HomeMy WebLinkAbout1992-10-01; Senior Commission; MinutesMINUTES MEETING OF: SENIOR COMMISSION DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: October 1, 1992 (Regular Meeting) 1 :15 p.m. CARLSBAD SENIOR CENTER CALL TO ORDER: Chairman Heard called the Meeting to order at 1:16 p.m. ROLL CALL: Present: Commissioners Heard, Chmiel, Van and Zink. Absent: Commissioner Maggio. Commissioner Van stated that Mayor Lewis had requested him to continue to serve on the Commission until a new Commissioner is appointed. PLEDGE OF ALLEGIANCE was led by Chairman Heard. MAlTERS FROM THE PUBLIC: There were no requests to address the Commission on a non-agenda item. APPROVAL OF MINUTES: On motion by Commissioner Van, the Minutes of the Regular Meeting of September 6, 1992, were approved as presented. AYES: Heard, Chmiel, Van and Zink GERICO’S: Sue Spickard reported that Gerico’s would be sponsoring the annual dinner and golf tournament, with the golf tournament to be Saturday, October 3, 1992, at the Lorna Santa Fe Country Club Executive Course. There are 68 golfers signed up at this time, with room for 70. There are prizes and a dinner included in the entrant’s fee. Ms. Spickard stated that many nice prizes have been donated, even with the economic times. There are 49 prizes available for the 68 golfers, and they will all receive golf tees, water bottles, visors, etc. Gerico’s will be selling dinner tickets similar to last year--which means they can be used during the month of October. The $5 ticket entitles the purchaser to an entire meal at Gerico’s or $5 off of the price of a meal at Koko Beach (formerly Bully’s). I - October 1, 1992 SENIOR COMMISSION Page 2 ACCEPTANCE OF DONATION: ACTION: On motion by Commissioner Chmiel, the Senior Commission accepted a donation of $200 from Oceanside Elks Lodge. AYES:: Heard, Chmiel, Van and Zink Sue Spickard stated that this is the first year the Oceanside Elks Lodge has given cash to the Center. Last year they invited some of the volunteers to a luncheon with the Oceanside volunteers through a drawing. LEGISLATIVE COMMITTEE: Chairman Heard stated he requested this item to get input from the Commissioners on whether they feel a committee is necessary to gather all necessary information regarding legislation that significantly affects the seniors in this area. Commissioner Van stated that there is a legislative committee that does brief the seniors on any legislation that is pertinent to seniors in this area. There are county-wide meetings for this purpose, and that information could be brought back to this Commission. Commissioner Chmiel added that the Nutrition Council representative does give this information to the Council Members. She said that there were two bills that the seniors in this area did not want to have passed, but they were, and now the seniors are urged to write to the Governor to veto the bills. She said that there will be a County-wide meeting on October 15, 1992, for the entire County. Sue Spickard stated that Chairman Heard and she wanted to be certain that all the information regarding any such bills was available to the seniors and to the Commission. Commissioner Zink stated she felt a committee would be helpful to keep up on the legislation. Chairman Heard said the decision needs to be made to determine the type of vehicle the Commission wants for this item and then to contact the volunteers here at the Center. COMMllTEE REPORTS: Suaclestion Committee Commissioner Van reported on one suggestion to consider having a telephone answering machine for the volunteers to call in after hours if they need to cancel their scheduled time at the Center. He said there was a machine at Harding Street, and it is not certain whether that can be used here with the present telephone system. If it is practical, it will be implemented, Nutrition Proiect Liaison Commissioner Chmiel reported on a September 11 meeting, giving the statistics for the meals served with a total of meals sewed 2,971, and an average donation of $1.41 ; home meals delivered, 874, with a donation average of $2.26. The Sunshine Committee sent four cards. I October 1, 1992 SENIOR COMMISSION Page 3 Anniversarv/Birthdav Commissioner Chmiel reported there will be one Golden Anniversary in October, and the Proclamation will be presented in the dining room. SENIOR COORDINATOR'S REPORT: Sue Spickard reported on the budget, stating that with the adoption of the State budget, staff was requested to trim another 7 percent from the Departmental budgets. This is the General Funds from the City, and does not include what might happen with the Nutrition Program, Home-Delivered Meals and Transportation Programs. Those will be impacted, but as yet she does not know how much. She said she was able to trim approximately 6 percent by reducing the part-time personnel. The full-time personnel will not be impacted. Oftice equipment maintenance has been reduced by dropping one of the service contracts on the Xerox machines. No newspapers or magazines will be purchased for the lounge, and all staff memberships in various organizations have been canceled. Special Department supplies have been cut and printing is out of the budget, with all invitations to be done in-house. No books or publications will be purchased and all travel is curtailed, with the exception of expenses for home-delivered meals. Ms. Spickard said that the food expense has been cut, and it is possible that when new people enroll, they may not receive the evening sandwich. That is not a requirement by the County, but is something that the City and the Seniors Association carried forward. The hot meals and home-delivered meals are still all right. Staff is monitoring the luncheon meals and is ordering very close to the number of reservations. Any meat left over can be used to make the evening sandwiches,' and that is being done. Ms. Spickard continued, stating that staff is looking at ways to increase revenue for the Center, by increasing the rental of the facility evenings and weekends. She asked the Commissioners for any ideas they might have for additional ways to raise revenue. - Ms. Spickard stated that a Nutrition Site Manager, Marolyn Hile, has been hired, and is a part-time employee. The large-screen video projector is in operation and a World Series Party is planned for Saturday, October 17, 1992, at 4:30 p.m., with hot dogs and pop corn available for purchase. Ms. Spickard called attention to the red striping along the edge of the dais. The pool room lights have been ordered, and the glass will be green for the lights. Bids have been accepted for the barbecue, and range from $29,000 to $60,000. There is approximately $30,000 available for this project. Ms. Spickard reported there is a new writing group meeting on Mondays, from 9:00 a.m. to 11:OO a.m., in the Dance Studio. The discussion group is going well and growing. A trip to Big Bear is planned for Thursday, October 22, 1992, and the League of Women Voters will hold a forum on Thursday, October 22, at 1:OO p.m., in the auditorium to talk about the issues on the ballot. CHAIRMAN'S REPORT: Chairman Heard thanked staff for their work and spreading themselves more thinly to continue to offer all the programs here at the Center. He called attention to the new video equipment, and stated that is proof of what the seniors can do on their own. With businesses like Gerico's supporting the Center so generously, it is possible for the Trust Fund to get more revenue to purchase items for the Center. He felt this is an area that will need to be used more than in the past with the reduced budget. - I c_ October 1, 1992 SENIOR COMMISSION Page 4 ITEMS FOR NEXT AGENDA Volunteer Celebration Historic Preservation Commission will be present to discuss possibility of putting the pediment back in this building. Committee appointments (it new Commissioner has been appointed) Chairman Heard invited those in attendance to stay to watch the new video equipment.
