HomeMy WebLinkAbout1987-09-03; Senior Commission; MinutesMINUTES Meeting of: SENIOR CITIZEN COMMISSION Date.of Meeting: September 3, 1987 Time of Meeting: 1:15 p.m. Place of Meetinq: Hardinq Community Center COMMISSIONERS CALL TO ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Chairman Van, Commissioners Gast, Hoskin, Maggio and Ritchie. Absent: None. Staff Members Present: Sue Spickard, Senior Citizen Coordinator MATTERS FROM THE PUBLIC: Jim Smith, 6725 Russelia Court, representina the Carlsbad Golf Association, addressed the Commission, asking for their support for mre senior and general public rmnicipal golf facilities in the City. He added that eventually the Association hopes to have an Executive Golf Course. Mr. Smith referred to data received by the Association, indicating 62 percent of all the golfers in Carlsbad are over the age of 65. He requested the Senior Citizen Commission take an active part in asking for a golf course. APPROVAL OF MINUTES: The Minutes of the Meeting held August 6, 1987, were approved as presented. PRESENTATION: Chairman Van presented a Certificate of Appreciation to former Commissioner Norris Cochran for his service to the City. SAFETY AND HANDICAP STANDARDS IN THE CITY OF CARLSBAD : Commissioner Hoskin read the following report into the record: “Since our last meeting I have talked again with Lynn Chase, and also with John Cahill, City Project Manager, and Bob German, City Risk Manager. Hr. German stated that the City is protected if they conform with the State Safety Code and, further that they are protected if facilities were built prior to the current safety code. Since my field as a lawyer was not personal injury, and since I have not researched the State Safety Code, I do not yet have an opinion on this, or whether or not the State Code may be defective. I do not want to see anyone hurt, whether or not the City is liable. Since the State Safety Code seems to be concerned only or primarily with those people using wheel chairs. it may he defective in that respect, sjnce there are many handicapped people who use walkers or canes, or may have other problems. chairs, hut dangerous to those of us who use canes. When I pointed to Lynn Chase that these might be inadequate at the Harding Center, bemuse of the danger of the handicapped tryinq to cross Harding from the parkina Lot. she indicated that Sue Spickard could request more spaces. "Mr. German stated that the City employs a Safety Consultant who makes inspections at least once a year and reports hazards to the appropriate City Department and notes at the next inspection if corrections have been made. Each Department rmst consider the priority of the problem and their budgetary constraints. Lynn Chase said the Library is aware of the elevator situation and that of the washrooms, and has plans to correct them. Mr. Cahill said the corrective hardware for the doors to the Council Chamber were in the current budqet. "In conclusion, the City of Carlshad seems to be satisfied that they are doing the best they can to deal with the problem of safe access for seniors and the handicapped to City facilities." Commissioner Hoskin stated he would look at the Safety Code, as he is not satisfied his concerns have been answered. Following discussion, the following motion was made: The Senior Citizen Commission recomnended the City designate more handicapped parking at the Harding Street Comnunity Center. SENIOR CENTER UPDATE: Chairman Van reported the School Board is to meet September 10 and hopefully approve the agreement between the City and the School District at that time. He stated this Commission may need a special meeting to decide what is to be placed in the Senior Center. Commissioners Ritchie, Cast and Van will take a tour of senior centers on September 24. The suggestion was made to hand cut slips at the senior luncheons to get input from the seniors as to what they would like to have in the new Center. September 14, 1987, dt 2:00 p.m., to discuss the desiqn of the new Senior Center. CITY COUNCIL REPRESENTATIVES AND COMMISSION CHAIRPERSONS MEETING: Chairman Van stated he would attend this meeting. This meetinq in September will clarify how the Chairperson can fulfill his or her task dnd make the Members more effective. Also, Council will he dbk to assist the various Commissions and Boards. It is hoped there will be seminars in the future with the full Council and dll Commissioners/Members. GERICOS GOLF TOURNAMENT UPDATE: Commissioner Maggio reported the committee of five people is collecting donations to be given as door prizes for this tournament. Sue Spickard stated September 16 should be the cutoff date for receivinq donations. The Golf Tournament is to be held on the 19th. COMMISSION LIAISON TO C.S.C.A.: Commissioner Maggio reported the smoke eaters were sold and the money has gone into the Association account. There will. be an insert in the newsletter for approval of the new by-laws. laws and oet final approval. meeting November 18 in the Recreation Hall. The Board will discuss these by- There will be a general SENIOR CITIZEN COORDINATOR'S REPORT: Sue Spickard reported the Area Agency on Aging had held the first assessment check on Carlsbad, with a check regarding document check llst. She added the results were quite good. The next quarter the check will be for gathering of statistics. Mrs. Spickard stated the SANDAG survey was going alona well, with the final draft due any time. These surveys will be distributed beginning September 14, with a two- week return time. Surveys are hoped to be distributed in bulk to the various communities, such as adult communities, mobilehome parks, etc. In the downtown area, the surveys will be distributed door-to-door on foot. They will also be available at banks, Libraries and at the Center. The Profect Council election was August 18, 1987, held by the League of Women Voters. held August 25, and Barbara Johnson was elected Chairperson. It is hoped they can meet the second Tuesday of each month at 9:30 a.m. The first meeting was The next meeting will be September 8. Mrs. Spickard stated the new Special Events Coordinator, Rosemary Eshelman, and told of some of the activities planned. Ursula Henze, Site Manager, was introduced to the Commission. ITEMS FOR THE NEXT AGENDA: Election of Officers - and d determination of the length of term for the officers. ADJOURNMENT: By proper motion, the Meeting of September 3, 1987, was adjourned at 2:OO p.m., to Monday, September 14, 1987, at 2:OO p.m., at the Harding Street Center.
