Place of Meeting: Harding Community Center Multi-Pur ose Room COMM~IONERS CALL TO ORDER: The meeting was called to order by Senior Citizen Coordinator Sue Spickard at 9:00 A.M. ROLL CALL: Present - Commissioners Gast, Hoskin, and Mitchell. Absent - Commissioners Ritchie and Cochran. Staff Present - Sue Spickard, Senior Citizen Coord. David Bradstreet, Parks h Marty Orenyak, Building h Recreation Director Planning Director Commissioner Gast was nominated as Chairperson for this meeting in the absence of Chairman Cochran. SITE COMMITTEE REPORT: Commissioner Hoskin gave the site committee report. He explained the goals of the committee and the guidelines they used for locating a site for a senior citizens facility. Their recommendation is to use the present location on Harding Street. He explained that the existing facility would be demolished and a new building with adequate parking would be erected on this site. The alley would be vacated and the property to the north up to the Jack-in-the-boxwouldbe acquired and leveled. Hugh Vickery addressed the Commission. He was concerned that the seniors might have to share the building with the City. Mr. Vickery felt that the building should be leased from the City for 99 years and that the Senior Citizens Association would have complete control. Dave Bradstreet offered his interpretation regarding ownership of the Senior Citizen facility. He said it would be the senior's facility under the umbrella of the City. The senior citizens would be part of the Parks Ti Recreation Department and Sue Spickard would be responsible for the administering of the program. The Senior Citizen Commission's job is to make recommendations and give advice on policies. He explained what the monies in the General Fund, Public Facility Fee, and Park-In-Lieu accounts are used for. Mr. Bradstreet said he was in favor of the Site Committee's recommendation to use the Harding Street location. Marty Orenyak stated that Block Grant funds are available for the Redevelopment area.
