Chairman Van called the Meeting to order at 1:19 p.m.

)(ATTERS FROM TEE PUBLIC:
Joe Johnson, 3300 Belle Lane, suggested that Matters from
the Public be moved to a position on the Agenda at the end
of the regular items and just before the Coordinator's
Report. He also suggested that the Coordinator's Report and
the Chairperson's Report follow the Approval of Minutes.
Roy Levine, Las Villas De Carlsbad, spoke on behalf of the
Retirement Community, stating he wanted the seniors to be
aware of their willingness to interact with the seniors.
They are willing to hold events, as well as make their
facility available to the seniors for meetings.
Commissioner Ritchie suggested a needs assessment be made.
APPROVAL OF MINUTES:
Minutes of the Meeting held February 1, 1990, were approved
as presented.
Minutes of the Meeting held March 1, 1990, were approved as
presented.
SENIOR CENTER ACCESS
Chairman Van stated there had been complaints to staff
regarding the steps at the Senior Center and the difficulty
some seniors were experiencing in entering the Center.
Chuck Walden, Facilities Manager for the City of Carlsbad,
stated there had been a suggestion to eliminate the steps on
the west side of the Senior Center and install a ramp.
Mr. Walden stated that the building'was designed to have no
steps from the parking lot to the building, but there was a
larger gradient than anticipated, and as a result there were
steps. However, the handicapped spaces are at the end of
the sidewalk, with a ramp, and it is possible to walk up
that way and not have any steps into the building.

keep the passengers out of the traffic lane. That is the
safest spot for the handicapped parking.

Mr. Walden continued, stating that if a ramp were to be put
at the entrance to the building, it would have to be angled
back and forth to comply with the code. In reply to
Commission query regarding the complaints, Mr. Walden stated
they were not from people in wheelchairs, but from seniors
who were having trouble climbing the steps.
Commissioner Heard commented that he had observed that the
first two steps were marked at the top edge of the step, but
at the curb edge, there was no marking. Anyone with an eye
difficulty would have trouble seeing the step. He suggested
a white strip at the curb edge.
Mr. Walden stated that all the strips could be changed to
yellow, reflective tape, and that would be helpful.
Chairman Van suggested that anyone having difficulty
entering the building could use the entrance at the School
end of the building.
Mr. Walden stated that if people park in the handicapped
spaces, they do not have to deal with the traffic, and can
walk into the building avoiding the steps.
Joe Johnson asked about removing the steps and moving the
handicapped spaces to the two reserved spots. Mr. Walden
said that would necessitate the passengers alighting into
the traffic lane. Mr. Johnson said that at a meeting of the
Directors of the Association, this was suggested.
Chairman Van stated that this item was not at the request of
the Association and had nothing to do with any request of
theirs. This was the result of complaints to the City
Manager's office.
The Commissioners felt that anyone having trouble using the
steps should use the ramp by the handicapped parking epaces
and enter the Center that way.
Stella Sanchez, 3042 Roosevelt, suggested rails be
installed, and staff indicated there are rails there at the
present time.
The Senior Commission recommended the existing steps to the
Senior Center be marked with yellow reflective tape and left
intact.
ACCEPTANCE OF DONATION
The Senior Commission accepted a $500 donation from Argel
Investments toward the purchase of the mini bus.

VOLUNTEERS IN scnooL PROGRAM
Commissioner Savary reported that the program had started at
Pine School with about 27 senior volunteers. The school had
developed a plan and hired a coordinator and wanted to run
the program themselves. There are nine people continuing in
the program, and that will continue to the end of the school
term. Next yearr there will be a new understanding and
there will be more volunteers and the seniors will run the
volunteer program rather than the individual schools.
Sue Spickard stated she was concerned about the lack of the
City's involvement and intended to poll all the people
involved. Many of the volunteers felt they were not a part
of anything--it wae not a senior volunteer program and not
school volunteers. She said it is planned to offer this
program to other schools and the City staff will stay
involved with the seniors.
Commissioner Savary added that other schools have requested
this program.
NUTRITION PROGRAM
Sue Spickard reported that they have had a situation where
many people are turned away from the Nutrition Program and
on April 17, 1990, the City Council discussed this
situation.
July 1 to the Council with a policy addressing Carlsbad
residents and some type of preferential treatment for them.
At that time staff was directed to return by
Me. Spickard said the City Attorney has investigated this
and reports that most places that have made a policy of
residents only have been challenged in the courts of law.
She said that all programs at the Center must be available
to other people.
Me. Spickard eaid that December, January, February and March
are the difficult months as far as the Nutrition Program;
with February and March being the most difficult, with the
most people being turned away. She will be meeting with the
Area Agency on Aging this coming Monday, and the suggestion
has been made to allow Carlsbad residents to sign up for two
or three days in advance, with non-residents only able to
sign up for one day. However, this could be challenged in
the courtsr and staff would want a policy that would be
upheld.
Me. Spickard said the City Council wants a policy by July 1,
and Council would set the policy, with the recommendations
of bhis Commission. She said they did not want to
jeopardize the funding by the A.A.A.. The Council had asked
about the number of non-residents in the Nutrition Program,
and she said that she had made a guesstimate of 16 percent.
It is not possible to ask anyone whether or not they are a
resident of Carlsbad.
Commissioner Heard said that since this is Federal money, no
one can be eliminated. It is the theory that this is a
trade-off with people from other areas.

MS. Spickard stated that the suggested donation for
lunch will increase in July to $1.50. The Commissioners
discussed the charging for coffee in other Centers, but Ms.
Spickard stated that Mayor Lewis is very adamant about not
charging the seniors for coffee.
Mr. Johnson inquired about the people who call in and do not
leave their name, and whether or not they are counted.
Commissioner Maggio answered that any one calling in is
listed, whether or not they leave their name.
BILLIARDS COMMITTEE RE PORT
Chairman Van reported that a meeting was held and the
security of the billiards room discussed.

Please notify the Billiards Committee Members if
you have any suggestions or comments.
The Billiards Committee requested that a nine-ball rack and
another "bridge" be purchased.
Sue Spickard reported that a sign for the end of the hall
indicating where the billiard room is, has been requested.
There is a sign giving the names of the Billiards Committee;
consisting of Fran Bryan, Robert Collet, Paul and Claire
Dufner, Joe Johnson and Linwood Van. The nine-ball rack
has been procured and another "bridge". The players are
uncovering the covering the tables and this is not a problem
at this time.
The question was raised about "dues" or being a "member" to
takq,part in senior activities, and the statement was made
that there are no dues and no membership. One must be 55
years old to participate in programs, and over 60 to take
part in the Nutrition Program.
Sue Spickard stated her concern about security for the
billiards room, and added that the Billiards Committee
Members are making themselves obvious and Chairman Van said
he felt they were making headway and keeping track of what
goes on in that room.

GRANDPARENTS' DAY CELEBRATION
Sue Spickard reported that the children will come here to
the Center and entertain and have a picnic lunch on the
patio. This is the same group that was here Easter. The
Commissioners all agreed to have this celebration. Me.
Spickard will check on the date, as September 9 is a Sunday.
SENIOR COORDINATOR'S REPORT
Sue Spickard reported that budgets for the next fiscal year
have been submitted to both the City and the A.A.A. She
stated that funding has been requested through the Parks and
Recreation Department for the barbecue to be built in the
patio. Keith Beverly will apply for that funding.
Me. Spickard reported that she has viewed some buses, and at
this time the City is putting together specifications to go
out to bid. Also, the present bus will be replaced with
another bus with a lift.
Staff is working on a fee study for rental of this building,
as costs have been lower than they should be for a facility
such as this; this is not a park or a gym and the equipment
is different. That will come before this Commission for a
recommendation.
Us. Spickard said that the modesty panel has been installed
in the Men's Room and shelves are in the majority of the
storage closets. Bulletin boards have been installed and
brochure racks are in. Extra furniture has been purchased
for the auditorium and the diningroom. The round tables
that have been ordered will match the diningroom tables, but
will be used by the pinochle groups.
Me. Spickard said she is meeting regularly with the School
District to discuss problem situations in the sharing of a
facility--and there are no problems, except to continue to
educate the people about the parking situation.
Us. Spickard stated that the claeses and tripe have all been
well-attended, and some have waiting lists. She said there
was a spring dance, with an admission charge of $1.50, and
67 people attended. Rally Day at Balboa Park is coming up
soon; the homeowners' renters credit program is going on;
the tax program went very well; there will be a seminar on
estate planning; a symposium for the June ballot; a
Warblers' Concert on May 18. Us. Spickard stated that the
Center is very busy and a survey will be done to determine
what activities the seniors want in the Center. There have
been some complaints from some of the groups meeting here
regularly; for example, the Friday afternoon bridge group
has a*problem with their room being full. However, Us.
Spickard said she cannot schedule anyone in the auditorium
on a regular basis.
Me. Spickard said that this Saturday, the Soroptomists will
honor three ladies; Helen Wood, Jean Ballard and Terry
Talbot, for making a difference in the senior program.

Chairman Van reported that he lunched with Mayor Lewis on
April 11, 1990, and the Mayor suggested that the Senior
Commissioners should meet with corniselonera from other
cities. However, Mr. Van said that no one knows which
cities have commissioners. Sue Spickard and Chairman Van
will call some of the other cities to find which ones have a
Senior Commission.
Chairman Van reported further that a Proclamation was read
at Council on declaring the week of April 23 as VOLUNTEER
WEEK. He reported he had accepted a check for $20,000 from
Fieldstone corporation and turned it over to the City
Manager.

HANDICAPPED PARKJNG SPACES AT THE CARISBAD SENIOR CENTER
This memorandum is in response to a citizen's concern you received over the location of the
handicapped parking spaces at the Carlsbad Senior Center and the suggestion that this designated
parking area be relocated directly across from the building entrance.
The location of handicapped parking spaces are selected for reasons directly related to public
safety and standard construction codes and practices. To encourage public safety, it is most
desirable to prevent handicapped pedestrian traffic from crossing vehicular traffic. At the Senior
Center, handicapped pedestrians presently have immediate access from their vehicles to an
adjacent sidewalk leading directly to both the building entrance and the courtyard area. There
are no traffic conflicts between handicapped pedestrians and vehicles.
In regards to construction codes, the maximum slope dowed for a sidewalk wheelchair ramp is
one (1) in twelve (12), or eight percent (8%). At the Senior Center, the difference in elevation
between the building pad and the point at which the parking lot is first reached directly in front
of the entrance is approhtely one (1) in six (6), or seventeen percent (17%), which more than
exceeds the allowable slope. In order to create a more gentle slope and easier access for
wheelchair patrons of the Senior Center, the sidewalk wheelchair ramps were constructed at the
south end of the sidewalk This sidewalk is then gradually sloped to meet the elevation of the
building entrance. Since the sidewalk wheelchair ramps are located at the south end of the
sidewalk, it is the logical location for the handicapped parking spaces.

RESWVATION POLICY
/. The Nutrition program is designed to provide a hot nutritious lunch
for person's 60 years of age and older and their spouse.

A donation of $1.50 is suggested from all Seniors. Non Seniors
will be charged for the meal and their reservation may be cancelled
if a Senior is in need of that meal.
In an effort to meet targeting requirements of the Older Americans
Act and contract requirements of the Area Agency on Aging, Carlsbad
residents may sign up for the meal two (2) days in advance, either
by phone (729-4170) or in person. Outreach efforts will be made
to target the low income, minority, frail elderly of Carlsbad.

PROCEDURE FOR LUNCHEON RESWVATIONS
1. The lunch reservation desk is open starting at 9:30 a.m. to
noon, Monday through Friday. You may make a reservation
(Carlsbad residents up to two days before desired lunch, all
others one day prior or the same day) by phoning 729-4170 or
stopping by in person.
2) You may make a reservation for yourself and two others.
Please be certa in that your guests have not already made a
reservation for themselves, and that they plan on attending.
3) Daily, each participant must sign in on the Lunch Sheet. Be
sure you have signed in for the day you wish to have lunch.
4) Meal tickets are provided to each participant as they arrive
for that days lunch. A donation of $1.50 is suggested for all
Seniors. Non Seniors will be charged
5) The dining room is opened at 11:OO a.m. for the seating of
all luncheon quests. You may sit wherever you like. Seating
is on a first-come, first-served basis.
6) If you have a reservation, you may reserve a seat for yourself
and two others. You must be physically present at all times
to reserve seats. Sweaters, purses, etc. should not be used
to reserve seats.
