner Donnell gave a brief update of the Housing Element Advisory Committee’s recent meeting.
