Due to lack of legal quorum, the meeting tiras adjourned at 7:35 P« M* Respectfully submitted, WILLIAM GUBVAKA, Secretary Public Works Commission, MINUTGS OF REGULAR MEETING OF PUBLIC UORKS COMMISSION April 16 f 1959 Meeting called to order at 7*35 P*-M* by Chairman Groin, Present besides the .-Chairman'were Commissioners Lull, Guevara, Kelley, and Law son; City Manager Palkoxtfski, and Councilman Grober. Absents Commissioners Hed- rick and nolzenberg» It was noved by Comm, Lawson, seconded by Comm» Kelley, that reading of minutes of the meeting of March 12, 1959, be dispensed with. All ayes, motion carried* The minutes were accepted as submitted. Chairman Crom asked opinions of members present as to whether a letter should be addressed to the City Council further clarifying and explain- ing the thinking of the Commission in submitting its recommendations re: the proposed public improvement program* Some members felt some mis- understanding may exist which a letter to t he Council, possibly ivith copies available to the press, might clear up« The City Manager stated he felt the Council had understood and accepted the Commission's recommendations as he and the City Engineer had been in* strueted at the last Council meeting to proceed with a study of the pro- posed ballot, covering all issues recommended except streets, which were excluded due to possible complication of 1911 Act projects now in progress. He reported on a conference with O'Melveny & Myers, bond attorneys of.Los Angeles, wherein they strongly advised against attempting a joint elec- tion with the school district and recommended that a great deal of ground work be done and the public thoroughly informed before the election is attempted; suggesting: that a date in late August or early September would be most favorable for psychological reasons0 Cmn, Grober stated he is in favor of including all issues, and urged all haste possible in setting up the election before the school bonds are re-submitted to the public* After further discussion, it was agreed that no letter of clarification is necessary at this time. Coming Kelley suggested that the Commission immediately adopt a policy of tabling to the next regular meeting any new business brought before it, to allow members to thoroughly study and evaluate the matter before tak- ing any formal action* The Chairman and all members heartily agreed to adopt such a policy,, Chairman Crora referred aserabers to Ordinance #1061 setting up the Public Works Commission, and particularly to Section 7j paragraphs (a) through (si), outlining its duties, powers, and limitations, to refresh thsir raemorie@ as to the Conunissiozi*3 proper function* The Chairman announced that the next regular meeting of the Commission will be held May 21st* 1959.
