Commissioners Gast, Hoskin and Ritchie. Absent: Commissioner Maggio Staff Members Present: sue Schultz Spickard senior citizen Coordinator Chris Salomone Housing and Redevelopment Director MATTERS FROM THE PUBLIC: None APPROVAL OF MINUTES: The Minutes of the Meeting held September 3, 1987 and September 14, 1987 were approved as presented. OVERVIEW OF REDEVELOPMENT: Chris Salomone, Housing and Redevelopment Director explained to the Commission how Redevelopment Funds are raised and utilized. He stated redevelopment funds come from property taxes which can be spent on any activities that benefits the redevelopment area, such as, building interest structures, promotion, public parking, public facilities, actual aid to a project developer (although State law restricts what you spend in the private sector). The best way to spend Redevelopment money is to leverage it by issuing redevelopment bonds. We are in the process of finalizing our first act allocation bond program. The city will then issue bonds in millions of dollars; these bonds will then be obligated to be repaid by the property taxes collected in the redevelopment area over the next 25 or 30 years. On October 15, we will know exactly how much money we think we will be able to generate. After we find out how much money we can get, then the city will begin to determine how we want to spend it. Obviously there are some well known projects that are concerned with financing right now, the senior Center; projects in the redevelopment area; public parking, sidewalks, storm drains, etc. At this point, the City does not know for sure if we have enough money to do all the Gast Ritchie Hoskin van MINUTES c Page 2 October 1, 1987 COMMISSIONERS projects, but we think that we will have enough to do our major projects. Then there is the question which arises on how money is spent that is generated in the redevelopment area. He stated that this issue has been looked at by the Attorney's and also the state and they determine that there is no question that a Senior Center at the Pine Street school site would benefit the redevelopment area; and in affect we will be replacing a Senior Center that is within the redevelopment area with another one a block away that happens to be outside the redevelopment area. There is legally no reason why we can not spend money outside the redevelopment area. It is all property tax money that is eligible to spend on virtually anything that will benefit the redevelopment area. Commission Hoskin asked if we could build a Senior Center and also meet the needs of the village merchants. Chris Salomone stated that once the city gets the economic report back, that information will determine if both needs would be met. TERM OF OFFICE: After a brief discussion motion was made that there is no need to set a length of time that Chairperson and vice Chairperson will serve in office. Elections will be held annually and officers can serve consecutive terms. ELECTION OF OFFICERS: Motion was made that Linwood Van be elected as Chairperson of the Commission and Doris Lee Ritchie as vice Chairperson, passed unanimously. SENIOR CENTER UPDATE: Commissioner van gave a brief update on the Senior Center. Commissioner Hoskin made a motion to recommend to City Council that the agreement between the Carlsbad Unified School District and the city, state a specified date when the School District will vacate the new Senior Center/school District Building at 801 Pine Avenue, passed unanimously. She stated that the Ad Hoc Pedestrian Committee met with Thelma Hayes to finalize suggestions and recommendations to the Traffic Safety Commission. The main objective at the time is to promote safer and more comfortable streets for all; especially the vulnerable groups such as the children, elderly, and the handicap. The Ad Hoc Committee suggested that there be amendments to the Traffic Safety Commission's by-laws, as follows: To consider their responsibility for pedestrians as well as motored and non-motorized vehicles; and their duty to the pedestrian study. They would also like a pedestrian represented on the Commission. The final suggestion would be to reconsider the clause of the original study in 1984. Commissioner Gast stated that the Ad Hoc Committee would like the Commissions support and invited them to attend a Traffic Safety Commission meeting on October 5, at 3:OO p.m. in the Council Chambers. She stated that if we would support them that would show the commission that we have Carlsbad pedestrian safety at heart. GERICOS GOLF TOURNAMENT DONATION: Sue Schultz Spickard stated that on September 19, Gerico's Bar and Grill sponsored its 1st Annual Carlsbad Senior Center Benefit Golf Tournament to benefit the senior programs of Carlsbad. This was done on a trial basis and turned out to be a very large success for the size of it, and hopefully next year we will have a 2nd Annual Golf Tournament with Gerico's, even bigger and better than this year. Mrs. spickard stated that Gerico's has presented us with a check for $929.50 and requested that the Commission accept the check. Commissioner Ritchie made a motion to accept the check and to deposit it into the Senior Citizens Trust Account. CITY GOLF COURSE: Commissioner Van stated that at the September 3, 1987 Commission meeting Mr. Jim Smith, representing the Carlsbad Golf Association asked for their support for more senior and general public municipal golf facilities in the Ritchie Gast Van Hoskin MINUTES Page 4 October 1. 1987 COMMISSIONERS \ City, and pointed out their survey indicated that 62 percent of all the golfers in Carlsbad are over the age of 65. Commissioner Van made a recommendation to the Commission that we reinforce the Carlsbad Golf Association's efforts to build a golf course. Commission voted unanimously to support the City Council in pursuing a municipal golf course in the City of Carlsbad. MEETING OF CITY COMMISSION CHAIRPERSONS: Commissioner Van gave an update on the Thursday, September 24, 1987 meeting at 6:OO p.m. that was held at the Public Safety and Service Center. He stated that Mayor Claude "Bud" Lewis was present along with Ray Patchett, City Manager; Frank Hannen, Assistant City Manager; and a special consultant Robin Reid who was hired as a facilitor to conduct this meeting. This meeting then turned into a workshop where everyone was broken up into three groups, with each group focusing on what would be more beneficial to Commissions and their interfacing with the city Council. some of the ideas brought up at this meeting are as follows: 1. what ideas do you have for improving the internal functioning of the Commission. 2. what suggestions and ideas do you have for improving communications between the Commission and the City council. Commissioner Van stated that there will be another meeting and he will update the commission with the results. COMMISSION LIAISON TO C.S.C.A.: Sue Schultz Spickard stated that the last meeting of the Carlsbad Senior Citizen Association Board of Directors they discussed the proposal that the Association become the sponsors of the carlsbad Anglers. After meeting with the insurance agent, the Board voted unanimously to take on the carlsbad Anglers as a program that they would be glad to sponsor. She stated the Senior Citizen Association is presently looking for a Newsletter Editor, and if you know of anyone who would be interested in being a newsletter editor for the Association, please encourage them to apply. Hoskin Ritchie Gas t Van MINUTES Page 5 October 1, 1987 Commissioner van stated that the Association's by-laws have been updated and there is going to be a meeting on November 18, 1987 for approval of the updated by-laws. SENIOR CITIZEN COORDINATORS REPORT: Sue Schultz Spickard reported that the long awaited SANDAG Survey has been distributed. Distribution began on September 21, to mobilehome parks, high rises, Library, etc; and in the downtown area the surveys were distributed door-to-door. We should be receiving most of these surveys back by October 5. However, some such as Lake Shore Gardens have a large group of people that live there and they are individually handing them to each Senior as they come in to pay for their rental space; and will be keeping them for a month to make sure each person will be given access to the survey. These surveys were also color coded so we know which one went to a mobile home park, high rise, Carlsbad by the Sea, versus the Library, etc. We should be getting final results of this survey by the end of November. Some of the upcoming events in October: October 5 - Janet Ketchum, Artist-in-Residence flute recitalist October 9 - Carlsbad Anglers, Deep sea Fishing Trip, 1st ocean expedition October 15 - Lecture on Stroke Prevention October 16 - Trip to San Diego Zoo, (seats still October 22 - C.P.R. The Senior Citizen Commission voted unanimously that the election of officers be held annually in October, and that an officer could serve for as many terms as he or she was elected. 2. Linwood Van was unanimously elected as Chairperson of the Commission and Doris Lee Ritchie as Vice Chairperson. 3. The Commission voted unanimously t.0 recommend to City Council that the agreement between the Carlsbad Unified School District and the City, state a specified date when the School District will vacate the new Senior Center/School District Building at 801 Pine Avenue. 4. Commission voted to accept $929.50 raised from the Gerico’s Bar and Grill 1st Annual Carlsbad Senior Center Benefit Golf Tournament and recommended that it be deposited into the Senior Citizens Trust Account. 5.
