HomeMy WebLinkAbout1992-08-06; Senior Commission; MinutesMINUTES MEETING OF: SENIOR COMMISSION DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: August 6, 1992 (Regular Meeting) 1 :15 p.m. CARLSBAD SENIOR CENTER CALL TO ORDER: Vice Chairperson Ohmiel called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Commissioners Chmiel, Van and Zink. Absent: Commissioners Heard and Maggio. PLEDGE OF ALLEGIANCE was led by Vice Chairperson Chmiel. INTRODUCTIONS: Sue Spickard introduced Anita Neubarth, the new part-time Management Assistant, who will be planning the programs for the Center. Vice Chairperson Chmiel welcomed Parks and Recreation Director, David Bradstreet, to the Commission meeting. MATTERS FROM THE PUBLIC: There were no requests to address the Commission on a non-agenda item. APPROVAL OF MINUTES: On motion by Commissioner Van, the Minutes of the Regular Meeting of July 2, 1992, were approved as presented. AYES: Chmiel, Van and Zink ‘SENIOR SHOWCASE’ - FACILITY UTILIZATION Peter Gleason and Dr. John Lloyd presented their recommendation for a one-hour television Senior Showcase to be made in conjunction with Daniels Cablevision and the Carlsbad Senior Center for the benefit of Carlsbad and all seniors in north County. This is a non-profit venture and there will be a grant from the Carlsbad Community Television to cover most of the costs, The balance of the costs will be the responsibility of the Showcase. This will be a program by seniors and for seniors, and with the Commission’s permission, to be filmed at the Senior Center. The grant to be approved the first Thursday of September is to be for $3,000, and the proposed budget is approximately $4,000. The show will be one hour in length. Mr. Gleason stated that they would like any senior interested to participate in the program. August 6, 1992 SENIOR COMMISSION Page 2 Sue Spickard inquired whether there would be one show, one hour long, or a series; and Mr. Gleason stated it would be a combination of the two; with the first one as a pilot, and the chances good that there will be a series. Two full Saturdays would be needed to film the program here at the Center. Ms. Spickard stated that the fees of $150 deposit for damages; $7 an hour for staff fee, $40 an hour rental and a $40 non-refundable use fee. This would be two Saturdays at 8 hours per day, which would make the budget approximately $5,000. The damage deposit is refundable. In reply to query regarding the people who do not have cable, Dr. Lloyd stated that a tape would be furnished for their viewing. The plan is to film a new program each month and run it for the month. ACTION: On motion by Commissioner Zink, the Senior Commission accepted the proposal for the Senior Showcase and waived the charges for the facility; but keeping the charge for the staff, the setup and deposit. Chmiel, Van and Zink VOLUNTEER CELEBRATION: Commissioner Zink reported on a meeting of the Volunteer Committee on July 31, 1992, at which time the decision was made to have the Volunteer Dinner at the Raintree Restaurant on Friday, November 13, 1992. The social hour will be at 5:30 p.m., with no-host cocktails, punch and hors d’oeuvres, and dinner will be served at 6:30 p.m. At 8:OO p.m., there will be dancing with music by the Golden Tones. Don Clifford, 41 10 Trieste Drive C, stated that last year some people were omitted from the volunteer dinner that should have been invited, and wanted to know what criteria is used in selecting who is and isn’t a volunteer. Sue Spickard stated that the Commission has not set a limit for ’volunteersn. However, each volunteer, at the beginning of the year, received a letter stating that they needed to log their hours in the log book so when the Committee or Commission sets up rules, there will be a record of the hours. BILLIARDS COMMITTEE: Commissioner Van reported on a July 30, 1992, meeting of the Committee, and stated that the suggestion was made to make the rules in the Billiard Room more visible. Some players don’t give up the tables after two games. Also, hooks are needed on the underside of the tables to have the bridges on each side of the table, and the dots on the tables need to be replaced. He stated that overall, the tables are in good condition. Suggestions have been made to have instruction classes for the ladies. Sue Spickard reported on the City’s findings on the lights for the billiards room, stating that the estimate for the lights and installation is $2,000. She stated that the Commission would need to vote to allocate $2,000 from the Trust Fund for this expenditure. She added that the Senior Citizens Association had been invited to help with the funding. Commissioner Van recommended that $2,500 be allocated, to allow for any additional costs that might accrue, with any funds left over to be left in the Trust Fund. August 6, 1992 SENIOR COMMISSION Page 3 ACTION: On motion by Commissioner Zink, the Senior commission recommended that staff proceed with installing the suspended lighting in the billiards room, with $2,500 to be allocated for this project from the Senior Trust Fund. AYES: Chmiel, Van and Zink COMMllTEE REPORTS: Sumestion Committee Commissioner Van reported on the July 30, 1992, meeting of the Suggestion Committee. Nutrition Proiect Liaison Vice Chairperson Chmiel reported on the Nutriiion Program. AnniversaWBirthday Vice Chairperson Chmiel reported on anniversaries and birthdays and thank-you notes from the couples receiving Proclamations. Senior Citizens Association Liaison Commissioner Zink reported on two meetings of the Association. SENIOR COORDINATOR'S REPORT: Sue Spickard reported on July activities, including the ice cream social, deep sea fishing trip and the meeting on 'How Safe is Your Bank'. She listed the activities to take place in August and stated that a partial shipment of the large screen video projector had been received, and that hopefully all of it will be received within the next month. She said that staff hopes to have the projector in place for the World Series Games. CHAIRPERSON'S REPORT: Vice Chairperson Chmiel stated she had no additional report. ITEMS FOR NEXT AGENDA Commissioners were asked to get any items for the next Agenda to Sue Spickard. Commission voted unanimously to approve utilization of the Senior Center by "Senior Showcase" on two Saturdays. The Commission waived the hourly facility rental fee. "Senior Showcase" will be required to pay the set-up fee, staff fee and damage deposit. 2. s Room 1 I- Commission voted unanimously to utilize up to $2500 from the Senior Citizen Trust Account for the purchase and installation of suspended lights over the pool tables in the Billiards Room. IZMA CHMIEL Scribe C: City Manager Assistant City Manager Parks & Recreation Director Department Heads SENIOR SHOWCASE ._- Senior Showcase is a one hour television magazine which is for, by and about Carlsbad and North County senior citizens. It is cross-cultural in both content and appeal and topics are of interest to both sexes. It is a non-profit venture and the prinicipals are currently working with Valarie Brown of Daniels Cablevision to procure funding through a grant from Carlsbad Community Television. The principals in this endeavor are Peter Gleason and Dr. John Lloyd, Phd. Dr. Lloyd has 40 years experience as a psychologist, educator and theatrical performer and is uniquely qualified to write and host the program. He has worked extensively with senior citizen motivation and mental health programs, and is currently affiliated with the Jocelyn Senior Center in Rancho Bernard0 and at the Casa de las Companas Senior Residence. Mr. Gleason is a principal in Trinity Associates, a Carlsbad based marketing and advertising agency. Mr. Gleason has 22 years of experience in the film, television and entertainment industries with 24 feature films, over a hundred television programs and over 300 national commercials to his credit. The principals feel strongly about the need for programing oriented specifically for the entertainment and education of seniors and are motivated strictly by their desire to see this much-needed programming become a reality. Senior Showcase has been in development for two years, and is fully scripted. Production has been limited to one "live" test program concerning depression and mood elevation, which was very well received by the senior community. Senior Showcase has been totally funded with personal assets to this point in time. All personnel involved, except for a few key technical positions, are talented senior volunteers. We are forced to shoot a segment on August 1st because of the availability of key on-screen volunteers, but do not forsee access to outside funding at that early date, because our grant could not possibly be awarded before August 6th. We therefore request that the City of Carlsbad and the Carlsbad Senior Center consider working with us on a pro bono basis. This would help immensely, as funds are limited at present and we are striving to achieve the highest production values possible. We envision this project as a collaboration among the seniors of Carlsbad, Senior Showcase, the Carlsbad Senior Center, Carlsbad Community Television and Daniels Cablevision for the benefit of Carlsbad and all the seniors in the Daniels "broadcast" area of north San Diego County. . 363A Hemlock Carlsbad, CA 92008 (619) 720-2366
