Chairman Van called the Meetinq to order at 1.15 p.m.

Present: Chairman Van. Commissioners Gast.
Hoskin, Mdggjo and Ritchie.
Absent : None.

MATTERS FROM THE PUBLIC:
There was no one present desirino to address the
Commission.
APPROVAL OF MINUTES:
The Minutes of the MePtinq beld Octoher 1, 19R7,
were mproved as presented.
LETTER TO COMMIS5IONFRS FROM COUNCIL MEMBFR LARSON
Chairman Van reported on the results of the meeting
with Council Member Larson. The consensus of the
Comissioners was that this Commission was doinq what
it was formed to do, and there were no auestions at
this time.
Commissioner Ritchie inquired about the holdinq of workshops and training sessions and how the Brown
Act affected those. Dave Bradstreet stated as long
as the meetinqs are publicly noticed, they can be
held. Any informal gatherina did not require such
noticinq, according to Mr. Bradstreet.
VOLUNTEER CHRISTMAS PARTY
Sue Spickard qdve the report on this item, statino the volunteer party is given durinq the holiday
season, and staff has been workin9 to develop this
year's party. December 18 is the date, and it will
be held at Hardino Street auditorium, sponsored by
the Senior Citizen Commission. There will be d
social time at 6:OO p.m., with a turkey dinner at 6:30 p.m. It has been the custom to hold a dance
following the dinner, hut it was felt not many of
those dttendfnfl ever had the chance to dance. This year there will be entertainment by the
Spotliqhters.
The consensus of the Commjssion was to approve the
plans for the party as presented.

SENIOR CENTER UP=
Sue Spickard used three site plan drawinos to
indicate the three plans beino considered at the
present time for the deslon of the Senior Center. Mrs. Spickard explained Site Plans 2 and 3, which
consisted of one-story buildinqs, and stated that
Site Plan 1 was the one the committee was favoring.
Thls plan hds a two-story School District building in
front on Pine Street, which then provides more qreen
area with a courtyard to the rear.
Mrs. Spickard stated the kitchen needed to have
access to hoth the auditorium and the main eatinq
a red.
The 4rchitect will do further chdnqjnq of the desiqn
at the meetinq next Tuesday, as nothing firm has
been determined at thls time.
Dave Bradstreet comnented the CIP proqram is
proposing to purchase the other seven acres behind
the school area to make a community park area. At
thdt time, additiondl parking could he addressed to
meet the arowth of the Senior Center complex.
Discussion disclosed the surveys all expressed a
desire to have an outdoor area, and the courtyard
ared would be very desirable.
Commissioner Ritchie stated a kitchen is d noisy and
smelly area, and she questioned the advisability of
havina such an area In the center of the buildinq.
She suoqested having a pullman kitchen for the
auditorium area.
The school representatives have requested havinq the
drawings at their next meeting in order to he aware
of the proposed plans.
Mrs. Spickard suggested the Commissioners give some
thought to where they felt the kitchen should be
located. Also, it was Pelt the deslaners should be aiven the kitchen location problem to see what they
would suqgest.
UNITED WAY DONATION
Sue Spickard reported that at two different times, the Commission receives $81 from the United Way Fund
as the donation of Roger Burke. This has been
deposited to the trust fund for the home-delivered
meals program.
Senior Citizen Commission designated the home-
delivered meals program as the recipient of the United Way Fund donation of Roger Burke in the amount
of $81.

COMMISSION LIAISON TO C.S.C.A. -
Chairman Van reDorted on the Board Meetinq of the
ksociation and stated there is a new Editor for the
Newsletter. He said Mrs. Spkkard qave the
presentation to the Board on the desion of the Senior
Center, arid at the next meetinq she will report to the
Board on the qift shop to be part of the new Center.
This gift shop will have 400 square feet and will be
an area to display arts and crafts done by the
seniors.
SENlOR CITIZEN COORDINATOR'S REPORT
Sue Spickard reported another employee/career fair 1s
being planned for North County in March. This year
the fdr will be a foint effort with Escondido and
Carlsbad foininq forces.
Mrs. Spickard reported the fishinq qroup--Carisbad
Anqlers-hdd their first ocean fishinq trip, and the
ages ranaed Prom 60 to 87 years.
The lunch-bunch is doinq well, and a group traveled to
Julian last month. It was decided that was too lonq a
trip to schedule in the van, and future trips will be
shorter distances.
Mrs. Spickard reported the C.P.R. class for seniors
was a very large success, and another class will he
held soon.
Cerico's is involved in the senior program and is
planning a holiday dinner for seniors on December 13,
from 2:OO p.m. to 8:OO p.m., and will be free to all
seniors 60 years and older. Anyone under the age of
60 would pay $3.00.

Mrs. Spickard stated Christmas Day the volunteers
and staff are proposing to have a Christmas dinner
at the Senior Center for seniors, sponsored by the Senior Center and the Christ the King Church.
