HomeMy WebLinkAbout1985-12-05; Senior Commission; MinutesMINUTES Meeting of: SENIOR CITIZEN COMMISSION Date of Meeting: December 5, 1985 Time of Meeting: 6:OO p.m. Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: The meeting was called to order by Chairman Cochran at 3:OO p.m. ROLL CALL: Present: Commissioners Cochran, Gast, Hoskin, Mitchell and Ritchie. Absent: None. Staff Members Present: Sue Spickard, Senior Citizen Coordinator Dave Lkadstreet, Director, Parka h Recreation MATTERS FROM THE PUBLIC: No one from the audience wished to speak before the Commission. APPROVAL OF MINUTES: The Minutes of the Meeting held November 7, 1985, were approved as presented. COMMITTEE REPORTS: A. Program Committee Commissioner Gast reported there will be a program on Friday, December 20, 1985, with entertainment by the Warblers and refreshments. Dance in February, with a further report to be made at the next meeting. Mrs. Gast stated the china paintlng classes may begin in January and announced the health screening is off to a good start. She asked for names of volunteers to help with the classes, inc!uding a tdscher for the bridge classes. There are plans for possibly a Sweetheart B. Mrs. Spickard reported she had agreed to serve on the Board of the North County Seniors in Action. plans for activities to start in January, 1986. Commissioner Hoskin asked who would make the presentation of the site study proposal to Council, and Mrs. Spickard answered that Dave Bradstreet would make the presentation. Dave Bradstreet, Director of Parks and Recreation, clarified the position of the Senior Citizen Commission, stating they are under the Parks and Recreation Department, and protocol calls for the Director of a Department to give reports to Council. Commissioner Hoskin stated he thought the Commission reported directly to Council, and, if so, he felt the Commission should make the report to Council. Mayor Casler stated the Commission does report to Council, and if they preferred to give the report, that would be acceptable. Chairman Cochran stated the Commission would prefer to give the site study proposal report directly to Council. Commissioner Hoskin to make that report. She reported on He asked ADDITIONAL BUSINESS: Commissioner Hoskin commented that there is a need for a public relations program to let the seniors of the area know about the senior activities going on now and those planned. Chairman Cochran stated he would make a report on that at the next meeting. Dr. Howard Harmon, President of the Senior Citizens Association, spoke about the responsibilities of the Commission and the Senior Citizens Association and the Parks and Recreation Department. agreement between the City and the Association the division of responsibilities. Chairman Cochran stated he would explore this matter with the Director and follow up with a report, if necessary. Dave Bradstreet, Director of Parks and Recreation, stated that the Senior Citizen Commission answers to the City Council. Sue Spickard is an employee of the Parks and Recreation Department. That Department now has two Commissions, the Senior Citizen and the Parks and Recreation. He further stated the Senior Citizens Association and the Senior Citizen Commission wuuld work together to impleme- the senior activities. He concluded, stating that if the seniors desired to change the present agreement between the City and the Association, they should all work together to do that.
