HomeMy WebLinkAbout1986-07-03; Senior Commission; MinutesMINUTES Meeting of: SENIOR CITIZEN COMMISSION Date of Meeting: July 3, 1986 Time of Meeting: 3:OO p.m. Place of Meeting: City Council Chambers COMMISSIONERS \I CALL TO ORDtR: Chairman Cochrdn called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Commissioners Cochran, Hoskin and Van. Absent: Commissioners Gast and Ritchie. Staff Member Present: Sue Spickard, Senior Citizen Coordinator MATTERS FROM THE PUBLIC: No one present desired to speak to the Comnission. WPROVAL OF MINUTES: The Minutes of the Meetlng held June 5, 1986, were approved as amended: Page 5, Comnissioner Hoskin stated he thought he made a motion regarding Commissioner Mitchell. The last sentence of the last paragraph under Items for the Next .Agenda, the word "ideals" should be changed to "ideas". APPROVAL OF AGENOA: The Agenda was approved as presented. OLD BUSINESS: A. Association Volunteers and Commission Joint Meetin9 Conmissioner Hoskin inquired about the joint meeting, and Sue Spickard stated Dr. Harmon would discuss this further after the new Board Member was selected. She stated she would meet with the volunteer connittee of the Association, on Thursday, at 1:OO p.m., in the Multi- Purpose Room. NEW BUSINESS: A. Legislative Comnittee Appointments Sue Spickard stated this item was not on the Agenda at the last meeting, and a motion to develop a Legisldtive Committee could not be made at that time. Senlor Citizen Comission voted to develop a Legislative Comi t tee. Chairman Cochran stated he mwld appreciate any input anyone has for a representative to that Comnittee. With the permission of the Commission, he stated he wanted to bring this matter to the attention of the City, with the thought of having the City represented on the Comnittee. That would give this Commission contact with someone cognizant of the money coming into the City for activities where there is senior citizen particLpation. It was recommended this person be someone from the City Manager's office, perhaps Ray Patchett. Guidelines for Presentations Sue Spickard referred to the Draft for Presentations, stating there are many people wanting to make presentations to the seniors. Those presentations are not always welcome, and can become dnnoying, especially at lunch time. She added the thought was to eliminate any presentations at lunch time and allow only those the seniors indicated an interest In hearing. Chairman Cochran stated he felt no one should appear at the luncheon time for a presentation unless approved by the Mdndger and the Board of the Association. Commissioner Hoskin stated the Association should make that decision dnd this Commission should not. be involved. Mrs. Spickard stated the nutrition program is the Association's responsibility. However, it is held in a facility that belongs to the City. She further stated she is trying to develop these guidelines in cooperation with the Association and has talked with the new Manager to have the same guidelines for both groups. Chairman Cochran stated he felt this also applied to this Commission, inasmuch ds there are requests to appear before this group with presentations. He felt the Commlssion should have guidelines also. Commissioner Hoskin suggested having the Association approve guidelines and then submit them to this Commission for their approval. Mrs. Spickard stated this Is a draft and she would welcome Commission Input. Also, she hoped there would be input at the joint meeting. Mrs. Spickard stated she has drafts of other guidelines, including political activities at the Senior Center. The Association requested a policy be written on that. This was accidentally given to the Association before this Conmission saw it. The Association was asked to review this and this Commission would review and have a joint meeting and approve the policy jointly. Conmission discussion determined that everyone asking to present a program to the seniors is, in fact, selling something. The politicians are selling themselves and their candidacy. C. Trip Policy Mrs. Spickard referred to the Draft Trip Policy attached to the Agenda. She asked the Commissioners to review this and give their comnents. I , i MINUTES 3uly 3, 1986 SENIOR CITIZEN COMMISSION Page 3 COMMISSIONERS Mrs. Splckard stated there is d waiver that each person signs, and the Clty Attorney is reworking that waiver to make it stronger. She said they do try to use only reputable bus firms. On the subject of Pollctes, Chalrman Cochran stated anyone comlng to speak before any meeting of seniors should be screened. Commissioner Hoskins added that lt should also be someone the seniors want to hear. Commlssioner Van stated he had given d radio interview to Update the Senior Center project. Mrs. Spickdrd added Chairman Cochran was not available and Commissioner Van graciously agreed to do the intervlew. COMMITTEE REPORTS: Program Mrs. Splckard reported she met with Commlssloner Gast last week and developed Purposes and Goals for the Program Committee. Commissioner Gast is getting Members for the Committee. There will be a meeting of the entire Committee during 3uly. Mrs. Spickard stated she wished to present the guidelines to them at that time. Commissioner Hoskin inquired about the questionnaire, and Mrs. Spickard answered they are still working on this. We The Commlsslon will have an 8. Feasiblllty Study Comnittee Commissloner Van reported on the Pine Street site for the Senior Center and the present status of that project. . Commissioner Hoskin added both the Council and the School Board have committed themselves to proceed wlth the Pine Street proposal. Cornittee was defunct. Chairman Cochran stated he felt the Comlttee should exist to attend the meetlngs on the Senior Center and keep this Commission informed of the progress. Commissioner Hoskin commented that eventually down the road a few years the seniors might want more space at the Pine Street facility, and he wondered what would happen then. He felt the seniors should not be limited to that space and the possibllity of the School Board saying "That's all you get". seniors. It may be necessary to provide buses for the seniors to get them to the Senior Center. Chairman Cochran stated there will soon be State and Federal legislative bills to make small huses affordable for senior centers to help get the people into the centers. He added he would bring in literature from the Escondido Center on this matter. SENIOR CITIZEN COORDINATOR'S REPORT: Sue Splckard stated thdt staff will be trying to get programs out lnto the comnunity. A program at Levante Center is being considered. She explained the senior trust fund, stating it was not truly a trust fund, but merely an accounting term used to designate a category where donatlons could be put to keep them intact. Those funds would stay there for use by the senior citizens. Commission discussion determined the matter of responsibility for fund-raislng will be a topic to be discussed at the joint meeting of the Association and Commission. Sue Splckard stated the Historical Society is planning a 1987 year of celebration. It was first stated as a "centennidl", hut it 1s not a centennlal because of the incorporation of Carlsbad in 1952. She thought the seniors might want to be a part of that celebration. Chalrman Cochran stated he felt the senlors would want to be a part of any celebration that was planned. Mrs. Spickard will pursue that. Sue Spickard stated a brochure is belng developed to explain senior activltles. Kathy Wflkinson, Secretary, has left the Senior Center to work as the Department Secretary, there is no clerical support at the present time. Sue Spickard reported on recent trips and others planned for the future. She concluded her report, stating the meeting with Council will probably be sometime the latter part of August. CARLSBAD SENIOR CITIZENS' ASSOCIATION LIAISON REPORT: Commissioner Van reported on the election of the Board of Directors. He stated the Association 1s worklng on by- laws.
