H. Fairchild, chairman of liaison committee for Regional Sewage Disposal0 Minutes of the regular meeting of April 16th were approved as submitted,, WRITTEN CORRESPONDENCE: Memorandums from Carlsbad City Council: (1) Letter from Rildan, Inc0, and Laura Ma Steiger to the City Council protesting and asking release from annexation to Carlsbad of Steiger property, unless sewer and water facilities providedo Tabled for future study0 (2) RE: cross street from State to Madison between Grand and Lagunao During discussion, Comm0 Lull strongly recommended that such a street should continue beyond Madison and connect to Home Avenue, opening up that areao He stated only three dwellings would be affected,, It was proposed and agreed that Commissioners meet with the City Engineer and members of the Planning Commission, preferably a week from this date, to go over the ground and evaluate the feasibility of the plan0 (3) RE: acquisition of all dedicated right-of-way for Washington Street, Tabled for further study0 (4) RE: Sewer Liaison Committee0 The Chairman read a letter from Dr« Fairchild re: purpose of the committee — i« e<>, to work closely with the official families of Oceanside, Carlsbad and Vistao Dr. Fairchild was present and gave a brief history of Carlsbad's present sewage plant, explaining past, present and anticipated problems in connection with the existing system,, He strongly recommended regional planning for sewage disposal as the ultimate solution but recognized Carlsbad's need for in- terim planning, complimenting Mr0 Jenken's plan but stating he would like to see the outfall extended 3600 feet into the ocean to avoid beach pol- lution o Mro Dennis 09Leary, executive secretary of the State Water Pollution Board, urged that serious consideration be given at this time to regional sewage disposal, realizing that Carlsbad is faced with three situations: (a) current problems; (b) consideration of regional system which must ultimately come into being; and (c) the interim periods He stated that the present plant is violating the waste discharge requirements set up by the State and in its present state is actually incapable of meeting the requirements - that as a result there is a possibility of the beach being quarantined,. He stated that any plan to remove effluent from the lagoon would be highly favored by the State Watar Pollution Boardo He pointed out that regional planning would permit use of natural topography instead of political boundaries — an obvious advantage* Mr» Jenken was questioned as to plans to meet immediate sewage needs of the City of Carlsbad and stated any such plans would be drawn by competent consulting engineers? but that any plant installed would be planned to utilize ef- fluent for irrigation purposes0 There was come discussion as to Increase In ths mosquito artd fctu.^ growth problem., due to the fertilising off eat- of effluent discharged into the Buena Vista Lagoon^, Mr0 Bott stating that the affluent at present reaching the iagoca ©aeh year contains the equivalent of 920 tens of commercial fertilizer* H®5 likewise^, urged that Carlsbad gi strong consideration to participating in the Horth County regions! plasiningo -Frank Curry of Curry Engineering Company^, Sara Bernardino, stated th th© shorter the transport and sooner sewage is treated, the less odo and the better the treatmesito He stated he would like an to talk to the Carlsbad City Planning Commission o Carl Lough, speaking on the subject of a general obligation bond for construction of sewer facilities, stated he definitely felt the cost should be borne by property owners outside Improvement Districts #1 an>,d %29 as those within the districts are already serviced by sewer and burdened by its cost; that later, as the old plant becomes inoperative, these people could be put on the sam© service charge of 50$ per toilets Lull commented that he would like to soe that drainage system planned to impound all storm drainage into Buena Vista Lagoon0 Mr0 Kay Kalicka, Carlsbad property owner, expressed impatience at the State's lack of action, stating he felt the State should force cities to take positive action and show them what to do in cases of critical need, rather than just reminding them of their problems*, Mr» Bott re» plied that any technical assistance rendered could be construed as com- petition with private engineering firms and is not permittede The meeting was adjourned by proper motion at 9? 06 P.
