Absent - Commissioner Hoskin. Others Present: Sue Spickard, Senior Citizen Coordinator MATTERS FROM THE PUBLIC: Conrad Crocholski, Chairman of Project Council for Nutrition Program in Carlsbad, addressed the Commission regarding the petty cash fund that had been maintained at the Senior Center. Any money generated from bake sales, etc., was held to be used for get-well cards, sympathy cards and a birthday cake once a month. The bard of Directors instructed the seniors that this petty cash was to be turned over to the Board. This money belonged to the people who participate in the nutrition program and Mr. Crocholski stated he wanted this statement to be made for the record. He concluded, statinq he felt there would be an improvement when the City takes over the Nutrition Program, but he did want this statement for the record. Sue Spickard reported the City Council, at the 3ariuary 13th meeting, approved the City taking responsibility for the Nutrition Program, Mobile Meals and transportation. rhese were previously under the auspices of the Senior Citizen Association. Staff has been working with the Area Agency on Aging and different departments in the City. The target date for taking over the program will be March 1, 1987. Mrs. Spickard will get the nccessary papers signed to enable the Board of Supervisors to grant approval. Mrs. Spickard stated the City will be offering positions to the current van drivers and will be offering a temporary position to the present Kitchen Manager. This is a temporary position, because this position involves more than 20 hours per week, it must go through the Personnel Department. The present manager would be encouraged to apply for the position. Chairman Van comnented that at the January 13th City Council meeting, Dave Bradstreet appeared with Sue Spickard and gave the presentation. Mr. Bradstreet assured Chairman Van that Sue's job would be upgraded. Chairman Van stated he wanted a title definitive of her position, and he felt Manager was not sufficient. She Hill be supervising all the senior citizen activities and he felt her title should reflect that responsibility. As they were leavlng, 8. Senior Center Update Sue Spfckard reported they were supposed to have a report by Monday on the various studies on the property, size of parcel, existing buildings that could be used, etc. She stated the report had not been received at this time. There will be a meeting Friday, at 4:OO p.m., with the City Council and the School District. Mrs. Spickard extended an invitation to everyone to attend this meeting. Comnissioner Ritchie asked for a summary of the Brown Act Amendments, stating she did riot understand completely the material that was in the packet. Sue Spickard stated the information was in the packet for their information. She gave a brief summary of the ramiflcatlons of the Brown Act. NEW BUSINESS: A. Comnission Role Comnittees Sue Spickard reported Comnissioner Gast had put a great deal of work into her presentation for the Proaram Committee. The question had arisen regarding the role of Comnission people on comnittees. This had been discussed informally, and it was felt Comnissioner Gast had too mch responsibility as Chairman of the Program Comnittee. Mrs. Spickard stated she wanted to open this for discussion and get the Commissioners' input. She stated perhaps the recomnendation could be made for Comnittees to be on an ad hoc basis. \ \ MINUTES February 5, 1987 ""\ L SENIOR CITCZEN COMMISSCON Page 3 COMMISSIONERS NEW BUSINESS: (continued) Commissioner Ritchle stated the Commission was more knowledgeable and sophistlcated now, and perhaps the committees were involked in activities far beyond the scope of the Commission. Commissioner Ritchie stated the function of this Conmissison was to make recomnendatlons to the City Council and to advlse the City Council on special needs and concerns of the senior citizens. She stated this Commission's responsibllity was to the City Council through Sue Spickard, Dave Bradstreet and Ray Patchett. At the direction of the City Council, this Commission is to review, research and make recornendations to them. Commissioner Ritchie made a motion to disband all previously appointed Committees and in the future appoint ad hoc committees to operdte at the discretion of the City Council. Ad hoc or standing committees should only be appointed if they are required. Commissioner Cast seconded the motion. Sue Spickard stated this would mean that when comnittees are set-up, they will be at the discretion of City Council. It was discussed that the Project Council needed bylaws, and the City and the Area Agency on Aging needed to work on these. Also, kitchen procedures need to be set up reflecting what this Conmission believes is proper for the operation of the program. Commissioner Ritchie stated this Commission was not to be in the planning or administration of any senior activit) or proqram. She stated that was what she had read from the ordinance given to the Commission. Commissioner Cochran stated he did not feel the Commission could advance in its operation or the development of programs if they did not take the responsibility of starting them and qettlnq them prepared. Commissioner Ritchie replied the Commission could present programs to the City, but not implement those programs and not administer the programs unless Council instructs the Commission to do so. Commissioner Gast suggested perhaps there could be joint conunittees with those who are to implement the programs, giving those people the benefit of the information the Commission Members have qathered. Comnissioner Ritchie reiterated she felt the sphere of influence of this ConmissLon only flows upward to the City Council, and not downward. Sue Spickard suggested perhaps someone should come to speak before the Conmission to discuss this interpretation of the Ordinance. Commissioner Ritchie stated she wanted the Commission to organize itself according to the Ordinance. If the Commisslon is to do other activities, the Ordinance should be amended. Encinitas Mobile Meals Sue Spickard referred to the correspondence sent to the Mayor Lewis. for Commission review and to discuss the Mobile Meals. Mrs. Spickard wanted to know the purpose of the letter, and called the Coordinator For Meals on Wheels Program to discuss the purpose of this letter. this letter was strictly informational. The letter was to lay some ground work for the future expansion and cooperatton between San Diegito and Carlsbad. servlng ten individuals in Carlshad who are all on special diets, which are not lncluded in Carlsbad's program, with the exception of low sodium. They provide a cold meal and a hot meal Monday through Friday for $5.00. individual cannot pay the $5.00, the Coordinator will meet with them and reach an agreeable fee. Commissioner Cochran comnented four years ago Meals on Wheels launched a campaign in Carlsbad in competition wlth the local Nutrition Program. They offered to take over the Carlsbad Program if Carlsbad would pay them $2,100. The Nutrition Program had no money at that point and made other arrangements. Sue Spickard stated, with the Commission's permission, she would write a letter thanking Mrs..McIntire for the informat ion. She stated the letter had been sent to her It was determined They are If the C. Committee Appointments Chairman Van stated there would be no action taken on this item. Commissloner Gast expressed her feelings that she did not wish to have anyone feel she was trylng to shirk any duty. She was willlng to do the work, but felt she was the only one doing the talking, and the Coordinator agreed. Chairman Van stated this was a new Comnission and going through a learning process. However, he stated the Nutrition Council bylaws and other guidelines for the Nutrition Program are needed. stating he had volunteered to help Peggy Savary write new bylaws. Board of Directors. At a recent meeting it was decided not to act on those bylaws because the Nutrition Program would be admlnistered hy the City. Sue Spickard stated the City would have to review the bylaws, and make any changes necessary to fit the City structure. By consensus, the Comnission agreed to appoint a comnittee. Senior Citizen Commlssion voted to act as an ad hoc committee to review the new bylaws a nutrition guidelines before submitting them to the Area Agency on Aging and the City Council. This would include the four Commissioners present today: Commissioners Van, Cochran, Gast and Ritchie. COMMITTEE REPORTS A. Program Committee Sue Spickard gave an update on the programs, stating there had been three after lunch programs, but were not as well attended as they had hoped. However, there are three new classes, and Don Morse tauqht these classes. With Stress, How to Negotiate, aiid Goal Settlnq. classes were all filled, and the second time the programs were presented, they were also filled. There were rave reports about the classes. Mrs. Spickard stated the line dancing class has been started and has been very successful. Fifty-five people have signed up. There will be another class, which will be ballroom dancing, and would start with the fox trot. The Carlsbad Anglers has 26 members and they are meeting regularly. well as salt water trips. The Adventurer Group has been trying to plan some trips, but they have not been too successful. There are only six people in this group, and they want to be selective in the trips they take. support the Parks and Recreation Daytrippers. A dance group has becn formed lncluding many of the people that are in the audience today. regular dances, with one planned for February 16th. There was a whale watching trip, with 25 participants. The Bridge Club was reinstated, with a minlmum of ten players. The Crafty Crafters are back in operation again and there is a new Creattve Drama class being formed. Hopefully, this might develop into a production that could be presented at other senior centers. Mrs. Spickard reported on February 12, 13, 15 and 16, there will be tables at the Mall in Carlsbad with volunteers handing out information regarding senior citizens and the programs availahle to them. They are getting a brochure together and flyers with upcoming classes. would be appreciated. The tables will he on the top floor of the mall in front of Bullocks. Comnission Liaison to C.S.C.A. Chairman Van reported Or. Harmon had resigned from the Board. The week of January 12, three of the four Council Members attended a noon luncheon. Mayor Lewis, Council Members Kulchin and Namaux stated they were behind the effort for J new Senior Citizen Center at the Pine Street site. Council Member Pettlne had also stated he was behind this effort, and all four agreed to back the use of Redevelopment Funds for this purpose. He stated this was covered in an article in the newsletter. The Downtown Merchants want the redevelopment funds used for improvement of the downtown area. Eric Larson was invited to be an observer of the activities at the center and was impressed with the activities. Mr. Mendoza, who is present here today, has also been a guest. Mr. Mendoza stated he is a member of the Senior Citizens Association. Chairman Van stated he hoped the new Council Member elected in March will support the Senior Center. Chairman Van reported the Center had a Christmas Party for their volunteers. company donated the service and the food. night, Mayor Casler was being honored in the Recreation Hall, and a large cake was left there. The cake was taken over to the volunteers' party and very much appreciated. Chairman Van reported, the problems in the Nutrition Council have been resolved and it is back in operation. He stated there will be a candidates' forum on Friday, at 7:30 p.m., in the auditorium, at Harding Street. Candidates Mendoza and Larson will be able to debate at that time. Also, Dan Hammer and former Mayor Casler will debate the Hosp Grove purchase. Chairman Van said the Board of Directors of the Association is not subject to the Brown Act; therefore, their meetings are no longer open. The party was catered and the catering That same SENIOR CITIZEN COORDINATOR REPORT: Sue Spickard reported since August staff have been working in assisting the Association in mdnagement of the various programs. Mrs. Spickard has submitted a budget to the City reflecting the Grant Program and $35,000 additional money, to manage the new programs. Management Analyst, who would spend their time writing grants, operations, volunteer handbook, manuals and basic administrative items. rhey have spent a great deal of time on this. Mrs. Spickard stated she has trained seven new volunteers in the food handling course. A new contract is being drafted hetween the City and the Association, inasmuch as the old one would no longer be valid. Mrs. Spickard stated she is recruiting for a new part-time posttion, which would be an outreach supportive service individual. This person would assist people through the maze of services out there, be knowledgeable of medi-care, social security, explain how to fill out forms and how to access the services. Also, they would plan health fairs, coordinate other services and help plan other events. This person would also be responsible for going out into people's homes to investigate any call received regarding someone who is ill, incapacitated or etc. Mrs. Spickard stated they are planning a program at Stagecoach Park. There will be senlor activities there and the City is interested in having the senior citizens expand the programs in the southern quadrant. There may be a dance class organized for Stagecoach Park. Mrs. Spickard stated she had received a telephone call from Mr. Brierley regarding the expansion of the tutoring program. He would like to have the senior volunteers working throughout the School District, tutoring, working in the office and checking on truants. Commissioner Gast suggested he contact retired school teachers as a good source for thls volunteer work. Commissioner Cochran stated it is certainly a thrill to work with the students tutoring them. It Is great to see them react to a "grandparent" type of relationship rather than to parents. Chairman Van added to the Coordinator's report, stating he commended Kathy WilkLnson, and especially Sue Spickard, for their excellent work.
