APPROVAL OF MINUTES: The Minutes of the Regular Meet were approved as presented. \kY 9 CALL TO ORDER: Chairman Van called the Meeting to order at 3:OO p.m. ROLL CALL: Present - Commissioners Van, Cochran, Hoskin and Ritchie. Absent - Commissioner Cast. Others Present: Sue Spickard, Senior Citizen Coordinator Dave Bradstreet, Parks and Recreation Director MATTERS FROM THE PUBLIC: Chairman Van read a letter addressed to the Commissioners from Robert Collet, Vice Chairman of the Nutrition Project Council, and food server at the Senior Center. Mr. Collet feels he is being treated unfairly and asked the support of the Senior Citizen Comnission. Mr. Collet would now have to cover his beard if he desired to work in the kitchen. This was brought about by a new set of kitchen procedures adopted by the Board of Directors of the Association. Conrad Crocholski, Chairman of the Nutrition Project Council, supported Mr. Collet's position and addressed the Commission in his behalf. Chairman Van sumnarized the situation existing at the Senior Center, stating the feelings are running a little high on the part of the Board and Nutrition Project Counsel. He concluded this summarization by askina whether this Commission felt the Comnissfon should express an opinion. Comnissioner Cochran stated he had a very definite answer, and that answer was "no" . This Commission is an advisory Commission to the City Council on activities that benefit seniors. He felt very strongly the Commission could not in any way interfere with the operation of the corporate structure of the Senior Citizens Association. Commissioner Hoskin concurred, stating this Comnission was not a supervisory board. Senior-Citizen Coordinator Sue Spickard stated this Commission had been assigned by the Clt) Council to oversee and advise on services and activities for seniors in Carlsbad. Under the contract the Association has with the City, the Nutrition Program as well as the mobile meals, are the responsibility of the Sen@r-Citizens Associat Lon. - Commissioner Cochran commented if the Commissioners did anything on an individual basis, that would be considered - ng held Sep ember 4, 1986, Van Coch ran Hoskin Ritchie MINUTES November 6, 1986 SENIOR CITILEN COMMISSION Page 2 COMMISSIONERS APPROVAL OF AGENDA: Chairman Van asked to add an item under New Business as follows: To discuss attendance of Sue Spickard at a Leadership Conference. The Agenda was approved as amended by unanimous consent of the Comnission. NEW BUSINESS: A. Pine Street School Site Historic Designation Chairman Van stated he had attended a meeting of the Historic Preservation Comnission on October 20, 1986. The Commission examined and discussed the six historical sites they want to preserve. Depot, Carrillo Ranch, Magee House, the Capp House, Carlsbad School District Site and Calavera Hills Site. Chairman Van reported the Historic Comnission does not want the building at the Pine Street School Site to be razed. They want to retain the exterior and modify the interior of the building. The five Commissioners felt very strongly about this. This matter was brought up at the School Board meeting on October 22. attended that School Board meeting and some of the Historic Commission Members were granted permission to speak at that tine. The Chairman of the School Board said the City Council had taken no action on the Pine Street proposal and there was nothing to discuss. read the letter into the record from Thomas Brierley, District Superintendent of the Carlsbad Unified School District, dated October 13, 1986, regarding the Pine Street school site. Those sltes are the Railroad Chairman Van Chairman Van Commissioner Hoskin commented it had been agreed to go along with placing a plaque to designate the site. Dave Bradstreet, Director of Parks and Recreation, addressed the Conmission stating there is another project, Calavera Hills, that has a cistern and some trees where the cormunity center building is to be located. Mr. Bradstreet stated the Historic Preservation Commission had been t$d their request to retain the cistern could not be done. A plaque would be placed in the Comnity Center designating this as a historical site. He stated the Commission is advisory and is charged with finding sites in the City that are of historical interest and recommending the designation of those sises. . Commissioner Hoskin comnented that once ttie property -owner has indicated they will not give their consent, he- understood that made the designation as a historical site a dead issue. He felt this Conmission should pass a resolution stating their opposition to the action of retaining the school building at the Pine Street school site as a historical site. Sue Spickard stated the School Board had proposed a joint meeting with this Commission, the School Board and the Historic Preservation Comnission. -a -- MINUTES NEW BUSINESS: (continued) Commissioner Hoskin made a motion to have the Senior Citizen Commission express opposition to the District Office of the School Board at 801 Pine Avenue being designated as a historical site. The motion failed for lack of a second. Chairman Van asked this item be placed on the Agenda for the next Senior Citizen Commission meeting. 8. SANDAG Proposal - Outreach Survey Sue Spickard stated she had submitted a copy of the letter dated August 29, 1986, addressed to her from SANDAG, giving a list of costs for the survey. SANDAC would conduct the survey. The purpose of the survey Rould be twofold: to find act the needs of the seniors in the community of Carlsbad, and to help staff and the Commission plan programs and items that should be available at the new Senior Center. Secondly, this would be a means of outreach. The survey would come before the Commission to be reviewed. Mrs. Spickard stated the survey would be in both Spanish and English. Mrs. Spickard explained the survey that Conmissioner Gast is working on involves finding out where people came from and what their interests are, with a map showing the origin of all the members. that SANDAG would do, inasmuch as this survey is less personal and would be used as a planning tool in providing services for long-range planning. This survey would be for all senior citizens in the area, not just those belonging to the Association. be approved by the City Manager and could be distributed to the citizens at the beginning of 1987. Commissioner Cochran comnented this survey would give the Commission the outreach that is needed. There are many people out there that do not know the senior activities and senior center exist. Comnissioner Cochran left the meeting at 3:32 p.m. Comniqsioner Ritchie comnented on the cost of sending out the survey, and stated she felt that was high. suggested care be taken with having a Spanish language survey in view of the recent election. She also C. Leadership Conference Chairman Van stated he had received an announcement of a Leadership Conference entitled "Leadership 2OOO". He read from the workshop brochure, stating the workshop would be held December 9, 1986, at National University North County Campus, Vista. He stated he felt it would be an excellent conference for Sue Spickard to attend. Dave Bradstreet stated he felt approval would be given for the Department to pay the fee of $25.00 for Mrs. Spickard to attend this conference. \ \ MINUTES \\\\\ ,- November 6, 1986 SENIOR CLlILEN COMMISSION Page 4 COMMISSIONERS COMMISSION LIAISON TO C.S.C.A: Chairman Van reported there had been a request from the Girl Scout Troop to adopt Grandmothers. This notice was put out everywhere seniors could signup, and there was no interest in thls project. In answer to query, Sue Spickard stated the mobile meals participants had also been surveyed, and there was no interest expressed from those people. Chairman Van stated the Nutrition Project Counsel sponsors events and raises money for the Association. They recently had a cake sale and cleared $315.00. However, this money is going to be put in the bank, and when the Senior Center 1s built, they will present a check on behalf of the Nutrition participants. Chairman Van reported on recent entertainment programs for the seniors at the center. Chairman Van said candidate forums had been held at the Senior Center and on October 29 there was a debate. Council Member Kulchln supported Propositlon E, Tom Smith supported Proposition C, and Doug Avis opposed both proposals. Chairman Van reported there was a Halloween Costume party held on Friday evening, October 31. He referred to an article in the Blade Tribune and handed out copies for the Commissioners information. SENIOR CITIZEN COORDINATOR'S REPORT: Sue Spickard, Senlor Citizen Coordinator, reported the concert by soprano Evelyn de la Rosa and the Crafty Crafters were both programs sponsored by the City and not the Senior Assoclatlon. Mrs. Splckard reported the City's staff held a CPR tralnlng, and she and Kathy had both attended this tralnlng. Witter and Associates on "Understanding Mutual Funds". November 13, 1986, there wlll be a program on "Government Bonds". There are seminars being conducted by Dean On Mrs. Spickard stated the Employment Fair is being planned again this year for March 12, in the audltorlum. The Chamber of Conmerce wlll be involved in advertising to get employers to come to this fair. A Chrlstmas Dance will be held December 17, at 1:00 p.m., in the Recreation Hall. The Assoclatlon voted to have volunteers Christmas Party in cooperation with the City volunteers as there was last year. the Volunteers Chrlstmas Cutnmlttee, Comnlssloner Cast would be the other member on that Comnittee. Mrs. Splckard asked Chairman Van to be a part of Hrs. Spickard reported the School Board had offered to take thls Comnlsslon on a tour of the inside of the school at Pine Street. see the inslde of the Pine Street school. The Cmlssioners expressed a desire to Chairman Van had assisted Mrs. Spickard in the flnal interviews for the Speclal Events Coordlnator. position has been offered to Don Morse, and he will start working on Monday, November 10, at 9:OO a.m. The MINUTES u\ November 6, 1986 SENIOR CITIZEN COMMISSION Page 5 COMMISSIONERS ’ ADDITIONAL BUSINESS: Chairman Van displayed copies of newspaper articles and stated Carol Frazierfitz is the representative for the aging service news. Public television will televise a senior talk show with the first show November 7, at 5:30 p.m. Commissioner Hoskin asked about the meeting with the City Council that had been planned previously but cancelled. There will be a new Council, and he stated he felt a joint meeting should be requested. Comnissioner Hoskin stated the Site Committee, consisting of two members of the Commission, and two from the Association, should be reformed to work with the City Council and/or the School Board on the plans for the new Senior Center. Sue Spickard stated a meeting with staff and the Commission will be recomnended. Chairman Van stated this should be on the next agenda. Sue Spickard stated Leisure Village does invite the seniors to their concerts that are held on Saturday evening. Twenty-five tickets had been made available for this coming Saturday. She stated four tickets were stlli available for anyone wishing to attend this Chamber Music program.
