Absent - Comlssloners Heard and Rltchle. Others Present: . ., . Sue Splckard, Senlor Cltlzen Coordlnator MATTERS FROM THE PUBLIC: Davld Castner, 1515 Sunrlse Clrcle, told of taklng a tour of the new Senlor Center, and hls concern on how dark It was In the long hallway called the "gallery1', wlth no outslde llght. Upon tnvesttgatfon, he sald he found that the skyllghts that were ortglnally shown were taken out before the proJect went to bld. Dr. Castner satd he felt It was very Important to have some llght comlng Into that gallery, and although he has no authorlty to do anythtng about thls, he wanted thls Commlsslon to do somethlng. He sald If the Commlsslon merely discusses thls and does not take a vote and get on record, nothlng wl I I be done. lie felt thls Commlsslon should let Councll know thelr concerns and ask to have someone determtne what the cost would be to put the skyllghts back Into the bulldtng plan. That hallway Is somethlng llke 130 feet long--and It was sald the llght would cast shadows of the butterflles--llght from what? The model that was shown to the publlc had wlndows lettlng llght In, and Or. Castner felt It would be a mfstake to let thls sllp by. He asked the Commisslon to put thls Item on the agenda and dlscuss It. APPROVAL OF MINUTES: The Mlnutes of the Regular Meetlng held June 1, 1969, were not approved, as there were not enough members present. FIELDSTONE COMPANY. Sue Splckard referred to the copy of the letter dated May 30, 1989, from Mary Hendrlckson of the Fleldstone Company, and asked whether the Commlsslon nlshed to take the challenge of the Fieldstone Company to match up to $20,000 of monles collected for e mlnlbus. Ms. Splckard stated she had requested $13,200 for malntenance, operatlon and replacement of a mlnlbus In the 1989-90 budget, and that money Is In the General Fund. There are two part-tlme drlvers avallable, so thls would requlre no addltlonal staff for the vehlcle. Ms: Splckard sald that staff recommended the Commlsslon go along wlth this challenge to get a mlnlbus and use the vehlcle they have now as a backup. \ \ \ 1 MINUTES July 6, 1989 SENIOR COMMISSION Page 2 COMMISSIONERS Senlor Commlsslon dlscusslon covered asklng the Senlor Cltlzens Assoclatlon to allot the $15,000 they have offered for the Center toward the purchase of a mlnlbus. Commlssloner Savary stated thls would be up to the present Board of the Assoclatlon. Ms. Splckard satd If the Commlsslon wanted staff to take thls challenge, they would start a fundralslng campalgn for thls proJect. December 31, as that Is when the challenge ends. Ms. Splckard added that the Presldent of Fleldstone would be contactfng other organlratlons and telllng them what they had done In the hope of relslng funds for the senlors. The Senlor Commlsslon accepted the challege from The Fleldstone Company, to match $20,000 In funds ralsed toward the purchase of a mlnlbus for the Senlor Center. The money has to be ralsed by Ms. Splckard wlll make a presentatlon to the Senlor Cltlzens Assoclatlon to determlne whether they would deslgnate the 515,000 they are to donate to the Center toward the purchase of a mfnlbus. SENIOR EXCURSION LOGO CONTEST. The Senlor Comrnlsslon discussed the llst of suggested names for the daytrlps for the senlors. The Senlor Comrnlsslon chose the name "Seniors' SafarIl1 for the senlor day trlps. ACCEPTANCE OF DONATION. Sue Splckard stated that Wllllam Martln had donated $1,000 for the new Senlor Center. The Senlor Commlsslon accepted the $1,000 donatlon from WIIllam Martin to be used for the new Senlor Center. GERICO'S 3RD ANNUAL GOLF TOURNAMENT AND BENEFIT DINNER. Sue Sp lckard reported that Ger Ico's Restaurant wanted to sponsor the golf tournament on September 16, 1989, and the dlnner on September 17, 1989, wlth a rlb dlnner slml lar to thet served last year. Gerlco's had recommended a rummage sale In thelr parklng lot the mornlng of the tournament, slnce they have a heavy breakfast buslness, and felt thls would be a good fund-ralser. Commlsslon dlscusslon followed, wlth the consensus of the Commlssloners belng that a rummage sale Is a lot of work and could posslbly provo a hardshlp on the workers who had volunteered for the tournament. Sue Splckard sald that Volunteers would be needed to get prlzes and donatlons agaln thls year, and the comment was made that new sources are needed for those donatlons and prlzes. The suggestlon was made that perhaps the senlors, themselves, could donate prlzes for the tournament. If any Cmmlssloners have any Ideas for the tournament, they are to call Sue Splckard. Sue Splckard reported that she had photographs of the flag deslgned for the Clty, and she thanked Lola Sherman of the San Dlego Trlbune for telllng her about thls flag. Thls Is the flag that Is used by the Color Guard, and would need'to be a double-wal led flag, Instead of slngle. The sllk screens for that flag have been done, whlch cuts the cost of the flag conslderably. Ms. Splckard stated that she does not have the prlces back as yet. Chalrman Van reviewed the clrcumstances leadlng up to thl Item, statlng that there was a memorlal fund of 5612 for Commlssloner Hoskln, and Mrs. Hoskln had requested purchsslng flags wlth thls money. Mr. Van asked her about dedlcatlng a flag to the Clty In hls honor, and she felt thls was an excellent Idea. The Clty Councll would have to approve thls. The Senlor Commlsslon dlrected staff to pursue the development of a Car lsbad C lty flag and report back to the Commlsslon wlth prlces. SENIOR CENTER UPDATE. Chalrman Van reported on the tour taken at the new Senlor Center. They are cunpletlng the stucco at thls tlme, wlth the lnterlor work to start thls month. He sald the Munlclpal ProJects offlce Is looklng Into the skyllght Issue. Sue Splckard sald she recalled a skyllght In the gallery, but none In the staff offlce. She relterated that staff was Investlgatlng thls matter. The consensus of the Commlsslon was to have Sue Splckard draft a letter and have Chalrman Van (or the entlre Commlsslon) slgn It expressing the concern of the Commlsslon wlth the antsston of any skyllght In the gallery area and statlng that the Commlsslon would llke to have outslde Ilghtlng, If It Is posslble. They would llke to be Informed what It would take to add outslde llghtlng to the gallery area at thls tlme, and ask why the orlglnal hlueprlnt dld show a skyllght but It was deleted somewhere In the process. SENIOR CITIZEN COORDINATOR REPORT: Sue Splckard reported that trlps taken durlng the last month by seniors Included deep sea flshlng and the Del - Mar Fa I r--and both .were very successf u I. Ms. Splckard llsts events cunlng up, lncludlng cholesterol screenlng at a cost of $15, deep sea flshlng July 12, the second annual Ice cream soclal at Magee Park, August 6, Padres and Houston, August 7, and deep sea flshlng August 9. Fieldstone ComDany The Senior Commission voted unanimously to recommend that the Senior Center accept the llCommunity Challengen1 from Fieldstone Company to raise funds towards the purchase of a mini bus. 2, Senior Excursion Logo Contest 'ISeniors' Safari" was selected unanimously to be the logo for the Senior Center Excursion Program. 3. AcceDtance of Donation The Commission voted unanimously to accept the $1,000 donation from Mr. William Martin. They further recommended that staff ask Mr. Martin if he would prefer the donation to be utilized for special equipment for the new Center, or , if it could be put towards the purchase of a mini bus. 4. Gerico's 3rd Annual Golf Tournament and Benefit Dinner The Commission offered their full support for Gerico's Golf Tournament scheduled for September 16, and Fundraising Dinner September 17, 1989. They further recommended that, if possible, funds raised through these events be utilizedtowardthe purchase of a mini bus. -2- SUMMARY REPORT OF JULY 6 SENIOR COMMISSION MEETING 5. Senior Center UDdate At the time for public comment it was brought to the Commission‘s attention that skylights are not in the gallery or office area of the new Center. It was recommended that the Commission write a letter to Mr. John Cahill, Municipal Projects Manager, requesting information regarding the lack of skylights, and supporting anything that he could do in possibly having skylights installed.
