Absent - None. APPROVAL OF MINUTES: The Minutes of ttie Regular Meeting held December 1, Van 1988, were approved as presented. Heard Maggio Ritchle Savary f'rcscrita tlori Phil Urbina, Director of Community Relations for Daniels Cablevision, presented a check for $1,000 to the Senior Commlsslon for a large screen IV and VCR for the new Senior Center. Acceptance of Doriatlori Chairman Van reported on a meeting at La Costa Hotel and Spa and the presentation of a check for $3,000 for the Senior Ceriter from the La Costa Hotel and Spa Tournament of Champions Charities. Senior Commission accepted a donation of $3,000 from the La Costa Hotel arid Spa Touriiamerit of Champions Heard Charities, to be placed In the trust to be spent For MJggio amenities for the new Senior Center. Rl tch le Savary Van Volunteer Holiday Party Chairmart Van stated he felt thls was arl Important affair, arid the Commission would like to Improve the party each year. He asked for comments from the Commissioners. The qeneral consensus of ttie Commissioners was that the party had improved from the prevlous year, and they felt It would coritlriue to improve each year. Ursula Herize stated that comments had been made to the Senior Department that the quallty of the food was not up to expectations. Splckilrd suqgcsted that the Scrilor Commlsslson and volunteers he more irivolved in the party this coming year, arid the Commissioners concurred. Commissioner Savary suggested the Commission compliment staff on the fine work they did on thls party, and the Commi ss loners coiicurred. 'The Commlssiori chose December 15, 1989, as the tentative date for the Volunteer Holiday Party. Artist in Residence Program Connie Ocardsley, Arts Manager, reported she had approached Sue Splckard to talk with the Commission wlth regard to applying for a grant for an artist-in-residence for the New Senior Center. She stated the guidelines to be followed were: a minimum of three months for the artist up to one year; requires some funds, as the Arts Council pays $800 a month to the artist and the community must match with $400, plus supplies; the artist spends 20 hours a week in the facility and that space must be provided. Ms. Reards icy sald the Commlsston should indicate diether this would he a program they would like, arid they should then let tlie Arts Office know what kind of artist they would prefer. Ms. Beardsley stated there are artlsts in the area who are interested in this type of a program. The appllcation for thls grant is due February 1, 1989, and Cls. Reardsley asked for tlie feelings of the Commission. [he application would be for 3anuary of 1990, and the new Senior Center should be in operation by that time. Ms. Splckard stated this seemed to be something the seniors could riot get on their own, and would be very beneficial to the programs at the Center. Senior Commission dlrected staff to start the grant process for an artist-in-residence for the Senior Center. Commissioner Ritchie suggested there be printed envelopes available for gifts to the Senior Center. Sue Splckard reported that Carlsbad recelved no furids from the bond act, but the Area Agency on Aging complimented them on the grant appllcation and requested permlsslon to use that to show others how to write an appllcatlon. She sald that inasmuch as Carlsbad had requested funds for equipment for the Center, that was the lowest prlorlty for receiving furids. All the funds went to Borrego Springs to purchase modulars to provide a place for the seniors to meet. Carlshad was recommended for alternate funding in the event Borrego Springs could not follow through. Connie Beardsley stated the Art Selection Commlttee met yesterday and the unanimous select ion was Christ he Oatman. Ms. Reardsley said that the public comment received on the maquettes was also in favor of the art work by Ms. Oatman. Ms. Reardsley read the proposal and showed oiic of ttic buttcrflles aid the buttcrfly shapes for the tlie. Ihere was also a model of the gallery area showing the placement of the butterflies. The comments from the Commissloiiers were varied, wlth Commissioner Ritchie being the only one completely in favor of the art work. There was concern about the butterflies collectlrig dust, arid Els. Reardsley explained they would be easlly cleaned with an air hose. Ms. Beardsley stated if the Commission did not want the art work there, they should express that now, and it could he either put in or left out completely. She added that this piece was selected because it tncorporated all the space in the gallery. The other flnallsts used only orie.smal1 area, and it was felt the gallery was too large a space to have just one small area filled wlth the art work. Commlssloner Rltchle sald there were 39 entries, and the committee spent one full day reviewlng them, looking at the artists' works and at the artlsts themselves. This piece incorporates the floor JS well as the ceillng, and 1s a moving plecc. It was felt this piece pulled people lnto the gallery area arid told the seniors that a lot was going on in this bullding. Senior Coordinator's Report Sue Splckard reported she was working on the goals arid objectives for 1989, and those will be coming out soon. Also, she is preparing the budget for 1989, which will include moving into the new Center. Ms. Splckard stated the Area Aqcricy on Aging has approaclied licr about givlrig a cargo vari to Carlsbad for tlie pLck-up of meals from Vista. At the present the, the passenger vari is used and sometlmes the volunteers' cars. Ms. Splckard asked tlie Commission to set a time for a special meeting to dlscuss the acceptance of the cargo van. Wednesday, January 11, 1989, at 12:30 p.m., in the Multipurpose Room at 3096 Harding Street, was the time chosen for the special meeting. The Area Agericy on Aging has askcd to meet wltli Ms. Spickard tomorrow morning to discuss increasing Carlsbad service levels arid giving some money for that. Ms. Spickard reported the Seriior Citizerrs' Association Board of Dlrectors had a meeting and discussed tlie possibility of the City preparing a newsletter, rather than the Association. The Board of Directors will be requested to come before this Commission with their request. Items for the Next Aqenda Sue Spickard aririouriced the February meeting will be held at Stagecoach Park.
