HomeMy WebLinkAbout1987-07-02; Senior Commission; MinutesMINUTES c Meeting of: SENIOR CITIZEN COMMISSION Date of Meeting: July 2. 1987 Time of Meeting: 3:OO p.m. Piace of Yeeting: City Council Chambers y COMMISSIONERS CALL TO ORDER: Chairman Van called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Chairman Van, Commissioners Gast, Hoskin and Ritchie. Absent: None. Staff Members Present: Sue Spickard, Senior Citizen Coordinator Dave Bradstreet, Director, Parks & Recreation Chairman Van announced Commissioner Cochran had resigned as of June 26, 1987. Commissioner Cochran moved to Oceanside and was no longer eligible to be a Member of the Commission. MATTERS FROM THE PUBLIC: Thelma Collet, 2414 Senora Court, stated she had accepted the position as Carlsbad's senior legislative representative. It is hoped all seniors will become more active in the senior legislature. This item will be placed on the next Agenda. Mary Ann Johnson, 988 Grand Avenue, stated she had a question regarding funds received by the Carlsbad Senior Citicens' Association from the Indian bingo, which was attended by a group of seniors from Carlsbad. The group attended twice, and were given $500 each time. One $500 gift was accounted for, but nothing has been said about the second $500. Mrs. Johnson would like to know how that money was spent. Thelma Collet spoke again, stating she had not gotten an answer to her question reaarding the duties of this Commission. She felt that problems relating to Seniors, whether they are City programs or not, should be channeled through this Comiss ion to the proper place for answers. Sue Spickard answered she would pass that information along to the proper people. Mrs. Collet again mentioned the Project Council, stating the Federal law requires a Project Council and she felt the previous Project Council had been ignored. APPROVAL OF MINUTES: The Minutes of April 28, 1987, were approved as presented. The Minutes of the Meeting held June 4, 1987, were approved as amended by Commissioner Hoskin to indicate on page 6 he asked whether the Commission desired to request exemption from the Brown Act. If the Commission did not recommend this, then he would request this as an individual. Van Gast Hoskin Ritchie Van Gast Hoskin Ritchie , MINUTES SENlOR CITIZEN COMMISSION July 2. 1987 Paae 2 COMMISSIONERS Chairman Van stated he had written to the League of Women Voters, with a copy to Ann Knox, stating this Commission would welcome an observer from the League. Chairman Van announced the item regarding the term of office of the Chairman will be delayed until a new Commissioner has been appointed to the Commission. SENIOR CENTER UPDATE: Chairman Van reported the Center plans are moving rapidly. The architectural bids were cut to six, and detailed proposals have been requested from those six. There will be an all-day presentdtion July 10, 1987, at the Safety Center. The Chairman distributed copies of the material supplied to committee members and added he would keep the Commissioners informed of the progress. In answer to Commission query, Sue Spickard stated that various architects have stated that they will take representatives to the various centers in the area to get community input. Mrs. Spickard added it is hoped that work will start on the center design in August. SENIOR CITIZEN COMMISSION MEETING TIME & LOCATION: Chairman Van asked the Commissioners for opinions on time and meeting location. After discussion, the followina motion was adopted: Senior Citizen Commission recommended moving the meetings’ of the Comnission to the Harding Street Center, Multi-purpose room, on the first Thursday of the month at 1:15 p.m. SANOAC SURVEY: Sue Spickard distributed copies of the draft of the Sandag Survey. through this survey and make suggestions to enable the survey to be finalized in August. She suggested the Commissioners read BROWN ACT: Sue Spickard stated this item was placed on the Agenda since Commissioner Hoskin wished to know whether the Commission wanted to request the Commission be exempted from the Brown Act, or should this be done on an individual basis. Commissioner Hoskin stated he was in favor of the Brown Act, but since this Conmission was strictly advisory, he felt it could be exempted. Sue Spickard suggested she contact the City Attorney for his opinion on this matter. Commissioner Ritchie suggested perhaps the seniors needed to lobby to get the law changed. Van Cast Hoskin Ritchie MINUTES \d' SENIOR CITIZEN COMMISSION 3uly 2, 1987 Paae 3 COMMISSIONERS COMMISSION LIAISON TO C.S.C.A.: Chairman Van reported the election WdS held June 24, 1987, with three people elected to the Board. The new officers for the Board were elected July 1. There was concern over the liability insurance costs, with the hope the City would take on some of that responsibility. Some of the equipment, such as the piano, organ and Binao equipment were items the Association owns and they questioned the extent of liability. The comment was made the State does exempt non-profit organizations. Chdirmdn Van added the dLrectors would not be personally liable, and he would gat a copy of that statute to Cormissioner Hoskin. Chairman Van reported the by-laws of the C.S.C.A. do not reflect the present organizatlon, with so many of the activities now under the control of the City. Chairman Van reported the people who have given service to the Association will be recoqnized and plaques will be awarded. SENIOR CITIZEN COORDINATOR'S REPORT: Sue Spickard reported Commissioner Hoskin had inquired about the City's compliance with the handicapped ordinance, and the City has assessed City facilities regarding handicapped accessibility. Commissioner Hoskin may talk with Lynn Chase about this. He commented the press had blown this item out of proportion, and he reiterated he wanted the facilities available to everyone with no injuries to anyone. Mrs. Spickard continued her report, stating she had been approached by representatives from Cerico's restaurant to sponsor a golf tournament fund raiser for the senior programs; either transportation or home- delivered meals. Ken Price will meet with them, and Mrs. Spickard asked whether the Commission favored such an activity. Twenty-one applications were received for the Nutrition Site Manager position, and the Personnel Department will be setting up interviews. Mrs. Spickard stated Commissioner Cochran had resigned Prom the Commission, due to his moving to Oceanside. A plaque will be presented to Mr. Cochran at the next Commission meeting. The fishing group is still trying to get formed, although liability insurance is still a problem. They are planning to go on a fishing trip. There was a suggestion the Association consider adding this group under a rider on their insurance. Mrs. Spickard concluded her report, stating 50 seniors had aone to the Del Mar Fair. Dave Bradstreet stated a recent court decision had determined waivers were legally binding, which was good news for those planning the different trips.
