Meeting of: SENIOR CITIZEN COMMISSION
Date of Meeting: December 3, 1987

CALL TO ORDER:
Chairman Van called the Meeting to order at 1:17 p.m.
ROLL CALL:
Present: Chairman Van, Commissioners Gast,
Hoskin and Maggio.
Absent: Commissioner Ritchie
Staff Members Present: Sue Spickard, Senior Citizen
Coordinator
MATTERS FROM THE PUBLIC:
There was no one present desiring to address the
Commission.
APPROVAL OF MINUTES:
The Minutes of the Meeting held November 5, 1987,
were approved as presented.
Comnission Meeting Time
This item was oontinued to the next meeting.
Financing of Senior Center
Comnissioner Hoskin stated he was confused about
how the senior center was to be financed and would
like to have someone from the City speak to the
Commission about this.
Sue Spickard stated at this time there is nothing
final as far as the financing for the center. She
volunteered to ask the Finance Director or someone
else familiar with the financing to ame before
this Commission at the next meeting to discuss the
financing of the center.
Chairman Van read from newspaper articles stating
the senior center was one of the three top
priorities for the downtown Redevelopment Area.
stated the financing of the center is a concern of
this Comnission, even with the assurances that the
center will be built.

Senior Center Update
Sue Spickard distributed copies of the proposed floor plans for the senior center and stated she had
concerns about access to the kitchen area. On the
proposed plan, there is only one room--the dining
room--that has access to the kitchen, with an exit
to the outdoors. Hrs. Spidcard stated she felt this awld create problems, particularly if someone else wanted to use the kitchen area and there was
another meeting and/or program being held in the
dining room area.

The suggestion was made to move the kitchen area
over to where the storage area is shown, which
would give an entrance to the kitchen from the hall
area. It was noted there are restrooms in that
area? which would mean the plumbing would be in the walls there.
By consensus, the Commission agreed to have Mrs.
Spidtard continue to work with the committee on the
location of the kitchen, stating concern with an
exit only through the dining room area.
Another item discussed was where a lounge area
would be placed.
a library area, but wondered whether a lounge area
would better serve the needs of the seniors, with
only a small library area. Other suggestions were
to place a lounge area where the kitchen is now
shown, or take a portion of the courtyard for a
lounge.
The Commissioners noted there was
Mrs. Spidcard stated she would continue to work on
the floor plans with the architect and would keep
the Commission informed.
Status of SANDAG Survey Results
Sue Spickard distributed copies of the Draft of the
Senior Needs Survey and highlighted some of the
statistics for the Commission.
Transportation
Sue Spickard reported it was time to start looking
into the possibility of another van for the center.
Grant programs take about two years to get a
vehicle. She stated she had talked with the AAA
about a vehicle, but had found that some groups
that had received their vehicles were not satisfied
with them. Mrs. Spickard added that sometimes
SOME will assist groups with the purchase of a
vehicle by matching funds.
Mrs. Spidtard stated she will pursue this further
and will investigate whether a grant application
can be made.
Senior Citizen Comnission voted to have the Senior Citizen Coordinator pursue future transportation
needs for the new senior enter.

Chairman Van gave the report, stating Hrs. Spickard
had briefed the Board on the progress of the senior
center.
The Association is in the process of finalizing the
new by-laws.

SENIOR CITIZEN COORDINATOR'S REPORT:
Sue Spickard reported the AAA came to monitor the
senior prqrams, with the record-keeping procedures
being monitored this time.
This time, the center received an A plus on nutrition with regard to documentation, and an A plus on transportation. On home-delivered meals,
Carlsbad received a slap on the wrist, since they had not kept the names of every person served on
every day. year to see if this has been corrected Spickard added they have already corrected this.
Mrs. Spidcard stated two of the finest programs:
dance instruction and drama are losinq their
instructors. The drama program will continue, but
the dance program will not be continuing at this
time. She stated that after the first of the year. she will try to get another instructor However,
this will be difficult, as the cost of instructors
may be prohibitive.
Mrs. Spidcard reported the anqlers' club has had overwhelming response to an article in the San Diego
newspaper. with the Escondido group wantina to join with the Carlsbad group.
The Weekend Lunch Bunch is ooing to Seaport Villaae
December 20, 1987.
In February, the seniors will. have their first activity at Stagecoach Park--A Sweetheart Pastry
Workshop on February 11.
Mrs. Spidcard announced the Christmas Day dinner in cooperation with the church has been canceled--as
there was no one to prepare the food.
Gerico's Christmas Dinner will be December 13 and will be free for anyone over the age of 55. Those
under 55 will pay $3.00.
Mrs. Spickard hoped everyone had marked their calendars for December 18. which will be the
Holiday Party sponsored by this Commission
