HomeMy WebLinkAbout1987-08-06; Senior Commission; MinutesMINUTES Meetina of: SENIOR CITIZEN CUMI4ISSIOI.J Date of Meeting: Auqust 6, 1997 Time of Meeting: 1:15 p.m. Place of Meeting: Harding Community Center y COMMISSIONERS CALL TO ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Chairman Van, Commissioners Cast, Hoskin, Maggio and Ritchie. Absent: None. Staff Members Present: Sue Spickard, Senior Citizen Coordinator MATTERS FROM THE PUPLIC: Thelma Hayes, 580 Laguna Drive, a Member of the Housinq and Redevelopment Advisory Committee, addressed the Commission. She stated she had nresented a proposal at the July Traffic Safety Commission Meeting. with regard to pedestrian comfort and safety. Mrs. Hayes stated that seniors, children and the disabled are all concerned with pedestrian safety. She has recommended an ad hoc committee to implement the recommendations of the Pedestrian Study, to include not only the downtown area, but a broad policy with rqard to pedestrians that could be applied to the entire City. Mrs. Hayes stated the Traffic Safety Canmission requested she prepare an outline and charge of the canmittee for consideration at their October meeting. She asked for representation from the seniors to help prepare the outline for the canmittee. Thelma Collet. 7bl4 Senora Court, stated she had attended District 5 meetings and San Diego County-wide meetings and discussed matters of concern pertaining to educating seniors ho are involved in canmittees of the proper procedures hen conducting meetings, elections, etc. It is planned to present this type of program, an Mrs. Collet felt someone from this %nmission might be interested in attending. Mrs. Collet continued, stating when the Senior Citizens Association has an election, their membership should be verified, and that is an example of the type of information that should be presented a* a 'raining program. APPROVAL OF MINUTES: The Minutes of the Meeting held July 2, 1987, were approved as presented. Van CdSt Hoskin Maggio Ritchie X , MINUTES SENIOR CITIZEN COMMISSION 4ugust 6, 1997 Page 2 COMMISSIONERS Senior Legislature Chairman Van stated Mrs. Collet is involved in qaininq suport for legislation pertaining to seniors. As an example, Chairman Van mentioned some seniors are beinq exploited by unethical HMO's organfzations and stated that a bill was beinq introduced by California Senator Pete Wilson to protect elderly Medicare recipients from being exploited. Another example he mentioned was two bills passed by the State Assembly aimed at reforming the State Income Tax. One bill will tax part of Social Security and the other would remove line 99 from tax forms, deprivinq taxpayers the opportunity to contribute to the California Senior Legislature fund. The suggestion was made that perhaps the Senior Newsletter could be utilized to disseminate legislative i nf oma t ion. Tri-City Medical Adult Day Program Commissioner Cast gave the report on this item as outlined in the handout given to Commissioners. The program is for seniors 55 years and older, and will serve as an alternative to full-time hospitalization. The program will average six months in length and any patient who has been stabilized for 30 days will be discharged from the program. The hours of operation each day are from 9:OO a.m. to 2:30 p.m. Commissioner Cast added there is a waiting list for this program. Senior Center Update Chairman Van reported the Architect Selection hmmittee had met and unanimously selected Wolf, Lang and Christopher as the architects for the Senior Center. The canpletion date for the Center is luly '989. Sue qpickard stated it is premature to discuss the funding for the Center at this the. Redevelopment funds have been sugoested, but there is opposition to that. The City instructed Mrs. Spfckard and others to investigate other funding sources. Mrs. Spickard stated she has contacted all State and Federal offices and there are no Federal funds available. She has pursued foundations, hut none are willing to give more than $150,000 toward a buildinq, and each foundation has rules and regulations particular to the speclfic foundation, such as the 3oslyn Foundation which requires naning the facility "3oslyn". MINUTES \\\\\ \% SENIOR CITIZEN COMMISSION 4uqust 6, 1987 Page 3 COMMISSIONERS Y Mrs. Spickard added the Architects want to have a lot of canmunity meetings and will do a needs assessment on their own. The firm selected has built some other Senior Centers and picked up the flavor of the neighborhood, and this was considered important for this Center. United Way Donation Sue Spickard reported this donation came as a surprise. The donation of $162 came from the individual salary of Mr. Roger Burke. She asked the Commission to accept the donation and recanmended this money be placed in the senior trust fund to offset the cost of the home- delivered meals program. Mrs. Spickard will write a thank-you letter . Senior Citizen Commission accepted the donation of $162 as a United Way Donation to the Senior Citizen Proqram. This money will be placed in the trust fund to help offset the cost of the home-delivered meals program. SANDAG Survey Sue Spickard reported this is the last time the survey is available for Commission cament. The survey should be in the mail the end of August or first of "eptember. She stated publicity is needed for the seniors to know where it is from and why it has been mailed to them. The Commissioners agreed the survey should be condensed as much as possible and added the following comments: Commissioner Gast suggested the reverse side of the survey be used for additional canments. Commissioner Hoski n stated he would eliminate bl, ED and #lo. Canmissioner Ritchie suggested having the lines go acrass the page with each item. Mrs. Spickard will meet with SANDAG with the comments and determine a final draft. The next copy will be the one to be sent out. Brown Act Sue Spickard stated Commissioner Hoskin was concerned about the Brown Act and how it affected the Commissions and Advisory Croups. passed an Ordinance regarding the Brown Act that is actually stronger than the Brown Act. She distributed copies of the Ordinance to the Commissioners. Commissioner Uoskin stated he felt this was too restrictive, since an off- agenda item cannot be brought up at a meeting. The City Van east Hoski n Maggio Ritchie \ MINUTES 11. City and C.S.C.A. Agreement Sue Spickard referred to the copy of the proposed agrement contained in the packet. This was copied from the old agreement, except for the services. Mrs. Spickard stated since the City had taken over the nutrition, transportation and home-delivered meals programs, a new agreement was needed. The agreement has been approved by the Board of Directors of the Senior Ci t izens Associ at ion. Mrs. Spickard said if this Commission approves this new agreement, an agenda bill will be presented to Council. Commissioner Hoskin questioned the restriction of the scop of act tvities of the Association, particularly with regard to the need of volunteers for the new Senior Center. He felt the Association would be the best scur ce of volun t eers , Senior Citizen Commission approved the Revised Agreement between the City of Carlsbad and C.S.C.A., with the recommendation the Council study aqain the role of the Senior Citizens Association, in particular with reqard to providing volunteers for the new Senior Center. 12. Gericos Golf Tournament Sue Spickard stated she had met with Gericos and Ken Price of the Parks & Recreation Department, and it had been determined they would like to proceed with the golf tournament on a smaller scale. tournanent would be in September and this Commission has been requested to seek raffle prizes and door prizes. Committee to approach businesses in the Carisbad area to get prizes and awards for the golf tournaent. Senior Citizen Commission appointed Commissioner Maggio to seek awards and raffle prizes for the Gericos Golf Tournanent to be held in Septenber. The A person is needed to chair the Ad Hoc 13. COMMISSION LIAISON TO C.S.C.A.: Chairman Van reported the Association had discussed the liability insurance, and could reduce it from one million dollars to five hundred thousand dollars. and they are concerned about furnishings for the new Center. Center. Chainnan Van asked whether Commissioner Maggio would be the Lialson to C.S.C.A. in the future, and she agreed. SENIOR CTIZEN COORDINATOR'S REPORT: Sue Spickard reported the Commissioners had discussed whether the ordinance would suffice for the Commission being able to accept donations of other than cash, i.e., equipment for the new center, etc. She had that checked by the City, and the answer was, yes. Mrs. Spickard said that as the Center nears capletion, it might be necessary to have a cmmittee to solicit donations and determine what is needed. Mrs. Spickard stated she had spoken with other staff members regarding matters concerning the .4ssociation being brouqht before this Commission, and people becaning frustrated because the Commission has said it was not their responsibility. City staff has said that Association programs and activities arc! Association programs and activities and not within the realm of authority of the Senior Citizen Commission of the City of Carlsbad. The concerns and thoughts have been shared with the Association through the Minutes, and the ,Association Board expressed interest in that being continued. The public can go before the Board of Directors of the Association and have them address their issues. Mrs. Spickard reported the fiscal year end close out with the Area Agency on Aging went well. There was a savings in salary, due to a Site Manager not being hired. Mrs. Spickard stated brand new coolers and hot boxes had been purchased for the mbile meals progran. There is a volunteer on staff, Brenda Thorp, who has a degree in Social Work. at the Center to get exposure to the programs. Mrs. Spickard said the Site Manager lnterviews are canpleted, with an outside interview board reducing the candidates to three, and those names passed along to her for interviews. She has had those interviews and it is hoped the Site Manager will be on board by the end of August. The Special Events Coordinator left the employ of the City in order to pursue a full-time position. There will be a summer dance the afternoon of August 27. SENIOR CITIZEN COMMISSION August 6, 1987 Page 6 COMMISSIONERS Mrs. Spickard stated the plaque for Norris Cochran was not canpleted in time to be presented at this meeting. Mrs. Spickard announced the fishing club is still trying to becane a group, and is working on insurance with the Association. If the insurance is too costly, it may be abandoned. The Project Council election will be held on Monday, Auaust 17, 1987. There has been concern on how the elections will be or have been handled. The League of Women Voters will be in charge of this election. and there will be naninations from the floor. The eight people who have signed up will be presented, as well as any nominations from the floor. The closed election will be held imiediately and the League will cwnt the votes. Lunch will follow immediately after the results are announced. That will be done at the next meeting. The election will be at 11:30 a.m., 15. ITEMS FOR THE NEXT AGENDA: Commissioner Hoskin requested a discussion on the safety standards in the City for the handicapped. Commissioner Cast requested a discussion on the possibility of visiting other Senior Centers in the area to get ideas about programs and furnishings for the new Center.
