Meeting of: SENIOR CITIZEN COMMISSION

CALL TO ORDER:
Vice-Chair Ritchie called the Meeting to order at 8:30 a.m.
ROLL CALL:
Present: Commissioners Ritchie, Gast, Hoskin, and Van.
Absent: Commissioner Cochran.
Staff Member Present: Sue Spickard, Senior Citizen

NEW BUSINESS:
A. C.S.C.A. Management Services Contract Proposal
Vice-Chair Ritchie stated the purpose of the meeting was to
consider the C.S.C.A. Management Services Contract Proposal.
The proposal would involve contracting with the City of
Carlsbad for Managment Services. Vice-Chair Ritchie
questioned which of the Association services would be managed
through this management services contract with the City.
Mrs. Spickard explained that the proposal is for the
transportation, nutrition, Mobile Meals, and newsletter programs. However, the newsletter may have to remain as
managed by the As'sociation as will the Bingo programs.
Mr. Patchett was asked to explain the concerns regarding
the newsletter. He explained that the newsletter is a
publication of the Association. Additionally, the
newsletter is funded in part through the selling of
advertising which could pose difficulty for the City.
Mr. Castner stated that the purpose of the Manager was to
supervise subordinates and see that the newsletter was put
out in a timely manner, not to control the newsletter. He further stated that the program would run smoother and be
better coordinated with one Manager and that would be
better for all seniors.
Mr. Castner expressed that the Manager's position with
the Association was a "dead end" job.

Mr. Patchett indicated that the City will, if the Commission
directs staff to do so, prepare a proposal to the Association
for the management of their programs. This proposal will
include staffing, liability, as well as other issues which
must be addressed.

Commissioner Hoskin questioned what funds were utilized to
pay the previous Association Manager.
Mr. Castner explained that through the Association's contract
with the Area Agency on Aging, they received approximately
$17,000 from the A.A.A. and that the Association augmented
that salary bringing it to approximately $22,500. Mr.
Castner stated that if necessary, the Association would
pay the City that amount for management services.

Commissioner Van reported that the City of San Marcos has a
Manager, Nutrition Xanager and volunteers who oversee the
program. The Manager has overall responsibility and the
Xutrition Manager oversees the Nutrition Program. He also
reported similar observations from the City of Vista.
Mr. Castner indicated that a one-month deadline was given
to the Association by the Area Agency on Aging to take
action on the employment of a Manager and the Management
Services Contract with the City. He went on to express
that he perceived that this management services contract
would have a clause in it whereby either the City or the
Association could pull out within a given time frame should it not work out to the satisfaction of either.
Commissioner Hoskin questioned whether this proposal would
be added as part of the contract already signed between
the Association and the City.
Mrs. Spickard stated that it could be amended to the present
contract or a separate contract pertaining oniy to Management
Services could be drafted.
MOTION ON PROPOSAL:
Commissioner Van moved that City staff develop a Management Services Contract proposal as soon as possible.
Commissioner Gast seconded the motion.
